5. Reasons for Authority Cited:
The AMT shop utilizes Abrasive Jet technology to cut down large metal stock for aircraft parts and support equipment items to the Linear accuracy of +-0.002” and repeatability of +-0.001. The shop’s current capabilities are unable to cut >.250” thick ferrous or nonferrous plating that comes from supply in 4’x8’ plate/sheet without risk to damaging current equipment on hand. This negatively affects production time, accuracy of fabricated components, and fulfilling mission requirements.
The mechanical and environmental specifications of the Omax 55100 is advantageous to the available space in the facility as well as the required accuracy for manufacturing aircraft parts IAW engineering blueprints. The features are required to ensure easy maintenance on the machine with the facility’s limited space and utility hook up points for power and electricity. The filtration system is a necessity for the water as well as an abrasive hopper due to lack of storage in the facility (See attached floor plan).
The machine dimensions are required to accommodate a large work piece averaging 4' x 8'. This size of cutting envelope will enable the organization to cut metal to the desired size for storage or use on aircraft or support equipment. The accuracy and repeatability of the Omax 55100 ensures the success of the tolerances set by aircraft engineers for use on multiple aircraft frames.
The programmable Solids Removal System provides precise control over abrasive evacuation rate, direction, and duration to efficiently remove garnet from the abrasive waterjet catcher tank. This system gives the operator the ability to program flow rate and direction. The controller’s programmability provides greater garnet removal than comparable fixed speed units. An optimized fluid return trough increases settling time and minimizes abrasive volume returning to the tank.
The Single Point Electrical Disconnect (PN: 314980-30) provides a manual single point shut off for the OMAX waterjet cutting system, which acts as a manual fuse disconnect for components. This unit will support will support a 30 HP pump, water recycling system with 60K BTU chiller, VS-SRS (not large scale SRS), table controller, and laminar filter.
The OMAX 55100 maintains a 78 decibel or less sound rating during standard submerged cutting operations and is able to import 70 types of files including Computer- Aided-Three Dimensional Interactive Application (CATIA) making cross-utilization of Computer Automated Drawing (CAD) software across other machinery effortless.
6. Efforts to Obtain Competition: On 14 August 2018, a Sources Sought synopsis was posted through Federal Business Opportunities website (https://fbo.gov) with a closing date 22 August 2018 at 1300 hours. As a result of the closing of RFI, a similar item was offered, however, after reviewing the technical specifications, it did not meet the requested accuracies. In addition, the J&A will be redacted and posted with the solicitation.
7. Actions to Increase Competition: See no. 6 above.
8. Market Research: A Request for Quote (RFQ) was posted to 30 possible vendors on GSA advantage on 15 June 2018 with a close date of 20 June 2018. Seven responses were received but only one quote was acceptable. The other products did not meet minimum technical requirements.
9. Interested Sources: Omax is the only source that meets the requested specification.
10. Other Facts: The Omax 55100 is used by most AF Aircraft Metals Technology as the choice of Abrasive Jet. Familiarization training and learning new operating systems will not be required, which will assist in the increase of production time. In addition, if training is required, it is offered at no additional cost in Kent, WA for the life of the machine.
