QUESTIONS AND ANSWERS

QUESTIONS AND ANSWERS

Question 1. Reference: PWS Part 5, Paragraph(s) 5.1.3, Page(s) 15. Will the DAFIF Database be provided by the government?

Answer: No. DAFIF Database will NOT be provided by the government.

Question 2. Reference: PWS Part 5, Paragraph(s) 5.1.10, Page(s) 15. As these worldwide terminal, approach, departure and enroute charts are produced by the incumbent Contractor, is the government willing to subscribe to those services while a new Contractor performs on this contract, if selected?

Answer: No. The government would NOT be willing to subscribe to services while a new

Contractor performs this contract. Account access must be obtained by the Contractor through

NGA

https://www.nga.mil/ProductsServices/Pages/Aeronautical-Charts-and-Publications.aspx

Question 3. Reference: PWS Part 5, Paragraph(s) 5.1.11, Page(s) 15. What is the defined standard for “secure web access/online portal login”? Are you referring to transmission over a classified SECRET or higher network? Or some other standard?

Answer: Contractor shall obtain its own secure web access/online portal where USAPAT as an example and NOT inclusive is able to login store documents, obtain flight information publications, weather, flight planning, mission planning checklist, aircrew mission packet, etc.

Question 4. Reference: PWS Part 5, Paragraph(s) 5.1.12, Page(s) 15. Is it acceptable to outsource the training as required or is the expectation that the prime contractor on this effort provide that training directly?

Answer: Schools/Instructors must be FAA approved to teach 14 CFR Part 65 Aircraft

Dispatcher Certification course and provide an FAA Examiner for O&P Exam/Certification.

Contractor must be flexible to tailor course dates to USAPAT’s ongoing mission requirements whether a Prime or Subcontractor. Reference link/URL listed below of certified Schools listed by the FAA:

https://www.faa.gov/about/office_org/headquarters_offices/avs/offices/afx/afs/afs200/afs220/media/part65.pdf https://www.nga.mil/ProductsServices/Pages/Aeronautical-Charts-and-Publications.aspx https://www.faa.gov/about/office_org/headquarters_offices/avs/offices/afx/afs/afs200/afs220/media/part65.pdf

Question 5. Reference: PWS Part 5, Paragraph(s) 5.2.5, Page(s) 16. Regarding dispatcher access, can you confirm the level of “secure access” that is required? Based on clearance requirements, is network connectivity at the SECRET level or higher required? What is the required level of secure access?

Answer: Contractors must already have Dispatchers onsite that obtain a SECRET clearance to obtain access to Secure Internet Protocol NETWORK. Contractor must have Aircraft

Dispatchers on shift when executing USAPAT mission that have a secret clearance.

Question 6. Reference: PWS Part 5, Paragraph(s) 5.2.8, Page(s) 16. Flite Deck Pro is a product of the incumbent contractor. Is it the government’s intent to make this product available to any new vendor that is selected? Or is it up to the new vendor to procure this product from the incumbent? Would an alternate application be acceptable if it meets the requirements?

Answer: The government will NOT make this product available to the vendor and it is up to the

Contractor to procure this product. An alternate product would be acceptable as long as it provides the equivalent to Flite Deck Pro.

Question 7. Service vs. COTS - Current contract is COTS. Being FAR 12, we request to have the wording change to reflect COTS especially since fixed-firm pricing is referenced a few times in the RFP.

ANSWER: The Government considers the solicitation to be a SERVICE. Thereby, MICC-FB only solicits Firm-Fixed-Price contracts.

a. Clauses such as DFAR 252.204-7012 Safeguadring CDI and Cyber

Incident reporting is related to a service contract and would need to be removed.

ANSWER: The Government will not to remove DFAR 252.204-7012 from the solicitation.

b. Any reference to manpower reporting requirements and Service

Contract Act labor clauses would not apply to a COTS product.

ANSWER: The solicitation is issued by the Department of the Army, Mission and

Installation Contracting Command – Fort Belvoir and CMRA is required for all service contracts. While this CLIN is identified in the base period and option years, it will be priced at zero dollars.

Question 8. Seven (7) airframes - we currently dispatch four (4), so we need to confirm that there will not be an increase in total number of aircraft. From what I understand, the Contractor will continue to dispatch the same number or aircraft but substitutions will be made for which types. 1.1 states seven (7) aircraft but 5.1.1 shows four (4) aircraft. Also, 5.3 and 5.5.1 show a total of six (6) aircraft for EFB use and Runway Analysis. Overall, just need clarification.

Answer: Contactor will continue to dispatch 4 aircrafts types. Contractor shall continue to dispatch the same number of aircraft but substitutions will be made for UC-35B.

Question 9. CD-ROM/paper submission - is this still a requirement? Much of the business we do with the USG does not have this, so just want to confirm if you actually need this or not.

Answer: YES, CD-ROM/paper submission is still required. Please read 52.212-1 Addendum, Instructions to Offerors – Commercial Items. Proposal Submission, Part A states…email

Volume’s I through IV and Part B states Original and 1(1) CD ROM. Due date and time remain unchanged.

The government will not accept any additional questions for this solicitation.
