Sole Source Justification (SSJ)

SSJ No.: FY19-164

Date: 19 September 2019 PR Number: PR 0011398606

1. Nature and /or description of the item/service being procured and anticipated cost:

Pursuant to FAR 13.106, 411th Contracting Support Brigade (CSB) intends to limit the number of sources and award a fixed price purchase order. This is a new requirement using FY2019 Operations & Maintenance funds.

In accordance with Material Fielding Notification for Radio Replacement Program and Training

Circular (TC) 3-04.81 (Appendix E, page E-11 – E-13), Guardian Air Information Center (AIC) requests General Dynamics radios be purchased in order to meet the proper guidance of Program Manager, Air Traffic Controllers (PM ATC).

2. Sole Source Justification Rational in accordance with FAR 13.106-1(b)(1)(i).

X Only one source reasonably available

The General Dynamics CM-300 Ultra High Frequencies (UHF) radios are the only radios that

Guardian AIC currently has in operation. Currently Guardian has 24 General Dynamics CM- 300 UHF radios operating at 4 different locations. The CM-300 UHF radio provides multi-configuration, tunable cavity filters, remote control monitoring and maintenance and frequency range from 225.00-399.975 MHz. The CM-300 provides line of sight communications in the UHF frequency (FQ) band for ground to air communications. They operate on both AC and DC power making back up power more accessible in case of a power outage.

The General Dynamics CM-300 UHF radio meets the requirements per TC 3-04.81, which provides administrative and operational standards for the United States Army Air Traffic Control (ATC) facilities and units. The Material Fielding Notification for Radio Replacement Program supersedes TC 3-04.81, (Appendix E. PG E-12, Table E-17) on which radios are required for an AIC.

3. Although General Dynamics is the sole manufacturer of this specific radio, market research revealed multiple approved vendors. The anticipated price will be determined fair and reasonable based on one or more of the price analysis techniques in accordance with FAR Part 13.106-3(a).

4. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.

5. Contracting Officer Certification/Approval: I hereby determine the Sole Source Justification and its circumstances identified herein are in accordance with FAR 13.106-1(b)(1)(i) and apply to this order.
