5, Rationale/explanation to support cited authority : - CHANGE -
The NOe support services provide the Warfighter with essential Situation Awareness (SA) and command and control capabilities at echelons. These services are urgently needed for continued operation of Force XXI Battle Command Brigade and Below (FBCB2)/Joint Battle Command-Platform (JBC-P)/Movement Tracking System (MTS) to support Army missions worldwide.
The BFT system directly supports US Military real-time operations and contingencies, both in active war zones and for world-wide disaster response. If the contract extension for network operations support is not awarded, the FBCB2/BFT/MTS System's network becomes non-mission capable, resulting in reduced operational readiness and increased risk of fratricide and serious injury or loss of life to Wariighters. A delay in contract performance will also inhibit reaction time for disaster relief operations. The Warfighter would be directly impacted with an inability to provide helpdesk support for BFT and Movement Tracking System (MTS), as well as a loss of capability to report network outages across the system. Without the expert knowledge of the system administrators and engineers who support the BGNs current operation and specific BFT functions, the BGN could not operate efficiently or without critical outages. Providing for fair opportunity at this time would greatly increase the Government's risk of inoperability in the NOe, as it supports several essential capabilities.
If the extension is not executed the result will be an unacceptable break in service for the Government. The implication of not awarding this critical action will result in a loss of support to operations in (but not limited to) Kuwait, Afghanistan, Europe and the Continental United States
If fair opportunity were to be provided to al l CHESS awardees, at this time, the competition would cause the Government to expend additional resources , such as time and funding, that would not be recovered in competition , nor would the current requirement be satisfied within the required schedule. The extension is advantageous to the Government because it will save the duplication of costs in competition, training , and transition hours and the cost of administering a contract with a period of performance of
FROM:
NGSe would not require a transition plan. Northrop Grumman is the only current service provider that could fulfil l the extension of the NOe services with no requisite transition plan and could maintain and sustain the operations of the NOe which requires 24rT coverage.
TO:
NGITwouid not require a transition plan . Northrop Grumman is the only current service provider that could fulfi ll the extension of the NOC services with no requisite transition plan and could maintain and sustain the operations of the NOC which requires 2417 coverage.
Therefore, it is in the Government's best interest to extend the existing order for and focus its resources on competing the follow on requirement on a best value, full and open competition after the exclusion of sources. The anticipated schedule to solicit the contract for the BGN services is as follows:
