Cage Code

If you are a Korean company needing a Cage Code, contact POC at Telephone #82-2-2079-4639, FAX 82-2-773-7587, EMAIL CAGEKR@dapa.go.kr , Address: The Standard Planning Team of the Standard Management Bureau Defense Acquisition Program Division (23 Yongsangogyogil), #2-15 Yongsan 2 ga dong, Yongsan-gu, Seoul (140-841), Republic of Korea.

If you are a U.S. company needing a Cage Code, you must register with the Central Contractor Registration (CCR) at www.ccr.gov. Once your company registration is activated in CCR, a Cage Code notification will be mailed to your company address via the U.S. Postal Service.

CAGE CODE – What it is and How to Obtain One

A CAGE Code is a five-position code that identifies Contractors doing business with the U.S. Federal Government, NATO member nations, and other foreign governments. The CAGE Code is used to support a variety of mechanized systems throughout the Government and provides for a standardized method of identifying a given facility at a specific location. The Code may be used for a Facility Clearance, a Pre-award survey, automated Bidders Lists, identification of Debarred Contractors, fast pay processes, etc. (http://www.dlis.dla.mil/cageserv.asp.)

FOR U.S. COMPANIES

The CAGE Code request process is now incorporated in the Central Contractor Registration (CCR) process. A U.S. company is assigned a Cage Code by registering in CCR at the following website: www.ccr.gov. Upon activation in CCR, the U.S. company will be mailed the CAGE Code notification via the US Postal Service. The CAGE notification is sent to the person listed under the "Registrant Name" in the registration documentation. In addition, once the registration is active, the CAGE code may be viewed on Internet Web by searching the active registrations at www.dlis.dla.mil/CAGESearch/.

FOR NON-U.S. COMPANIES

Non-U.S. companies are issued NATO Cage Codes (NCAGE) by contacting the designated Point of Contact (POC) at the National Codification Bureau (NCB) of the country where the company is located. For a list of addresses and POCs, go to http://www.dlis.dla.mil/nato_poc.asp.

Please note: Organizations with an address containing APO, FPO or AE do not need an NCAGE assigned by an Allied Nation or NATO-sponsored NCB. Instead, these companies must register in the CCR to receive a U.S. Cage Code.

Award will be made to a responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for the non-price factors. In order to be considered for award, there must be an “acceptable” rating in every non-price factor/subfactor. In other words, a rating of “unacceptable” for any factor or subfactor will result in the entire offer being rated “unacceptable”.

All Technical factors and subfactors shall be evaluated on an acceptable or unacceptable basis. A rating of unacceptable for any factor will result in technically unacceptable rating. Failure to provide documents addressed below will result in a rating of “Unacceptable”.

FACTOR A. TECHNICAL: Each factor will be rated as either acceptable or unacceptable. A rating of unacceptable for any factor or subject factor will result in an overall unacceptable rating.

(1) Sub-Factor 1. Prime Contractor’s Certificate:

1) A copy of current and valid Cargo Vehicle Transportation Agency Business Permission (화물자동차 운송 주선사업 허가증)” issued by ROK Government.

2) A copy of current and valid Cargo Vehicle Transportation Business Permission (화물자동차 운송사업 허가) issued by ROK Government.

(2) Sub-Factor 2. Prior Experience: A minimum of two (2) years of verifiable experience in movement of Government furnishings service or similar commercial services within the last seven (7) years from the closing date of this solicitation.

The past performance factor considers the Offeror’s demonstrated recent and relevant record of performance in in delivery/pick up and loading/unloading furniture and appliances or transportation related services that meet the contract requirement within the last seven (7) years as of the closing date of the solicitation. Past performance will be evaluated on an acceptable/unacceptable basis. Offerors are required to identify contracts, both commercial and Government contracts for the same or similar service. The Government may ascertain past performance information on the offeror from sources other than the contracts/ references provided.

The following ratings will be used in evaluating Past Performance:

Acceptable
Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown (See note below).
Unacceptable
Based on the offeror’s performance record, the Government has no reasonable

expectation that the offeror will be able to successfully perform the required.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable”.

Past performance of offeror(s) will be evaluated based on the following processes:

i. Review of the detailed explanation submitted by offerors, demonstrating the relevance of the references to the requirements of the solicitation.

ii. References will be contacted by phone to verify contents in detail explanation and to determine record of compliance with contract requirements, accuracy of reports, technical and quality awards/certificates.

iii. The Government reserves the right to obtain past performance information from any reasonable source available, including the Past Performance Information Retrieval System (PPIRS) website http://www.ppirs.gov in order to evaluate offerors’ past performance.

NOTE: As part of the Responsibility Determination, the Contracting Officer will evaluate past performance to determine the offeror’s capability to perform the contract. Failure to submit data or lack of any performance history will not in itself be a reason for determination of non- responsibility. The Contracting Officer is not limited to the information provided. The Contracting Officer may use this data along with data obtained from other sources the Contracting Officer determines appropriate to obtain sufficient information on the offeror’s past performance to make a responsibility determination.

FACTOR C. PRICE PROPOSAL: The price proposal will be evaluated for completeness and reasonableness. The following applies to the price proposal evaluation:

(a) Completeness. The offeror shall complete the pricing information for all CLINs identified for base period each year during five (5) years period (include total price for all five (5) years).

(b) Reasonableness. Price should also reflect fair market value and be reasonable when compared to the independent Government estimate, previous and/or current market prices for same or similar services and/or when compared among other technically acceptable offerors.

Note: Price is not scored as acceptable/unacceptable. The lowest price for award purposes will be the combined total of the effective period of five (5) years from the date of award. Price must include all CLINs as listed on the Price Schedule. The Government intends to evaluate proposals and award a contract without discussion. Therefore, Offerors are instructed that submitted proposals should contain their best pricing.

(c) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(d) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
