About this file
This amendment to a solicitation provides updates to the requirements for the purchase of hay deliveries. The solicitation is for a firm fixed price supply contract between the Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston and a contractor to deliver alfalfa-grass hay to Joint Base Myer-Henderson Hall and Fort Belvoir, Virginia. The amendment extends the response date from March 9 to March 16, 2023, decreases the quantity for each contract line item from twelve to six deliveries, and adjusts the period of performance for the deliveries from March 16 to September 30, 2023 to April 1 to September 30, 2023. It also provides responses to industry questions, revises sections of the statement of work, and makes clarifying changes to the delivery schedule and contract line items.

Q1. Our delivery method of a full 53' tractor trailer load of hay is more than 14 tons, will that load be accepted?
Government Response: Yes, the Government will be able to accommodate a delivery of a 53’ tractor trailer load of hay.
Q2. Do we need to supply labor to unload the hay or are there soldiers to unload as stated in Part 3.
Government Response: No, The Government will provide all labor to unload hay.
Q3. Do we need to provide equipment ( hay elevators ) to each location to accomplish delivery as stated in 5.7 Government Response: Yes, a conveyor is required at the Joint Base Myer-Henderson Hall location to assist with the hay delivery.
Q4. If the 1st of the month falls on a weekend, do we have a grace period for delivery?
Government Response: If the 1st of the month falls on a weekend, the vendor is permitted to deliver on the first business day following the weekend.
Q5. Can each stable accept a drop trailer?
Government Response: The trailer will be unloaded upon it’s arrival which will be pre-coordinated with the Government/Caisson Team. Caisson soldiers will provide the manpower to unload the hay.
