The contract covers training delivery for approximately 250 personnel (220 civilians and 30 military staff) over a one-year base period from December 2, 2026, through September 7, 2027, with no option years. The training comprises six distinct soft skills courses scheduled on specific dates: "The 10 Soft Skills You Need" (December 1, 2026), "Civility in the Workplace & Conflict Resolution" (March 2027), "Emotional Intelligence" (April 6, 2027), "Goal Setting and Getting Things Done" (June 1, 2027), "Managing Workplace Anxiety" (July 6, 2027), and "Handling Difficult People/Conversations" (September 7, 2027). All courses will be delivered via Microsoft Teams as a bundled package.

Statement of Work

Army National Military Cemeteries (ANMC) Training Contract

1. PURPOSE;

This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. This Statement of Work documents training support required to the Office of Army Cemeteries and Army National Military Cemeteries staff members for six non-consecutive months.

2. BACKGROUND:

The Office of Army Cemeteries and Army National Military Cemeteries have 220 civilians and 30 Military personnel who will complete the six training courses to improve overall work quality, boost daily productivity and help retain top talent.

Supervisory training was the focus for FY26. OPM mandated that all supervisors completed required training which left little time for specific professional development for supervisors and their staff members. Surveys with a list of training were provided to supervisors asking them to select what they felt would be most beneficial to their subordinates. Six training topics were selected.

Propose to have a contract in place by 1 December 26 to start the training for the OAC/ANMC supervisors, both Military and Civilians and their subordinates.

3. PEROID OF PERFORMANCE:

This agreement is for one base year and no option years. The dates of the base period are detailed below:

Base Year 2 December 2026 – 7 September 2027 with (6) distinct dates of service.
