INDIVIDUAL JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

AHLTA TRAINING & SUSTAINMENT

I. CONTRACTING ACTIVITY:

773rd Enterprise Sourcing Squadron (773 ESS), Building 1, I 940 All brook Drive, Wright Patterson AFB, OH 45433

II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED:

Task Order W91QUZ-06-D-001 0-X00 1 provides the Air Force Medical Service with Armed Forces Health Longitudinal Technology Application (AHLTA) Training & Sustainment services. The task order contained FAR Clause 52.217-8, Option to Extend Services, however its pricing was not evaluated prior to award of the basic contract or task order in accordance with Major Contracting Services, Inc. , B-40 1472, 14 September 2009. 773 ESS/PKJ intends to award the Option to Extend Services as a sole source, s ix

(6) month firm-fixed price contract with International Business Machines Corp (IBM).

The proposed action will be a four ( 4) month extension of task order W91 QUZ-06-0- 00 1 0-XOO I, AH L TA Training & Sustainment with a two (2) month option to extend if necessary. In accordance with FAR Clause 52.217-8, Option to Extend Services, award wi ll be made by contract modification to extend the period of performance fo r 4 months beginning 24 Oct 12 and ending 23 Feb 13, on the AHL TA Training & Sustainment contract. If necessary the Government will exercise a 2 month option beginning 24 Feb 2013 and ending on 23 April 2013. The total extension lAW FAR Clause 52.217-8 wi ll not extend more than 6 months. The AHL TA Training & Sustainment is a basic plus four ( 4) option year task order, which is scheduled to expire on 23 Oct 12. The estimated value of th is proposed action is $4,467,705.00 in Operations and Maintenance (O&M) funding. The estimate is based on hi storical experience over the past four (4) years. The Government will evaluate the price of the full 6 month extension before exercising the 4 month extension.

III . DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE

AGENCY'S NEEDS:

The AFMS requires support services for transition/sustainment training (cl inical user training, cl inical and business integration, change management and business process re engineering) and Information Technology (IT) Support Services (help desk, trouble ticket entry and tracking, system functionality checks) in support of Armed Forces Health Longitudinal Technology Application (AHLTA) at AF military treatment fac ilities (MTFs). The services will be provided at sixty-five (65) MTFs in the CONUS and nineteen (19) MTFs located OCONUS.

Page 1 of S lV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN

COMPETITION:

10 USC. 2304(c)(2) or 41 USC. 253(c)(2), as implemented by FAR 6.302-2 "Unusual and Compelling Urgency"

V. DEMONSTRATION THAT THE NATURE OF THE ACQUISITION REQUIRES

THE USE OF THE AUTHORITY CITED ABOVE:

UNSUAL AND COMPELLING URGENCY (FAR 6.302-2)- The subject requirement is to perform AHL TA transition and sustainment training services in AF MTFs. As the incumbent, IBM is currently providing the required services under the competitively awarded task order W91 QUZ-06-0-00 1 0-XOO 1. A six month extension is required to guarantee there is no break-in-service for the subject work/task order. Otherwise, the delay in execution of this extension would result in serious financial harm to the Government and care of AF healthcare beneficiaries.

ffiM currently is the only company that has the infrastructure and corporate knowledge to meet the Government's need for AHL TA transition and sustainment training services in a state-side and overseas environment without incurring a gap-in service. IBM is able to provide the service for the extension described in Section II above without the U.S. Air Force experiencing unacceptable delays in the continued operation and performance of a highly visible and mission essential service. Replacement of 82 trainers and placing them stateside and overseas at over 80 military treatment facilities, even temporarily, is very expensive and requires a mobilization period of at least 60 days. All contractor staff overseas must have a valid passport, all immunizations, and c ivilian medical insurance that is compatible with local healthcare delivery options (patient care for contractors is not available in MTFs) and transportation to the locations. In addition, if we were to wait until the re-compete is accomplished the Government will suffer a gap-in service.

Therefore, due to the compelling urgency and limited time before the contract expires on 24 October 20 12, the 773 ESS/PKJ decided to extend the contract under the Extension of Services Clause to avoid unacceptable delays in fulfilling the agency's requirement.

This extension is critical to the continuity of outpatient medical services at over 80 AFMS MTFs in the CONUS and OCONUS. Without this extension, there will be a break-in-service, and clinical staff will not receive the training and support they need to use AHL TA efficiently and accurately. A gap-in service for the AHL TA training will significantly increase wait times of patients, and severely compromise clinical documentation and the quality of care that over 2.4 million patients receive. No action, other than the extension of this contract, can avert these conditions at this time. There are a limited number of trainers that have famil iarity with AHLTA, and the complexities of DoD outpatient care and Patient-Centered Medical Home care. Delay in award of th is extension wi ll result in serious financial harm, as the Air Force cannot afford to take personnel from every MTF to cover for these important training services, as it will result in degradation of the patient care mission at every AFMS outpatient clinic. The 773 ESS/PKJ developed the acquisition milestones on 11 Sep 12, and determined that due to

Page 2 of S the nature of the requirements with overseas support and large number of trainers requiring a significant mobilization period, an extension of the current AHLTA Trainer contract would be required to avoid a gap-in AFMS training serv ices until the follow-on contract is awarded under NETCENTS.

VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE

SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED

PRACTICABLE:

Solicitation was not practicable due to the unusual and compelling nature of circumstances for this requirement. However, through market research the Air Force has determined that they will use the mandatory source, NETCENTS, for the follow-on contract award. NETCENTS has Multiple Award JDIQ contract holders that will be solicited for the follow-on contract.

VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND

REASONABLE:

The Contracting Officer will determine that the prices to the Government are fair and reasonable using price analysis. In its analysis, the Contracting Officer may compare proposal prices to historical prices paid for the same or similar services, and compare proposal prices to the lndependent Government Cost Estimates. As well, the Contracting Officer may analyze market data commercial catalog pricing, and request information from other than Air Force bases to ensure prices are fair and reasonable.

Additionally, the current contract prices were determined fair and reasonable at the time of award and subsequently during the exercise of each option period. The rates during the extension of services are anticipated to be the same rates as the fourth option pe riod.

VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE

RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH

WAS NOT CONDUCTED:

Extensive Market Research has been conducted in the efforts to re-compete th is requirement.

It has been determined that the follow-on contract will be awarded via the mandatory source, NETCENTS Generation I. There are six (6) large businesses and (2) small businesses available to compete for the follow-on contract. NETCENTS has e ight (8) multiple award contracts that will be used to issue a task order to the offeror representing the best value to the Government within the terms and conditions of the overarching contract. In the future, there will be adequate sources of competition for this work once the fo llow-on task order proposal request is issued to the NETCENTS contract holders.

IX. LIST OF SOURCES, IF ANY THAT EXPRESSED INTEREST IN THE

ACQUISITION:

Current NETCENTS MAC TDIQ Contract Holders (Potential Sources for follow-on):

Centech Group Inc.

Harris IT Services Corp.

Northrop Grumman Information Technology Inc.

NCI Information Systems, Inc.

Booz Allen Hamilton Inc.

X. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO

REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE

MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES

REQUIRED:

There are no anticipated barriers to competition. The 773 ESS/PKJ is currently in the planning process of awarding a fo llow-on competitive acquisition, with an estimated award date in February 2013. The NETCENTS program office has confirmed this requirement can be fu lfilled utilizing NETCENTS Generation I multiple award IDIQ contracts. Therefore, the follow-on contract will be awarded via this mandatory source.

The solicitation is under development and a task order proposal request is anticipated to be issued under NETCENTS in November 2012.
