About this file
This is an amendment to a solicitation for pest control services at Arlington National Cemetery. The amendment makes several changes to the solicitation including correcting the evaluation factors numbering and dates for the base period and option years for all CLINs. Additionally, new CLINs were added for inspection and monitoring services with a period of performance from April 2020 through March 2025. The solicitation is seeking proposals for pest and rodent control services and inspection/monitoring to identify pest issues and make corrective recommendations. The award will be made to the lowest priced technically acceptable offer using the evaluation factors of technical capability, past performance, and price. Proposals are due by the date specified on the solicitation.

INSTRUCTIONS TO OFFERORS
Evaluation Factors for Award
BASIS FOR AWARD
The award will be made to the lowest priced technically acceptable proposal. Proposals will be evaluated for technical acceptability (including past performance), but will not be ranked using the non-price Factors (and Subfactors). In order for an Offeror to be considered for award, the proposal must receive an “Acceptable” rating in every non-price Factor. A proposal receiving a rating of “Unacceptable” in any non-price Factor will not be eligible for award.
FACTORS TO BE EVALUATED
The following factors shall be used to evaluate offers: Factor I - Technical, Factor II – Price, and Factor III – Past Performance.
The following factors shall be used to evaluate offers:
1. Technical (including the below)
a. Detailed Narrative Demonstration of support/capability for PWS Section 5
b. Qualified/Certified Technical Personnel
2. Past Performance
3. Price
FACTOR I. TECHNICAL
A) In order to be found acceptable, the offeror’s technical proposal must demonstrate, in a detailed narrative, their capability to meet/exceed the technical requirements and support as outlined in the Performance Work Statement (PWS) Section 5. Acceptable proposals will outline the company’s specifics of approach, staffing and support as detailed throughout the PWS. Any additional supporting documentation to convey the vendor’s competency in fulfilling the PWS should also be included.
B) In order to be found acceptable, the resume(s) of the technical personnel must be submitted and show evidence of at least one years’ experience and the required certification qualifications in accordance with PWS part 1.6.8.
FACTOR II. RELEVANT PAST PERFORMANCE
Past performance will be evaluated to determine whether or not, based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort. The Contractor past performance rating will be based on an “Acceptable” / “Unacceptable” basis. Previous contracts showing relevant past performance should be listed and the work required described to establish capability. A previous contract is relevant if the requirement is similar in complexity, value and services provided.
Performance must have taken place no more than five (5) years prior to the proposal due date.
Contractor Performance Assessment Reporting System (CPARS) will also be reviewed for each evaluated vendor.
***NOTE: In the case of an offeror without a CPARS record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have "NEUTRAL" past performance. In the context of acceptability/unacceptability, “NEUTRAL” shall be considered “ACCEPTABLE.”
FACTOR III. PRICE
Price will be evaluated to determine if the offers’ proposed price is fair, reasonable, and balanced in accordance with the guidelines in FAR 15.404. The price of the base year plus all four (4) option years will be considered the Total Evaluated Price (TEP). The Total Contract Price will be calculated by adding the total for all base period CLINs and all options CLINs as proposed on the the solicitation or most up-to-date amendment.
As a part the price evaluation, the Government will evaluate the Option to Extend Services under FAR Clause 52.217-8 by adding one-half (1/2) of the offerors’ final option period prices to the offerors’ total contract price for the purpose of evaluation. Offerors’ shall not submit a price for the potential one-half extension of services period. Thus, the offerors’ Total Evaluated Price (TEP) will include the total cost of the base period, all applicable option periods (OPYR 1-4) as proposed on the solicitation or most up-to-date amendment and the possible (6) month extension under FAR Clause 52.217-8. The TEP will be assessed in accordance with the guidelines in
15.404 to determine that the price is fair, reasonable, and balanced.
