The following have been added by full text:
AMENDMENT 2. Q&A
A. The purpose of this amendment is to revise Addendum to FAR 52.212-1, 52.212-2, and response to question as follows;
Q1. Are there orgins and destinations? Or in the solicitation for bids a firm fixed rate at an annual cost?
A1. Operating area could be any point within the Republic of Korea. Please find revised ELIN list.
Q2. PWS Para 2.1.15. Freight: Property ordered by the US Government to be transported, in accordance with (IAW) this contract.
2.1.23. Shipment: The lot of freight offered for transportation from a consignor to consignee(s) under a single order pursuant to the rates stipulated in this contract. Computation of cost for movement on a single order is based on a shipment, disregarding the number of trucks utilized to complete the shipment, and is calculated in short-ton/miles.]
According to the above paragraphs, "The lot of freight" is a prerequisite for a "shipment". Accordingly, "The lot of freight" is a collection of freight to be transported.
And in accordance with the para 5.1.2.2.3.of the PWS, MCTs shall provide a contractor with number and type of vehicles including other information when ordering services. It is believed that, before ordering services of a contractor, ordering officer of MCT survey a type of "The lot of freight" to be transported, divide a "lot" of scheduled freights by number and type of vehicles, and order a contractor to spot its vehicles per divided freight at a loading point.
We think the statement, "...disregarding the number of trucks ..." of 2.1.23.Shipment means MCTs disregard the number of trucks utilized to complete the shipment when MCTs divide "The lot of freight" and determine the number of trucks.
In addition, since MCTs have the sole right to determine the numbers and types of trucks without any discussion with contractor, the contractors are not supposed to concern about such things. It means we have to provide as many vehicles as required by MCTs. As you well know, once a vehicle is provided for a cargo transportation, a basic expenses must be incurred no matter how it is big or not and it includes all necessary vehicle operation cost, such as driver's labor cost and other expenses required to support one truck operation.
Therefore, we believe that a transportation charge should be applied per each truck utilized for the subject contract transportation. Is it correct?
A2. No. MCT process accordingly per CMR received from customers.
Q3. "Shipment" is applied to only 'short-ton/miles' (over 20 miles), not short-ton/hours (less than 20 miles) according to the para 2.1.23. of the PWS defines. Is it correct?
A3. Local drayage is applied short-ton/hours (less than 20 miles) in accordance with “payable hour table”.
Shipment is applied short-ton/miles (over 20 miles).
Q4. Attachment 1- Exhibit Line Item Numbers (ELINs) does not have/clarify specific option period such as base year, 1st Option year, etc. Does the Government intends the same unit price for the entire contract period? or shall an offeror make price sheets per option year?
A4. Please find revised ELIN List.
Q5. I notice this is Multiple Blanket Purchase Agreements for NTV Parts. In my understanding this will be multiple vendor award and run with limited budget that initially set. I was wondering if budget is out of it than all the service will be forwarded to LCS contract? whats the main difference between with MA IDIQ? (Also, I notice this is not based period with 4 Option period it is Base ordering period to 4th ordering period is there some different terminology with it?)
A5. Typo is corrected to change multiple blanket purchase agreements for NTV parts to General Cargo.
There are a lot of similarities in the descriptions between these two types of contract vehicles. BPA and IDIQs are both used as contract vehicles when agencies need certain types of products of services but don’t know exactly how much they need or when.
Q6. Since this contract will select the multiple vendor the ordering process will be the following?
Lowest price vendor for each line item will be initial place the service, but if they fail to do so 2nd lowest vendor will take over the order and so on until the task is finished.
A6. The ordering activity will provide multiple award BPA holder a fair opportunity to be considered for each order not exceeding $250,000.00. Order exceeding $250,000.00, 411th CSB will provide RFQ to all BPA holders to submit a quote and make award in accordance with the section procedures. The Government may cease to award a call if contractor fails to submit an offer in response to RFQ for three (3) consecutive times without prior notification of “no offer” to the Contracting Officer. If this occurs, the BPA holder will be suspended from submitting offers.
Q7. In my understanding we needed to place part time staff for each MCT for support the operation near the field. For example, 662 MCT - 1 person / 138 MCT - 2 person / 665 MCT 1 person / 517 MCT - 2 person.
However these are mainly for LCS (Routine works included) not OMA works. Am I right about this?
A7. It depends on its mission.
Q8. For Attachment Exhibit Line Item Numbers (ELINs)
● I notice cancellation charge for 2 Hour Basis is not available would this mean that if 2 Hour basis Crane/Forklift order has cancel we would not able to get the cancellation charge?
Please find revised ELIN list.
● In the excel file should I make each line item unit price and amount manually? Also, write the summary price for E0001 and E0002? So that the final total price(addition of E0001 and E0002) should be written in solicitation pg.4 ITEM No.0001 as total? (Also wondering what Quantity 12 means in this soliciation pg.4 mean by. Should I just leave this part blank and write every unit price on attachment excel file?) – Please provide total ordering period amount.
Please find revised ELIN List. On Section B (page 4), for calculation purpose you may divide total amount by 12.
● In the excel file it does not show section for base ordering period ~ 4th ordering period separately. Would this mean that first initial price will go over 5 years in total?
A8. Please see revised ELIN list.
Q9. For Attachment Mileage Chart 2023
● Can you provide me specific location or full name of following locations?
- 6 ORD BN(WGN)
- 2OC
- PICT
Please find updated mileage chart. Detail location may be provided after award.
● I notice there are some locations(CP Castle, CP Red Cloud, CP Stanley, CP Market) that are closed and currently not performing but showing in the chart. Am I suppose to consider this location as part of operation as well?
No.
● I notice this is Mileage Chart but in the file says Kilometer should I consider all the numbers to be Kilometer?
Title of document is mileage chart however all number are kilometer.
Q10. For Attachment Historical Data
● I understood due to the laps of SMA(What is SMA stand for?) during 2020-2021, historical data is not available but isn't this suppose to mean that 2022 data should be available? (Which I don't see anything besides 2016 - 2018)
A10. 2022 data is not available.
B. PWS, ELIN List, and Mileage Chart is revised.
C. All other terms and conditions of this solicitation remains unchanged.
The following have been modified:
