INDUSTRY QUESTIONS

Government Responses to Industry Questions

1. Can you clarify that any horse rejected will be returned to the Contactor in the same condition as documented in medical inspection Part 5.1.2.3 and will be delivered to the same inspection location, JBMHH. Also can you clarify what time frame the U.S. Army Caisson Platoon has to return the rejected to the inspection location for transfer to contractor?

Government Response: There is no way to guarantee a horse is returned in the same condition in which it is delivered, as documented in medical inspections (see PWS para. 5.1.2.3), as inspections may include subjective analysis. The Government will utilize best efforts to maintain the best physical condition of the horses. There is a 30-day evaluation period, as described in PWS para 5.1.2.4.2. If a horse is returned, then it will be returned within a reasonable amount of days after the 30-day time period. Requests for Equitable Adjustments (REAs) will be considered in the event that a horse is returned that has been injured during the 30-day inspection period.

2. Physical Screening section does not provide for non-pregnant mares. Please clarify that non-pregnant mares are acceptable.

Government Response: Non-pregnant mares are acceptable.

3. Appropriate Training Requirements includes “Horses shall be broke to hitch. Each horse shall have the ability to be driven single and double.” This requirement is not included in Part 5 Specific Tasks. Please clarify if breaking to a hitch is a requirement.

Government Response Yes. They must be broke to hitch.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days before the contract expires; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months.

(End of clause)

QUALITY ASSURANCE SURVEILLANCE PLAN

FOR

HORSES DELIVERY

INTRODUCTION

This Quality Assurance Surveillance Plan (QASP) has been developed to evaluate contractor actions and quality of delivered horses while implementing the SOW. It is designed to provide an effective surveillance method of monitoring contractor performance for each listed objective on the Performance Requirements Summary (PRS) in the contract.

The QASP provides a systematic method to evaluate the services and supplies the contractor is required to furnish.

This QASP is based on the premise the Government desires to maintain a quality standard in the horses and its deliveries.

The contractor, and not the Government, is responsible for management and quality control actions to meet the terms of the contract. The role of the Government is quality assurance to ensure contract standards are achieved.

In this contract, the quality control program is the driver for product quality. The contractor is required to develop a comprehensive program of inspections and monitoring actions. The first major step to ensuring a “self-correcting” contract is to ensure that the quality control program approved at the beginning of the contract provides the measures needed to lead the contractor to success.

Once the quality control program is approved, careful application of the process and standards presented in the remainder of this document will ensure a robust quality assurance program.
