About this file
This justification document is for a sole source contract award to Caterpillar Inc. for engine training services. The U.S. Army Logistics University requires training on Caterpillar C7, C9, C12, C13 and C15 diesel engines and ACERT systems for its Automotive Maintenance Warrant Officer Basic Course. Caterpillar will provide 80 hours of classroom instruction and hands-on labs over two weeks at its facility for up to 12 students per class. Course materials, laptops and software access will be included. Certification will be awarded to students passing written and practical tests. The period of performance is November 2018 through November 2020. The justification cites the need for proprietary OEM training from Caterpillar certified instructors on the engine models currently used by Army vehicles. No other sources were identified during market research that could meet these requirements. The contract value was not disclosed.

Officer Basic Course 915A, students are required to complete a module on “Administer Engine Maintenance”. 4. Authority Cited: Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 (or 41 U.S.C. 1903 for Special Emergency Procurement) as implemented by FAR Subpart 13.5:
Unusual and compelling urgency Exclusive licensing agreements Industrial mobilization Other: Only one source available
5. Reason for Authority Cited: The required training is conducted by the original equipment manufacturer utilizing the technical expertise and experience of Caterpillar certified instructors. Caterpillar, Inc. is the only source able to provide this training and certification, thus allowing Warrant Officers for Tactical Vehicles to be trained on engines currently in use within the field. This training also allows for access to proprietary technical data and training materials that are not available to the Government. Training is required as part of the Program of Instruction (POI) Module Q within the 915A Warrant Officer Basic Course.
It is vital that students receive this training as it is used in the field to provide the Army with troubleshooting and repair. Passing this training is required for students to complete the 915A Warrant Officer Basic Course as well as requirements within the POI. If this J&A is not approved, the Technical Logistics College will not be able to provide students with the training and certification necessary to perform the required skillsets needed to complete the 915A Warrant Officer Basic Course and perform the duties as required of a Tactical Vehicle Warrant Officer. Not having Warrant Officers who have the necessary skills to troubleshoot and repair engines leaves soldiers vulnerable while in the field. The previous contract has expired leaving the Government vulnerable to not getting students the required training and certification needed.
6. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.201.
7. Actions to Increase Competition: The Government will continue to perform Market

Research and issue Sources Sought Notices in order to identify any possible sources that can fulfill the required services as stated in the Performance Work Statement (PWS). The previous procurement was competed as full and open.
8. Market Research: Market research was conducted in October 2018 to identify all qualified sources. The research was conducted via Internet by accessing various websites and gathering information relating to engine training. The research conducted did not result in any other possible sources besides Caterpillar, Inc. that can offer the required training and certification. The engines within the Tactical Vehicles of the U.S.
Army are Caterpillar engines. Training and certification is required in order for the Government to steer away from reliance on solely Contractor Logistical Support.
Caterpillar’s engine training specific information is proprietary, thus only a Caterpillar certified instructor can provide the needed training.
In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 205.205-71, DFARS 206.302-1(d), and DFARS Procedures, Guidance and Information (PGI) 206.302-1(d), a sources sought was posted to Federal Business Opportunities (FBO) on 18 October 2018 and closed on 1 November 2018; zero (0) capability statements were received in response to the notice.
