CAGE CODE – What it is and How to Obtain One
A CAGE Code is a five-position code that identifies contractors doing business with the U.S. Federal Government, NATO member nations, and other foreign governments. The CAGE Code is used to support a variety of mechanized systems throughout the Government and provides for a standardized method of identifying a given facility at a specific location. The Code may be used for a Facility Clearance, a Pre-award survey, automated Bidders Lists, identification of Debarred Contractors, fast pay processes, etc. (http://www.dlis.dla.mil/cageserv.asp.)
FOR U.S. COMPANIES
The CAGE Code request process is now incorporated in the Central Contractor Registration (CCR) process. A U.S. company is assigned a Cage Code by registering in CCR at the following website: www.ccr.gov. Upon activation in CCR, the U.S. Company will be mailed the CAGE Code notification via the US Postal Service. The CAGE notification is sent to the person listed under the "Registrant Name" in the registration documentation. In addition, once the registration is active, the CAGE code may be viewed on Internet Web by searching the active registrations at www.dlis.dla.mil/CAGESearch/.
FOR NON-U.S. COMPANIES
Non-U.S. companies are issued NATO Cage Codes (NCAGE) by contacting the designated Point of Contact (POC) at the National Codification Bureau (NCB) of the country where the company is located. For a list of addresses and POCs, go to http://www.dlis.dla.mil/nato_poc.asp .
Please note: Organizations with an address containing APO, FPO or AE do not need an NCAGE assigned by an Allied Nation or NATO-sponsored NCB. Instead, these companies must register in the CCR to receive a U.S. Cage Code.
The POC for South Korea is:

The Government reserves the right to make a contract award determination without any discussions with offerors; however, if an award cannot be made on initial offers and the Government determines discussions to be necessary, the competitive range will be established in considering technical, past performance and price evaluation factors to conduct discussions.

This data on recent contracts will be used by the Contracting Officer to evaluate past performance. Offerors are required only to propose price for base period and four option periods.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Award will be made to the responsible offeror submitting the Best Value Lowest Priced, Technically Acceptable (LPTA) offer that satisfies all terms and condition of the solicitation. The following ratings will be used in evaluating all non-price technical factors and subfactors.
Acceptable
Proposal clearly meets the minimum requirements of the solicitation
Unacceptable
Proposal does not clearly meet the minimum requirements of the solicitation
All Technical factors and subfactors shall be evaluated on an acceptable or unacceptable basis. A rating of unacceptable for any factor will result in technically unacceptable rating. Failure to provide documents addressed below will result in a rating of “Unacceptable”.
FACTOR 1 - TECHNICAL CAPABILITY: The Offeror’s proposal shall contain technical subfactor of their technical capability which demonstrates a clear understanding and ability to execute all PWS requirements.
The offeror shall provide following valid registration certificate and prior experience in both English and Korean version.

FACTOR II. PAST PERFORMANCE: The past performance factor considers the Offeror’s demonstrated recent and relevant record of performance in supplying services that meet the contract requirements. Past performance will be evaluated on an acceptable/unacceptable basis. Offerors are required to identify contracts, both commercial and Government contracts for the same or similar service. The Government may ascertain past performance information on the offeror from sources other than the contracts/ references provided.
The following ratings will be used in evaluating Past Performance:

Failure to submit data or lack of any performance history will not in itself be a reason for determination of non- responsibility. The Contracting Officer is not limited to the information provided. The Contracting Officer may use this data along with data obtained from other sources the Contracting Officer determines appropriate to obtain sufficient information on the offeror’s past performance to make a responsibility determination
FACTOR III. PRICE: Proposed prices will be evaluated in accordance with FAR 13.106-3 (a). The Government will evaluate offers for award purpose by adding the total of all CLIN prices.
The proposed price shall:
Be Adequate : The proposed price and the PWS are compatible.

Thus, the offeror’s total price for the purpose of evaluation will include the base period, 1st option and 2nd option, 3rd option, 4th option and one-half of the 4th option. Offerors are required only to price the base and four (4) options.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
