Section SF 1449 - CONTINUATION SHEET
INSTRUCTIONS
INSTRUCTIONS TO OFFERORS - ADDENDUM to FAR 52.212-1
The Contractor will submit both a Technical proposal and a separate Price proposal, as follows:
A. Proposal Submittal and Inquiries
1. Proposals shall be submitted prior the closing date and time identified on SF 1449 of solicitation and shall be submitted in writing to the Point of Contact (POC), Sharon Lightfoot via email at sharon.c.lightfoot.civ@mail.mil or by mail through a commercial/Government carrier to:
Mission and Installation Contracting Command (MICC) Ft. Belvoir ATTN: Sharon Lightfoot 9410 Jackson Loop, Bldg 1425 Ft. Belvoir, VA 22060-5124
The POC can also be reached by phone at 703.805.2003.
2. All questions shall be submitted to the POC, Sharon Lightfoot, at sharon.c.lightfoot.civ@mail.mil, and the alternate POC, Carrie Lucas, at carrie.a.lucas3.civ@mail.mil. All questions regarding this solicitation must be submitted prior to 1200 (Ft Belvoir, VA Local Time) on Thursday, August 22nd 2019.
B. General Instructions
1. The selection process for this award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Noncompliance with the Request for Proposal (RFP) requirements may impede the Government’s ability to properly evaluate the proposal and may result in the elimination from further consideration of the proposal.
2. The submission of documentation will constitute the offeror’s acceptance of the terms and conditions of the RFP, concurrence with the Performance Work Statement (PWS), and contract type.
3. It is the Government’s intention to award without discussions. Initial proposal submission should contain the offeror’s best technical proposal and prices. If discussions become necessary, the Government reserves the right to conduct them.
The offeror’s proposal shall consist of the following:
a. Solicitation - Each base and option CLIN must have an associated price listed in the document. ECMRA CLINs: 0003/1003/2003/3003/4003 are “Not Separately Priced” (NSP).
Section 17a must be filled out and the document must also be signed by the vendor in section 30 (a, b & c).
b. Technical Capability Proposal must include:
1) a detailed/descriptive approach that demonstrates how the vendor can meet/exceed the technical requirements in each aspect of PWS sections 5.1 & 5.2;
2) a pre-priced list of the vendor’s ICIDS parts must be submitted with the proposal for use on the emergency CLINs (0002, 1002, 2002, 3002 and 4002). Fully burdened labor rates for regular time and after hours’ time must also be designated for each of these CLINs.
c. Past Performance information is unnecessary, as CPARS will be evaluated.
d. Pricing Proposal (separate from the SF1449 and the technical proposal) - The Price proposal will include a line-by-line breakout to include fully burdened labor categories, material and equipment costs and all applicable profit/overhead, mobilization and security costs, etc. The price breakdown must include costs for each contract period (base period and all option periods). The prices shall be consistent with the written portion of the technical proposal.
4. All documents for this solicitation are available on the Federal Business Opportunities (FedBizOpps) web site at https://www.fbo.gov/.
5. The offeror agrees to hold prices in its offer firm for 60 calendar days from date of receipt of offers.
6. System for Award Management. Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered as a small business under the utilized NAICS code in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the SAM database in the time prescribed by the KO, the KO will proceed to award to the next otherwise successful registered Offeror. Offerors may obtain information on registration and annual confirmation requirements via the SAM.
EVALUATION FACTORS
Evaluation Factors for Award
BASIS FOR AWARD
The award will be made to the lowest priced technically acceptable proposal. Proposals will be evaluated for technical acceptability (including past performance via CPARS), but will not be ranked using the non-price Factors (and Subfactors). In order for an Offeror to be considered for award, the proposal must receive an “Acceptable” rating in every non-price Factor. A proposal receiving a rating of “Unacceptable” in any non-price Factor will not be eligible for award.
FACTORS TO BE EVALUATED
The following factors shall be used to evaluate offers: Factor I - Technical, Factor II – Past Performance, and Factor III – Price.
The following factors shall be used to evaluate offers:
1. Technical (including the below)
a. Demonstrated capability
b. Pre-priced ICIDS parts list with corresponding fully burdened labor rates for regular time and after hours’/weekend wages
2. Past Performance
3. Price (including the below)
FACTOR I. TECHNICAL
A) In order to be found acceptable, the offeror’s technical proposal must demonstrate the capability of the vendor to meet/exceed the technical requirements as outlined in the Performance Work Statement (PWS) Part 5. Acceptable proposals will clearly define capability, to include a detailed/descriptive approach with supporting documentation for, at a minimum, each aspect of PWS sections 5.1 & 5.2.
B) In order to be found acceptable, a pre-priced list of the vendor’s ICIDS parts must be submitted with the proposal for use on the emergency CLINs (0002, 1002, 2002, 3002 and 4002). Fully burdened labor rates for regular time and after hours’/weekend time must also be designated for each of these CLINs.
FACTOR II. PAST PERFORMANCE
Past performance will be evaluated to determine whether or not, based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort. The Contractor past performance rating will be based on an “Acceptable” / “Unacceptable” basis. Contractor Performance Assessment Reporting System (CPARS) will be reviewed for each evaluated vendor to determine if the offeror will satisfactorily provide the required services based on relevant experience. A contract is relevant if similar in complexity, value and services provided. Performance must have taken place no more than five (5) years prior to the proposal due date.
***NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have "NEUTRAL" past performance. In the context of acceptability/unacceptability, “NEUTRAL” shall be considered “ACCEPTABLE.”
FACTOR III. PRICE
Price will be evaluated to determine if the offers’ proposed price is fair, reasonable, and balanced in accordance with the guidelines in FAR 15.404. The price of the base year combined with the cost for all four (4) option years will be considered the Total Evaluated Price (TEP).
