Thank you for your questions, so you can fully understand what we are looking for. Please find my responses below and let me know if you have any further questions.
1. Wastewater (non-potable) analytical methods: The State of Maryland does not operate a laboratory accreditation program for wastewater/non-potable methods, and the wastewater analyses under the facility's Maryland NPDES permit are governed by 40 CFR Part 136 approved methods. Could the Government clarify the acceptable laboratory credential for these wastewater methods — specifically, whether the Government requires NELAP accreditation (held through any state's accrediting authority), or whether use of 40 CFR Part 136-approved methods without third-party accreditation is acceptable?
Yes, all samples analyzed must be conducted by a third-party accredited laboratory. It could be DOD ELAP or NELAC/NELAP, so we know the laboratory can demonstrate competency and document conformance to the international standard ISO/IEC 17025. . For more information, please browse this website: https://www.denix.osd.mil/edqw/accreditation/home/. We are also required to participate in a DMR‑QA Study, so it is essential that the laboratories we use can meet these standards through their proficiency testing (PT) performance which is required by the EPA. https://www.epa.gov/compliance/discharge-monitoring-report-quality-assurance-study-program
1. Gross beta radiological analysis: Could the Government confirm the required accreditation for the laboratory performing the gross beta analysis (for example, NELAC / Laboratory Accreditation Bureau (L-A-B) accreditation), and confirm that the performing laboratory's certificate must be submitted with the quote?
Yes, all samples analyzed must be conducted by a third-party accredited laboratory. It could be DOD ELAP or NELAC/NELAP, so we know the laboratory can demonstrate competency and document conformance to the international standard ISO/IEC 17025. The laboratory’s current accreditation certificate (DoD ELAP or NELAP) must be included with the quote to verify compliance. Because our work is highly visible to the public, we need full confidence that the data provided represents the highest quality available.
