U.S. Army Military District of Washington Statement of Work INTEGRATED SOUND SYSTEM and INTEGRATED THEATRICAL LIGHTING SYSTEM
Part 1 – General Information
1.0 General.
1.0.1 This is a supply contract with incidental services to provide an integrated sound system and an integrated theatrical lighting system in Conmy Hall, 241 Sheridan Avenue, Joint Base Myer-Henderson Hall, Virginia, 22211, to replace and/or update existing technical capabilities to better accommodate current ceremonial/ theatrical uses at current industry standards/best practices and improve overall energy efficiency of the facility.
1.1 Introduction.
1.1.1 Conmy Hall is the United States Army’s premier indoor ceremonial facility and is located on historic Joint Base Myer-Henderson Hall (Fort Myer), Virginia. Conmy Hall is used as an indoor venue for The White House (WH), Department of Defense (DOD), Department of the Army (DA) and U.S. Army Military District of Washington-Joint Force Headquarters-National Capital Region (USAMDW/JFHQ-NCR) ceremonies, exercise support, musical performances, and special events. The facility is also used by The 3rd United States Infantry Regiment "The Old Guard” (TOG) and The United States Army Band "Pershing’s Own” (TUSAB) for ceremonial training and special events.
1.1.2 The proposed package and systems design supports the sound system and visual display required for a series of applications including presentations, official military ceremonial reviews, drills, multi-media theatrical productions, musical performances, and award ceremonies.
1.1.3 The specifications require a state-of-the art concert-grade performance sound systems packages to include engineering, equipment, installation, testing and services. A theater sound design approach is envisioned to replace the current system. The system will be designed to provide a high quality audio experience for those in attendance and will be designed to provide high-reliability and consistent operation for multiple event types. The lighting system specifications describe one system: the optimal design. This specification is part of the attached Specification Documents, which include the detail drawings, plans and project documents. Note that system features mentioned in one document may not be shown in other documents.
1.2 Background.
Conmy Hall is a 35,000 SQF historic brick structure configured to conduct indoor ceremonial and special events. It consists of a rectangular polyurethane performance floor approximately 125 feet wide by 225 feet long surrounded on three sides by theatrical style seating area (1200 person capacity). The brick back wall serves as a backdrop for the ceremonial activities/parades and also accommodates the two large entry doors that enable marching elements to enter and exit the performance floor. The lighting system is currently comprised of an ETC dimming system with approximately 768 dimmers and an ETC lighting console. There is a 12 feet by 12 feet box truss grid running the length and width of the performance area, approximately 23 feet off of the concrete floor. The current sound system can best be described as a sports hall loudspeaker system. Two drop down screens supported by projectors provide the only visual presentation capability. There are administrative areas (hall entry ways to the performance area, control suite, VIP lounge, restrooms, and various storage and office spaces that total approximately 5000 SQF).
The lighting system is currently comprised of an ETC dimming system with approximately 768 dimmers and an ETC lighting console. There is a 12 inch by 12 inch by 20 foot long box truss grid running the length and width of the performance area, approximately 23 feet off of the concrete floor. The truss configuration allows for an infinite number of lighting positions for the 140-plus 575w & 750w incandescent ellipsoidal and par fixtures currently installed in a fixed-focus configuration. This system is inefficient and limits the capabilities and use of this facility. Upgrading to dynamic focus fixtures would increase the types of events that can be supported in this facility. Additionally, upgrading to high-efficiency LED type fixtures will significantly reduce energy consumption.
1.3 Objectives.
The contractor shall provide an integrated concert-grade performance sound system package for Conmy Hall, 241 Sheridan Ave., Joint Base Myer-Henderson Hall, Virginia to bring Conmy Hall, as the U.S. Army’s premier ceremonial indoor facility, in line with current industry sound system standards while helping to creating a facility that is more energy efficient and cost effective.
