5. Reason for Authority Cited:
The US Army signal command has a trunk radio system for Land Mobile Radios (LMR) country wide in Korea and Motorola Solutions is the radio product being used for the government system.
Control No:_______
Area 1, DES, Fire and Emergency services have been using Motorola portable radios and base stations since FY98. During the life cycle radio review in FY 14, many existing 1998 radios were required to be replaced due to the fact that repair parts for these year models no longer exist [parts such as housing covers, push to talk buttons, internal plug and play modules etc.]. Current LMR requirement only allow for certified personnel from Motorola Radio Solutions the authority to provide/program radios designed to work within the US Army trunk LMR system. In addition, these certified personnel must follow all the rules and regulations, in accordance with, G35 Forward, 311th Signal Command (Theater) guidelines. If Area 1, DES could not purchase the same manufacturer, model or parts, then our emergency service operation will not be able to connect to the system. If this happens, our services would have purchase an entirely new radio system costing well into the $500,000 range.
6. Efforts to Obtain Competition:
In accordance with FAR 13.501(a)(iii), this action will be made available publicly through the preferred GPE within 14 days of after contract award. Potential responses to this from vendors will be maintained and vetted by the requiring activity as a potential alternate source of supply.
7. Actions to Increase Competitions:
US Army Garrison Red Cloud and Area I, DES will continue to survey the market as required for alternate sources of supply and IAW current interoperability and communications guidelines.
8. Market Research:
ICOM, E F Johnson, and Codan Radio Communications are all vendors that sell numerous radio systems. However, they would not be able to provide and install a system utilizing the existing US Army LMR trunk Motorola ASTRO25 IV & D LMR radio System or the interface into the Motorola MCC7500 Dispatch console due to proprietary software restrictions.
9. Interested Sources:
USAG Red Cloud and Area I, DES, F&ESD has contacted numerous vendor that can provide the requested supply. Below are few of the vendors that can provide the requested supplies.
I. Ewing Engineered Systems II. Edge Technology Distributor III. Motorola Solutions
10. Other Facts:
Motorola radio systems exclusively, these portables, mobiles and base stations are the only radios in use on all Army Korea Installations and are compatible to the Motorola trunk radio system being used in Korea with approval to operate on the information network. Portables, mobiles and base stations are in use throughout Korea so these additional radios must operate on this LMR system also.
