About this file

This document is a Justification and Approval (J&A) for a sole source contract award under simplified acquisition procedures for certain commercial items. The contract is for the Caisson Riding Refresher Program, which will provide horse familiarization instruction to soldiers from April 1 to July 1, 2024. The estimated value of the contract is $384,725.

The J&A cites the authority of FAR 13.5, which allows for sole source awards when there is only one responsible source that can meet the agency's requirements. Tamarack Stables is the only vendor that can satisfy The Old Guard's requirements, which include having facilities located within 22 miles of Fort Myer, VA, over 14 acres of land with access to 8 hours of trail riding, specific riding arena and equipment, and an instructional team with at least 20 years of equine experience. A sources sought notice was published but yielded no other viable responses. The contracting officer has determined that Tamarack Stables' pricing is fair and reasonable based on market research.

Requirements:

Reviews: I have reviewed this justification and find it adequate to support sole source.

4. Authority Cited: Simplified Procedures for Certain Commercial Items, Title 41 U.S.C.

1901 as implemented by FAR Subpart 13.5: Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited: Tamarack Stables is the only source that can satisfy The Old Guard’s requirements.

The Old Guard requires that the contractor’s facilities be physically located 22 miles or closer from the Caisson Detachment’s facilities on Fort Myer, VA to minimize travel time for Caisson soldier's. The facilities used for instruction must be over 14 acres with access to 8 hours or more of trail riding to sufficiently allow riders ample experience with equine handling in various terrains. Facilities must include two or more outdoor rings, one or more indoor ring, a cross country course, equestrian trails, carts, wagons, carriages, truck, and horse trailer, and tractors to give a broad exposure of equine handling and management experience. Tamarack Stables was the only stable that was capable of meeting these requirements.

The Old Guard requires that the riding area be able to accommodate a student to instructor ratio between 12:1 and 20:1 throughout the instructing period. Allowing 20 soldiers to obtain instructions at one time. The type of riding instruction requires for soldiers to train horses in various environments including wooded trails, urban environments, and in arenas to improve horses’ confidence for soldier safety. The Old Guard requires the Instructing Team consist of 3 primary instructors with each instructor having at least 20 years of equine experience. One of the instructors must have experience coaching equestrian teams and participating in NCAA Division I Equestrian Teams, or equivalent. Instructors must set a maximum weight limit of 280 pounds or below for riding. Only Tamarack Stable offers the riding area capacity along with qualified Instructors and two stable hands to assist with instruction.

6. Efforts to Obtain Competition: Sources sought notice published to SAM.gov 13 MARCH 2024 with no responses. Given the rarity of horse instruction that exists near the National Capitol Region that can instruct Soldiers extensively and is not centered on low impact riding for children, there is a low chance for there to be effective competition.

7. Actions to Increase Competition: Given the current availability of viable horse instruction for Caisson Soldiers, it is not possible to compete the current acquisition.

The Old Guard will continue to survey the market in the event that similar requirements are needed in the future.

8. Market Research: The Caisson staff conducted extensive market research on surrounding stables in the area via Internet searches and subject matter expert consulting. The Caisson Command Team visited Tamarack Stables, Meadowbrook Stables, and Rock Creek Park Horse Center in person to tour the facilities and looked at their capabilities. Tamarack Stables were the only stables that met minimum criteria for Caisson riding refresher needs.

9. Interested Sources: All stables sought during market research were interested in our contract. However, many of the stables were either unable to respond to a need with only minimal notice, or did not have the equipment, horses, and expertise to perform.

10. Other Facts: No other facts.

2. Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.

3. Fair and Reasonable Cost Determination: I hereby determine that Tamarack Stables price is fair based on similar riding training offered from other ranches, and prices obtained from the two other ranches (Meadowbrook Stables and Rock Creek Park Horse Center) that were visited during market research. Market Research further shows that horsemanship training costs range from $60 to $150 per hour depending on the type of training, duration, and experience of the rider and trainer.
