PERFORMANCE WORK STATEMENT
Islamic Imam Contract Services For
Pentagon Chaplain’s Office
PART 1
GENERAL INFORMATION
1. Background. Title 10, requires that the free exercise of religion is ensured for all Service Members and authorized DoD civilian employees. Under the provision of the Army Regulation 165-1, the Pentagon Chaplain’s Office is responsible for religious, spiritual, moral, and ethical activities of all personnel within the Pentagon on an equitable basis. The Pentagon Chaplains’ Office does not have an assigned Islamic Chaplain or regular access to an active duty Islamic chaplain. Therefore, an Islamic Imam must be contracted for the Islamic Community at the Pentagon. The Islamic service is scheduled for each Friday. In addition, opportunities occur each year for multi-faith special events. Note: No service is planned on Federal Holidays.
1.1 Objectives. The Contractor shall provide Islamic Ministry in support of the Pentagon Chaplain’s Office as required and requested. Said program will be in keeping with the endorsement requirements and tenets of the Islamic faith and Islamic endorsing agencies, in order to meet the spiritual and moral needs of the Pentagon Islamic Community. For the purpose of this contract, the Pentagon Islamic Community is defined as military, military dependents, DoD authorized civilians and family members.
1.2 Description of Services/Introduction. This is a Non-Personal Services contract.
Performance under this contract is subject to the day-to-day oversight and direction of the designated Senior Army Chaplain at the Pentagon Chaplain’s Office who serves at the discretion of the Military District of Washington Command Chaplain and as assigned by the U.S. Army. In the absence of a Senior Army Chaplain assigned at the Pentagon Chaplain’s Office, an Army Chaplain will be assigned to oversee this contract under the direction of the Military District of Washington Command Chaplain. The government will evaluate the quality of professional and administrative services provided, and retain control over the professional aspects of services rendered (e.g. professional judgments, evaluation of specific spiritual needs).
1.3 Scope. The contractor or designated subcontractor will conduct religious services in accordance with the Islamic tradition and as outlined in this Performance of Work Statement (PWS) and in accordance with Army regulations and Federal Acquisition Regulations. As a non-personal service contractor, the contractor or the designated subcontractor shall not be a member of the Military Chaplaincy.
In the absence of the Senior Chaplain for the Pentagon Chaplain’s Office, the Imam shall take instructions from the Army Chaplain assigned to oversee this contract under the direction of the Military District of Washington Command Chaplain. The contractor or the designated subcontractor shall provide these services to eligible beneficiaries of the military religious support system as well as other DoD personnel at no expense to the individuals. The contractor or the designated subcontractor cannot bill individuals entitled to military religious care for service rendered, or for any other actions performed under the contract at the Pentagon, other than payment under the provisions of this contract.
The contractor or designated subcontractor shall perform the following:
a. Be an ordained member of the Islamic faith and be in good standing with their religious authorities.
b. Perform Islamic services during the normal work day on Friday in the Pentagon Chapel.
The Islamic worship service support will be accomplished at: Department of Defense, Pentagon Chaplain’s Office, 6608 Army Pentagon, Room 1E443, Washington DC 20301. On Holy Days of Obligations, the mass will most likely be in the Pentagon Auditorium.
c. Perform special Islamic services on Holy days as needed by Pentagon Chaplain.
d. Provide pastoral care and spiritual counseling for DoD personnel that may seek help before or after the weekly service.
e. Be an information resource on birth, marriage, death, sickness, and dietary needs for DoD personnel who are Islamic, as needed.
