About this file
This document provides an amendment to a solicitation for sewage sludge composting, transportation and storage services at Fort Detrick. The key services required include composting, transporting, and storing sewage sludge from the Waste Water Treatment Plant at Fort Detrick. The amendment changes the date and time for an in-person site visit, extends the deadline for questions to March 30th, and provides updated evaluation criteria placing greatest importance on technical capability and price. Proposals are due by April 13th and will be evaluated based on technical approach, past performance, and total price to determine the lowest priced technically acceptable offer. The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Sam Houston is the contracting agency.

EVALUATION FACTORS
Evaluation Factors for Award
BASIS FOR AWARD
The award will be made to the lowest priced technically acceptable proposal. Proposals will be evaluated for technical acceptability (including past performance), but will not be ranked using the non-price Factors (and Subfactors). In order for an Offeror to be considered for award, the proposal must receive an “Acceptable” rating in every non-price Factor. A proposal receiving a rating of “Unacceptable” in any non-price Factor will not be eligible for award.
FACTORS TO BE EVALUATED
The following factors shall be used to evaluate offers: Factor I - Technical, Factor II – Price, and Factor III – Past Performance.
The following factors shall be used to evaluate offers:
1. Technical (including the below)
a. Detailed Narrative Demonstration of support/capability for PWS Section 5
b. Required Sewage Regulatory Certifications
c. Qualified Technical Personnel
2. Past Performance
3. Price
FACTOR I. TECHNICAL
a) In order to be found acceptable, the offeror’s technical proposal must demonstrate, in a detailed narrative, their capability to meet/exceed the technical requirements and support as outlined in the Performance Work Statement (PWS) Section 5. Acceptable proposals will outline the company’s specifics of approach, staffing and support as detailed throughout the PWS. Any additional supporting documentation to convey the vendor’s competency in fulfilling the PWS should also be included in submission.
b) The Contractor must provide proof of required regulatory certifications for composting and transportation of sewage sludge. If sewage sludge will be composted at a subcontracted facility, information must be provided ensuring composting facility has required certifications and permits. The Contractor will be evaluated to determine whether the proposal includes proof of regulatory certifications for composting and transportation of sewage sludge.
c) In order to be found acceptable, offerors must provide resumes of the technical personnel who will perform the contract and those resumes must show evidence of at least one year experience.
FACTOR II. RELEVANT PAST PERFORMANCE
Past performance will be evaluated to determine whether or not, based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort. The Contractor past performance rating will be based on an “Acceptable” / “Unacceptable” basis. Previous contracts showing relevant past performance should be listed and the work required described to establish capability. A previous contract is relevant if the requirement is similar in complexity, value and services provided.
Performance must have taken place no more than five (5) years prior to the proposal due date.
Contractor Performance Assessment Reporting System (CPARS) will also be reviewed for each evaluated vendor. Information from major subcontractors, those responsible for 10% or more of dollar value will be evaluated.
***NOTE: In the case of an offeror without a CPARS record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have "NEUTRAL" past performance. In the context of acceptability/unacceptability, “NEUTRAL” shall be considered “ACCEPTABLE.”
FACTOR III. PRICE
Price will be evaluated to determine if the offers’ proposed price is fair, reasonable, and balanced in accordance with the guidelines in FAR 15.404. The price of the base year plus all four (4) option years will be considered the Total Evaluated Price (TEP). The Total Contract Price will be calculated by adding the total for all base period CLINs and all options CLINs as proposed on the the solicitation or most up-to-date amendment.
As a part the price evaluation, the Government will evaluate the Option to Extend Services under FAR Clause 52.217-8 by adding one-half (1/2) of the offerors’ final option period prices to the offerors’ total contract price for the purpose of evaluation. Offerors’ shall not submit a price for the potential one-half extension of services period. Thus, the offerors’ Total Evaluated Price (TEP) will include the total cost of the base period, all applicable option periods (OPYR 1-4) as proposed on the solicitation or most up-to-date amendment and the possible (6) month extension under FAR Clause 52.217-8. The TEP will be assessed in accordance with the guidelines in
15.404 to determine that the price is fair, reasonable, and balanced.
The following have been modified:

Offerors are advised that the government may use past performance information obtained from centralized past performance databases and sources other than those identified by the offeror and the information may be used for both the responsibility determination and best value decision.
d. Pricing Proposal (separate from the SF1449 and the technical proposal) - The Price proposal will include a line-by-line breakout to include fully burdened labor categories, material and equipment costs and all applicable profit/overhead, mobilization and security costs, etc. The price breakdown must include costs for each contract period (base period and all option periods). The prices shall be consistent with the written portion of the technical proposal.
4. The offeror agrees to hold prices in its offer firm for 60 calendar days from date of receipt of offers.
5. System for Award Management. Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation.
