Questions RE: Solicitation no. W91QV120R0094 Question 1. RE: pg. 1, line 8., of the Solicitation, please provide confirmation of the time the bid is due. For instance, “Instructions to Offerors,” A. “Proposal Submittal and Inquiries,” 1., in pg. 65 of the Solicitation, reads: "Proposals shall be submitted, in writing via email, prior to 1200 (local Ft. Belvoir time) on September 25, 2020 …."

Answer #1 Proposals are due on 25 September at 5pm eastern standard time per block # 8 on SF-1449.

Question 2. RE: 1.6.6.4, “Key Control,” in pg. 5 of the PWS in the Solicitation, this number references “covering key control . . . in the Quality Control Plan.” However, 1.6.1, in pg. 3 of the PWS in the Solicitation, reads “Quality Control: N/A.” Question: Are contractors to outline a quality control plan in their technical proposals? If so, is there a section title in the solicitation that specifically addresses QC Plans?

a. Moreover, when are finalized QC Plans due? For a QC plan is not listed in “Technical Exhibit 2, Deliverables Schedule,” included in pg. 20 of Solicitation.

Answer #2.

Answer #2 Verbiage added to 1.6.1 Quality Control. See revised PWS.

See updated TE2. Same as Safety Plan.

Question 3. RE: Part 5, “Specific Tasks,” 5.4, “Reports,” in pg. 15 the Solicitation, there appears to be a discrepancy. This number reads, “The contractor shall provide, by the 10th of the following month….” However, “Technical Exhibit 2, Deliverables Schedule,” included in pg. 20 of the Solicitation, indicates that these reports are to be provided by the 15th of the following month. Please confirm which is correct.

Answer #3 Verbiage corrected for 15 days of following month. 5.4, pg. 15 updated. See revised PWS.

Question 4. RE: Part 5, “Specific Tasks,” 5.6, “Minor Repairs,” in pgs. 15–16 of the Solicitation, question: Do the items listed reflect what you expect to see for fully burdened material costs, less labor?

a. Moreover, would you consider a line item of % markup over material cost in lieu of the itemized sheet? We ask because costs for some of the items you identify differ significantly depending on manufacture.

Answer #4 No. Material costs may include shipping/handling % markups, O&H % markups, and equipment sales tax markups. The material costs are to determine a baseline price for re-occurring materials or to pre-define replacement materials. If there is a significant cost difference i.e. of “manufacturer costs” the contractor can identify as a separate item. The solicitation item list is a generic, benchmark example to be expanded whether with better descriptions (as necessary) or new items by the bidders whom should be more familiar with elevator related equipment.

Question 5. RE: Technical Exhibit #4, “Contract Manpower,” “Minor Repair Labor Rates” table, included in pg. 23 of the Solicitation, please describe the labor categories that make a "Crew" and "Team," since Helpers/apprentices are not permitted.

Answer #5 Crew – 2 mechanics Team – 4 mechanics

Question 6. RE: Technical Exhibit #4, Item no. 0004, in pg. 24 of the Solicitation, question: Do you have a budget for this item number and reoccurring CLINS? The varying degrees of potential failures that make up this item number would be speculative for a contractor without direct site knowledge (i.e., incumbent).

a. Moreover, would you consider generating a new pricing form to include a default value? This would make for a fair bidding process.

Answer #6 CLIN 0004 Minor Repairs is a not to exceed amount. Funding by the requirements activity. (Fort Detrick) Anticipated amount is $20,300 for the period of performance. This is subject to change.

Question 7. RE: “Instructions to Offerors,” B. “General Instructions,” 2.f., in pgs. 66–67 of the Solicitation, please define role of helper, and specify whether they are qualified to work onsite.

Answer #7

No helpers on site. All certified elevator mechanics. ‘Helpers’ have never been observed by COR during course of historical contract. (W91QV118P0078)

Question 8. RE: “Instructions to Offerors,” B. “General Instructions,” 2.g., in pg. 67 of the Solicitation, question: Since you have this historical data, would you consider making a "Default" value on this and reoccurring CLINS?

Answer #8

We cannot do it that way as we would be treating it more like a time and materials type CLIN and not a Firm-fixed price.

Question 9. RE: “Evaluation Factors for Award,” “Factor III: Price,” “Wage Determination,” elaborated upon in pgs. 69–70 of the Solicitation, the attached WD has no listing for Elevator Mechanic or Elevator Inspector. Elevator Operator 11060 does not meet your technical requirements set forth in 1.6.7. Please clarify.

Answer #9 Bidder needs to elaborate. Attachment provided: Wage Determination for Maryland-Frederick County-Building Construction (printed Feb 11, 2020) has listed classification “elevator mechanic”. COR does not see ‘elevator operator 11060’ anymore listed on WD attachment. Please clarify.

Bidder(s) can provide a similar classification for Elevator Inspector if not found on the WD attachment. Please clarify.

The Maryland State Wage Determination is being added to the solicitation.

Question 10. Please clarify whether the third party inspector will be required to witness the no load test because we are in Maryland or whether it is not required because Fort Detrick is a federal facility.

Question 10. In section 5.1.1, you state that the contractor shall perform PM and furnish all services – labor, material, equipment and parts necessary to complete PM service. Contractor shall make all repairs to and/or remove and replace defective parts to provide complete PM on elevators. In section 5.2.1, you state all supplies, repairs and replacement parts for elevators included in this contract shall be supplied by the contractor. All parts shall be repaired or replaced when required, to prevent deterioration and to assure satisfactory operation of the elevators. You then list the exclusions to the contract. Please clarify the difference between included repairs and the category of minor repair services listed in 5.6 that you list as billable.

Answer #10

Read these PWS sections in their entirety: 5.1.1. Preventative Maintenance then 5.3.1 Monthly Inspections. Then read 5.3.3. No-Load Test, 5.3.4 Full-Load Test, and 5.4 Reports. (CLIN 0001 Monthly Maintenance) Read these PWS sections in their entirety: 5.2. Replacement Parts + 5.2.1 then 5.6. Minor Repairs. (CLIN 0004 Minor Repairs)

Question 11. This may be the same question as question 1, but please clarify the difference between CLIN 2 (Provide emergency dispatch/repairs) and CLIN 4(provide minor repairs).

Answer #11 Read PWS section 5.5. Emergency Dispatch in its entirety. Dispatch is a call service for a technician to promptly respond in 48 hours to a down elevator. (Tenant unable to use) Examples for down elevator: power outage in building; program communication issues; etc.

If technician cannot restore elevator use during dispatch trip; The technician may also provide investigation/diagnosis on cause of down elevator. Technician will communicate to Contractor project manager on what parts and/or labor may be required to fix elevator whom is responsible to communicate to COR and KO for evaluation. Minor repairs may be used to fix elevator per COR and KO approval and if funds are available. Or another Dispatch trip utilizing CLIN 0002 or CLIN 0001 Monthly Maintenance depending on elevator issue.

Question 12. Please clarify whether the third party inspector will be required to witness the no load test because we are in Maryland or whether it is not required because Fort Detrick is a federal facility.

Answer #12 Is a third party inspector required to witness the ‘no-load’ test to provide an annual certificate of inspection? Please clarify. If so, then yes; as the intent is to have posted certificate of inspection.

Question 13 Provide specific instructions on totaling the Labor + Mix Excel Sheet document and inserting on ITEM 0004 line.

Answer 13

The price list spreadsheet is not being evaluated as a part of this solicitation. We need the fully burdened labor rate for each labor category because it is evaluated and becomes a part of the contract.

The price list provided will be used for historical data in the future.

Annual Minor repairs, CLIN 0004, 1004, 2004, 3004 and 4004 we are going to provide a NTE for base plus option years, $20,000.00/yearly. See extended description in the CLIN’s
