Adjectival Rating Description
Acceptable Proposal meets the requirements of the solicitation.
Unacceptable Proposal does not meet the requirements of the solicitation.
The Government intends to award Four (4) discrete Requirements type contracts based upon each Requiring Activity; CLIN X001 – 35th ADA, CLIN X002 – USACA-K ACC, CLIN X003 – 19th ESC, and CLIN X004 – 2ID.
Accordingly, partial offer per set of CLINs by Requiring Activity is allowable. Each set of CLINs will be evaluated separately.
FACTOR I – TECHNICAL CAPABILITY: This factor evaluates the Offeror’s technical capability and qualifications to perform the requirements of this contract.
Subfactor 1. Prime Contractor’s Prior Experience:
The offeror shall provide evidence of at least three (3) years of experience of dining facility operation services, cafeteria style or multi-entrée operations providing complete meal service (breakfast, lunch, and dinner). Offerors must provide evidence of similar scope and magnitude of food service dining facility operation experience within the last seven (7) years from the issuance date of this solicitation depending upon what series of CLIN X001 – 35th ADA (200 per meal), CLIN X002 – USACA-K ACC (150 per meal), CLIN X003 – 19th ESC (800 per meal), and CLIN X004 – 2ID (2,500 per meal) or serving over 3,000 customers per meal if providing an offer for the entire scope of work. The experience of a subcontractor cannot substitute for the prime contractor’s experience.
Subfactor 2. Contract Manager (CM):
The offeror shall provide CM's resume with at least two (2) years of experience within the past seven (7) years from the issuance date of this solicitation. It should provide evidence of supervisory experience as a CM of similar scope and magnitude in managing dining facility operation services, cafeteria style or multi-entrée operations providing complete meal service (breakfast, lunch and dinner). CM’s required supervisory experience depends upon what series of CLIN X001 – 35th ADA (200 per meal), CLIN X002 – USACA-K ACC (150 per meal), CLIN X003 – 19th ESC (800 per meal), and CLIN X004 – 2ID (2,500 per meal) or supervisory experience of serving over 3,000 customers per meal if providing an offer for the entire scope of work. CM shall possess the required language proficiency skills to discuss all contract-related issues and concerns with the requiring activity in the pre and post award phase of the contract acquisition process.
Subfactor 3. Floor Manager (FM):
The offeror shall provide FM’s resume with at least two (2) years of experiences; consisting of supervisory experience as a FM in dining facility operation services, cafeteria style or multi-entrée menu service within the last seven (7) years from the issuance date of this solicitation. FM shall possess ServSafe Food Protection Manager Certification. FM shall be able to speak and understand English to discuss the specified performance standards with the requiring activity in the pre and post award phase of the contract acquisition process. The offeror shall provide a copy of a valid and current National Health Physical competency certificate and ServSafe Food Protection Manager Certification for each floor manager. The offeror must provide one (1) Floor Manager for each of the Dining Facilities except USACA-K, Walker KIOSK and Yongin in Attachment 1_Warrior Restaurants Locations_OpnDays_Hrs.
Subfactor 4. Organizational Structure and Staffing Matrix:
The offeror shall be evaluated on their submitted organization structure and staffing matrix to determine the offeror demonstrates the organizational structure and their proposed staffing plan by labor categories to perform PWS in each Warrior Restaurant (WR) including the number of personnel and the labor mix is sufficient to perform and satisfy all contractual requirements of the PWS.
FACTOR II – PAST PERFORMANCE:
Past Performance shall be evaluated on an acceptable/unacceptable basis. The following ratings will be used in evaluating Past Performance:
Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below).
Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”
Offerors are authorized to provide information on the problems encountered on the identified contracts and the offeror’s corrective action. The offeror shall have recent and relevant past performance in the same or similar projects related to this requirement. Recent past performance is within the last seven (7) years from the solicitation issue date. Relevant past performances are those that are the same or similar services based on size, scope, complexity, and contract type.
Past Performance of offerors will be evaluated based on the following processes:
-Review of the detailed explanation submitted by offerors, demonstrating the relevance of the references to the requirements of the solicitation.
-References may be contacted by phone to verify contents in detail explanation and to determine record of compliance with contract requirements, accuracy of reports, technical and quality awards/certificates.
-The Government reserves the right to obtain past performance information from any reasonable source available, including the Government database; Contractor Performance Assessment Reporting System (CPARS) website http://www.cpars.gov in order to evaluate offerors’ past performance.
Note: As part of the Responsibility Determination, the Contracting Officer will evaluate past performance to determine the offeror’s capability to perform the contract. Failure to submit data or lack of any performance history will not in itself be a reason for determination of non-responsibility. The Contracting Officer is not limited to the information provided. The Contracting Officer may use this data along with data obtained from other sources the Contracting Officer determines appropriate to obtain sufficient information on the offeror’s past performance to make a responsibility determination.
FACTOR III – PRICE:
Proposals will be evaluated to determine that the proposed price is complete, reasonable, and does not contain unbalanced pricing. The pricing proposals shall be evaluated in accordance with FAR 15.404-1(b).
(1) Completeness. The offeror shall complete the pricing information for all CLINs/Sub-CLINs identified for base period plus four (4) options (five (5) years). Any underlying assumptions including proposed escalation rates between the 1st and subsequent periods shall be clearly explained.
(2) Price Reasonableness. Price should also reflect fair market value and be reasonable when compared to the independent Government estimate, current market prices for same or similar services and/or when compared among other technically acceptable offerors.
(3) Unbalanced Pricing. As part of the price evaluation, proposals will be reviewed to identify any unbalanced pricing. IAW FAR 15.404-1(g)(3), Unbalanced Pricing, a proposal may be rejected if the Contracting Officer determines the lack of balance poses an unacceptable risk to the Government.
(4) Price is not scored. The Government will review the price proposal to determine the extent to which it is consistent with the technical proposal, complete, reasonable, and does not contain unbalanced pricing. The lowest price for award purposes will be the combined total of the effective period of five (5) years from the date of award.
Price must include all CLINs in a set (e.g., CLIN X001 – 35th ADA, CLIN X002 – USACA-K ACC, CLIN X003 –
19th ESC, and CLIN X004 – 2ID) as listed on the Price Schedule. The Government intends to evaluate proposals and award a contract without discussions. Therefore, Offerors are instructed that submitted proposals should contain their best pricing.
(5) FAR Clause 52.217-8 Option to Extend Services. As part of price evaluation, the Government will evaluate its option to extend services (FAR Clause 52.217-8 - Option to Extend Services) by adding one-half of the Offeror’s final option period prices to the Offeror’s total price. Thus, the Offeror’s total price for the purpose of evaluation will include the base period, 1st option, 2nd option, 3rd option, 4th option, and one-half of the 4th option. Offerors are required only to price the base and four (4) options. Offerors shall not submit a price for the potential one-half year extension of services period.
