Will the Government please consider (1) waiving this requirement, (2) postponing this submittal until 30-60 days after contract award, or (3) excluding it from page count?Attachment 3, 404, Grounds Maintenance Paragraph 2.5.3 has been removed from this requirement.

120Overarching PWSSection 2.1.2.1, Transition, states in part “During the 30 days prior to contract start, the Contractor's key personnel, as proposed and accepted in the solicitation, shall observe all operations pertinent to the requirements of the PWS.” Can we assume that the transition period is 30 days in duration?Yes.
121Detailed Estimates2.2.7.3The section references WinEst Estimating Software. Is this software Government-provided or Contractor-provided?Contractor-provided
122FBVA Overarching PWS Attachment2.20.2The section requires the Contractor to provide three (3) full time, dedicated general maintenance mechanics to provide maintenance and repair services for Buildings 1261 and 1262, Warrior Transition Barracks. The PWS then states in part “During normal duty hours the individual will

check both facilities for equipment that needs attention…” and the PWS further states in part “When work exceeds the general mechanic's ability it will be reported…” Both of these citations refer to the GMW in the singular, which creates confusion since three (3) GMWs are specified initially.

The PWS further states that this could be required 24/7/365. Is it the Government’s expectation that offerors will propose 3 FTEs and, if it becomes necessary, offerors could increase the staffing to 24/7 coverage (i.e., a watchstanding condition) via a contract mod?

Amendment 6 provides revised language for Overarching PWS paragraph 2.20.2 and now calls for two full time dedicated maintenance mechanics during normal duty hours. Please see Amendment 6 for additional guidance.
