CAGE CODE – What it is and How to Obtain One

W91QVN19R0045

A CAGE Code is a five-position code that identifies Contractors doing business with the U.S. Federal Government, NATO member nations, and other foreign governments. The CAGE Code is used to support a variety of mechanized systems throughout the Government and provides for a standardized method of identifying a given facility at a specific location. The Code may be used for a Facility Clearance, a Pre-award survey, automated Bidders Lists, identification of Debarred Contractors, fast pay processes, etc.

FOR U.S. COMPANIES

The CAGE Code request process is now incorporated in the Central Contractor Registration (CCR) process. A U.S.

company is assigned a Cage Code by registering in CCR at the following website: www.ccr.gov. Upon activation in CCR, the U.S. company will be mailed the CAGE Code notification via the US Postal Service. The CAGE notification is sent to the person listed under the "Registrant Name" in the registration documentation. In addition, once the registration is active, the CAGE code may be viewed on Internet Web by searching the active registrations at www.dlis.dla.mil/CAGESearch/.

FOR NON-U.S. COMPANIES

Non-U.S. companies are issued NATO Cage Codes (NCAGE) by contacting the designated Point of Contact (POC) at the National Codification Bureau (NCB) of the country where the company is located. For a list of addresses and POCs, go to http://www.dlis.dla.mil/nato_poc.asp .

Please note: Organizations with an address containing APO, FPO or AE do not need an NCAGE assigned by an Allied Nation or NATO-sponsored NCB. Instead, these companies must register in the CCR to receive a U.S.

Cage Code.

The offeror(s) shall round all unit prices to the nearest whole Korean Won (KRW) thereby eliminating the use of any decimal points.

The proposed price shall:

Be Reasonable : Acceptable estimating methodology for developing the price proposal.

Be Complete : Responsive to all RFP requirements, all or any of items are included, and estimates can be traced.

Note: Price is not scored. The lowest price for award purposes will be base year period. Price shall include all CLINs as listed on the Price Schedule for base year and Option year periods. The Government intends to evaluate proposals and award a contract without discussions as primary award determination. Therefore, offerors are instructed that submitted proposals should contain their best pricing.

Option Clause FAR 52.217-8. The Government will evaluate its option to extend services (FAR Clause 52.217-8 - Option to Extend Services) by adding one-half of the Offeror's final option period price to the Offeror’s total price.

Offerors are required only to price the five (5) years. Offerors shall not submit a price for the potential one-half year extension of services period.

IV. NOTICE TO OFFERORS

All sources may submit a proposal or quote as applicable. However, the Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA), precludes the U.S. Government from granting Invited Contractor or Technical Representative status to any offeror, for this requirement. All sources submitting a proposal or quote, as applicable, including U.S. sources, must already have, or obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. Any contractor not already doing business in Korea as a local source, must submit adequate verification in its initial proposal or quote, that it has the requisite authorization and capacity to compete for the requirement as a local source, and to perform the contract as a local source. If an initial proposal does not fully demonstrate this authorization and capacity, it will not be further considered for award. Whether an offeror qualifies as a local source shall be determined by the Contracting Officer.

“All offerors interested in competing for this local requirement are required to submit their price proposal or quote, as applicable, in Korean Won (KW) only. A quote or proposal submitted in currency other than Korean Won will not be considered for award.”

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Award will be made to the responsible Offeror submitting the Lowest Priced Technically Acceptable (LPTA) offer that satisfies all terms and conditions of the solicitation. Offers will be evaluated for acceptability, but not ranked using the non-price factors/subfactors.

Acceptable Proposal meets the minimum requirements of the solicitation.

Un-acceptable Proposal does not meet the minimum requirements of the solicitation.

All Technical factors and subfactors shall be evaluated on an acceptable or unacceptable basis. A rating of unacceptable for any factor will result in technically unacceptable rating. Failure to provide documents addressed below will result in a rating of “Unacceptable”.

1. FACTOR A – TECHNICAL : Each factor will be rated either acceptable or unacceptable. A rating of unacceptable for any factor or subfactor will result in an overall technically unacceptable rating.

a. Subfactor 1 (Prime Contractor’s Business Registration): A valid and current Prime Contractor’s Business Registration for Printing/Publishing Newspapers, Magazines, Book or Other Periodicals (출판업 또는

인쇄업) issued by the Republic of Korea (ROK) Government.

Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable”
