SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 2

A. The purpose of this amendment is to respond on the questions.

B. All other terms and conditions remain unchanged.

1. We are very interested in this solicitation. We are trying to renew expired SAM registration, but we could not make it before 28 Dec 2020. We really want to participate in this bidding and sincerely ask you to extend the solicitation closing date and time for us.

1A. The closing date is extended from 28 Dec 2020 to 8 Jan 2021.

If you cannot extend the closing date and time, could we provide you proposals by email and send you a screenshot showing SAM registration later?

1B. See 1A response.

2. The Amendment 0001 of the solicitation W91QVN21R0004 does not reflect the increased schedules and buses.

Could you please update the schedules for Exhibit#4 in the solicitation and quantities in the price schedules?

2A. Exhibit #4 is updated in the Amendment 2, 21-R-0004 7-3 Appendix1-Exhibits 1 Bus Schedule. It is a requirement CLIN. The number of quantities are estimates for a year.

3. The quantities of Cancellation Charge under X0016 is too low, based on the past records.

There were 471 in 2019 and 506 in 2020 for cancellation charges. Could you please increase the quantity of Cancellation Charge?

3A It is a requirement CLIN. The number of quantities are estimation for a year.

4. Sub-factor 2. Standards for Buses: The offeror will be evaluated on their submitted copies of certifies of vehicles (자동차등록증) which demonstrated buses in the buses list.

Sub-factor 6. Key Personnel b. Bus Drivers: The offeror shall provide a copy of Drivers List which demonstrates about Class 1 Driver License and Commercial Bus Driving Certification (버스운전자격증) . The list shall include driver’s name, licenses type, license’s numbers and expiration dates. Shall an offeror insert photos of Class 1 Driver License and Commercial Bus Driving Certification (버스운전자격증) and copies of certifies of vehicles

(자동차등록증) in a proposal?

If so, the 200 pages limitation would be exceeded.

4A. No. 200 pages limitation will not be changed.

5. 1. USFK contracting activities shall respect Republic of Korea Government administrative requirements for registration of local contractor firms. No special requirements will be imposed solely upon contractors doing business with the United States armed forces.

2. "Administrative requirements for registration of local contractor firms" refers to Korean government legal criteria and procedures for registration and licensing of local firms.

And the PWS 1.4. Scope of Work set forth in the solicitation (W91QVN-21-R-0004) states that “The contractor shall obtain all appropriate permits, such as bus business license and applicable route permits from the Ministry of Land, Transport and Maritime Affairs (MLTM) of ROK".

In reference to this requirement, we found that the solicitation doesn’t require the “Limited License”, whereas the ROK transportation law provisions require it for passenger transportation business like on routes between Incheon Airport to Camp Humpherys (CLINX003 and X004) and Incheon Airport to Youngsan (CLINX005 and X006). We would like to have your definite stance in such differential.

5A: The Government made a decision to add “License of Limited Passenger Transportation Business (여객자동차운송사업의 한정면허)” or “Permission of Passenger Transport Service for Incheon Airport

(인가증 )” into ADDENDUM TO FAR 52.212-1 INSTRUCTION TO OFFEROR - COMMERCIAL ITEMS and ADDENDUM TO FAR 52.212-2 EVALUATION– COMMERCIAL ITEMS BASIS FOR AWARD: The solicitation is revised as shown below”

ADDENDUM TO FAR 52.212-1 INSTRUCTION TO OFFEROR - COMMERCIAL ITEMS

FACTOR A. TECHNICAL

Sub-factor 5. Prime Offeror’s Registrations (PWS, Para 1.13.2): The offeror shall provide copies of current and valid registrations and certificate issued by the Republic of Korea (ROK) Government in Korean and English.

a. Business Registration (사업자등록증)

b. Passenger Transportation Business Registration (여객자동차운송사업증)

c. Chartered bus Transportation Business Registration (전세버스운송사업등록증).

d. License of Limited Passenger Transportation Business (여객자동차운송사업의 한정면허) or

Permission of Passenger Transport Service for Incheon Airport (인가증).

ADDENDUM TO FAR 52.212-2 EVALUATION– COMMERCIAL ITEMS BASIS FOR AWARD:

FACTOR A. TECHNICAL

Sub-factor 5. Prime Offeror’s Registrations (PWS, Para 1.13.2): The offeror will be evaluated on their submitted copies of current and valid registrations and certificate issued by the Republic of Korea (ROK) Government in Korean and English.

a. Business Registration (사업자등록증)

b. Passenger Transportation Business Registration (여객자동차운송사업증)

c. Chartered bus Transportation Business Registration (전세버스운송사업등록증).

d. License of Limited Passenger Transportation Business (여객자동차운송사업의 한정면허) or

Permission of Passenger Transport Service for Incheon Airport (인가증).

6. Question-1 Regarding the Factor B, Past Performance:

This seems to be for evaluation of the offeror’s past performance history whether the offeror had performance experience on same or similar requirements specified in the solicitation.

We understand that the statement “the experience of a subcontractor cannot be substituted for the prime contractor's experience” on page 38 of the solicitation should be interpreted that both prime and sub-contractor, if applicable, should have the past performance experiences to meet the acceptable qualification standards.

In order to meet the requirements of Factor B Past Performances, should an offeror, including sub-contractor, have experience performed the same or similar services, like the shuttle bus operations between Incheon Airport and various destinations with fixed routes, fixed stops and fixed time schedule as set forth in this solicitation?

6A. Past performance is to review the contract’s quality of performance and timeliness performance. Past performance is not exactly the same as the service of this requirement contract.

7. Question-2.

Don’t you require “Limited License of Passenger Transportation Business” in conjunction with the solicited Shuttle Bus Services to be performed by a local contractor?

A contractor shall have Limited License (한정면허) to perform the subject requirements specified in the solicitation No. W91QVN-21-R-0004 because of the following reasons.

According to the Passenger Transportation Business Law/Enforcement Rules Article 17, Ka 1), 7A. See response 8A.

8. Is Songsan Rest means 송산포도휴게소? There are a lot of bases,AB as well. Once the the contract is awarded, are you providing the correct address of each US Military Installation,Air Base?

8A. Yes, Songsan Rest Area. We will provide address of each Area after award.

9. For the Post Run Buses, There are buses running for the 'Post Run' on the weekend now. Is the CLIN No.0001, 1001, 2001, 3001, and 4001 correct? Because it says Monday - Friday.

9A. Correct.

10. For the Post Run Buses, will there be only our buses running for the post? Or will there be other buses that will run for the Post Run together? Because it seems there are the current contractor's buses and other buses running for the Post Run these days. If so, how are the schedules?

10A. The contractor only the routes specified in the schedule list will be operated.

11. For the CLIN 1002, 2002, 3002, and 4002, the buses are running 104 times a year. Because there are 52 Tuesdays and 52 Thursdays in (at least) year 2021. The CLINs say 120 each per year. For example, say our unit price is $10 and the actual bus-running is 104 times a year, can we only claim the payment as '104 x $10'? Or do can still have to claim the payment as '120 x $10'? If we can only claim 104 times per year why are there more quantities on the solicitation? That only makes our proposal price higher.

11A. The route is a requirement CLIN. The Ordering Officer shall issue a Task Order with number of quantities when the route requires.

12. The current bus schedule seems different from the solicitation. For example, currently, the bus schedule from Suwon to Osan is now 8 times a week, which means 416 times a year. But the solicitation says 500 times a year.

Will there be more bus running than the current schedule? If not, can we change the quantities of the solicitation for our proposal in order to match the current bus schedules?

12A. The route is a requirement CLIN. The Ordering Officer shall issue a Task Order with number of quantities when the route requires. The contractor shall submit the price proposal of the quantities in the solicitation.

13. For CLIN 0003, 1003, 2003, 3003, and 4003, are the numbers of the quantity correct? From Camp Humphreys and Yongsan to Incheon Airport, there are 750 travels per year. From Incheon Airport to Camp Humphreys and Yongsan, there are 2,250 travels a year.

13A. The route is a requirement CLIN. The Ordering Officer shall issue a Task Order with number of quantities when the route requires. The number of quantities are estimated quantities a year.

14. Are the quantity numbers for the buses for running from Incheon Airport to Yongsan, and Yongsan to Incheon Airport correct? It seems there are too many.

14A. The route is a requirement CLIN. The Ordering Officer shall issue a Task Order with number of quantities when the route requires. The number of quantities are estimated quantities a year.

15. CLIN (0007,1007, 2007, 3007, 4007) and (0008, 1008, 2008, 3008, 4008) seem exactly the same except for the quantities of them. Why are they different quantity? How are they different? CLIN XXX7 has 500 quantities and CLIN XXX8 has 60 quantities.

15A. CLIN X007 is come out from the number of flights from Osan, CLIN X008 is for emergency routes when CLIN X007 needs more buses.

16. CLIIN 0009, 1009, 2009, 3009, 4009 are the route directly from Camp Humphreys to Camp Casey. Are there any stops(or drops) on the way to Camp Casey?

16A. Yes. The route goes directly to the destination without any stops.

17. I wonder how you ended up with those quantity numbers. To figure out the quantity, I even tried to divide the numbers by 52 or 365, etc., but I couldn't find out how those quantities came up.

17A. The route is a requirement CLIN. The Government will issue Task Order with number of quantities when the route requires. The number of quantities are estimated quantities a year.

18. Can we have the information on the current contract? ex) How many buses in total are in use for the Post Runs?

And the CLIN information (including quantities) on the current contract?

18A. This is a performance base contract. We can't provide how many buses of the Post Runs and CLIN information.

19. Can we change the bus schedule from the current ones? (Not the quantities, only the time schedule) Or do we have to follow(stick to) the current schedule? If so, please provide us the previous contractor's Bus Schedule.

19A. Your company can’t change bus schedule and the Government don’t provide previous contractor’s bus schedule.

20. Currently, there are buses running from Kunsan AB to Camp Humphreys, and from Camp Humphreys to Kunsan AB. But it is not on the solicitation. Is that correct?

20A. Correct. The route is not in this contract.

21. Are all the buses for 'Pay-as-you-go'? Or are they half and half? Or are they all free buses?

21A. They are all free buses. Contractor shall process Government Bill of Landing (GBl) for payment in accordance with paragraph 5.4.6. of PWS.

22. Can we charge the passengers for the bus rides? For example, KRW 10,000 for the buses from Camp Humphreys to Incheon Airport T2.

22A. They are all free buses. Contractor shall process Government Bill of Landing (GBl) for payment in

23. How do we run 'Pay-As-You-Go' buses? Do we also have to offer the bus fare? If so, does the bus fare must be included in our proposal?

23A. They are all free buses. Contractor shall process Government Bill of Landing (GBl) for payment in

24. There are 'Pay-As-You-Go' buses running now. Are we to keep the system? Or will they be removed?

24A. It is not related to this contract.
