Performance Work Statement
Combined Arms Center
FY20 Training Requirements
Version 1.2.3 22 January 2020
1. PROJECT TITLE: Combined Arms Center Training
2. BACKGROUND: Combined Arms Center provides funding for Information Management Officers and other Information Technology personnel for training and maintaining DoD Baseline Certifications.
3. SCOPE: This is a firm-fixed price performance-based acquisition. This Performance Work Statement (PWS) describes the minimum requirements of training. Training shall comply with applicable DOD, and local regulations and policies regarding Department of Defense Information Security. The training shall be unclassified and shall be conducted at Ft. Leavenworth, Kansas. The contractor will provide the training lecture, and all training materials to accomplish all capabilities as outlined in this PWS. The contractor will provide all management, personnel, equipment, tools, materials, supervision, transportation, and other items and services necessary. All quantities shown below are good faith estimates by the Government and are not guarantees of future Task Order awards under the Requirements contract.
All classes shall be offered as a firm fixed price including the following – Onsite lecture, Test Prep, and Voucher on a per class basis –
Per 15 student block and per student basis (example only – $15.00 for 15 Students and $1.00 per student thereafter in groups of 16-20 and 21-30 (max 30 students).
3.01 The Contractor shall have the ability to provide and perform all classes per Attachment #1.
3.02 The Contractor be able to provide and perform the following courses – additional courses that part of the DOD 8570.01-m baseline certifications may be offered as an addendum however, the contractor shall at a minimum possess the resources to provide per Attachment #1.
a. Onsite Lecture, Test Prep, and Test Voucher. Estimated annually 5 Cyber Security courses listed (Reference Attachment #1).
b. Onsite Lecture, Test Prep, and Test Voucher. Estimated annually 3 Information Technology courses listed (Reference Attachment #1).
c. Onsite Lecture, Test Prep, and Test Voucher. Estimated Annually 5 Computer Environment courses listed (Reference Attachment #1).
4. CONTRACTOR SHALL PROVIDE MINIMUM CAPABILITES:
a. All training materials (handouts, job aides, manuals) required for training of 15 students to include any individual students by task order or modification of task order.
b. All equipment necessary for presentation at Fort Leavenworth KS.
c. Training dates shall be flexible with at least one topic per quarter unless otherwise agreed upon.
5. PERFORMANCE STANDARDS: All courses offered must be performed in accordance with courses available within the commercial market.
6. GOVERNMENT FURNISHED EQUIPMENT
a. The Government will provide a classroom environment with at least 15 student workstations.
b. Wall mounted presentation equipment (Flat Panel monitors or Projection) compatible with
VGA, and HDMI inputs.
c. Wireless Internet (WIFI) will be provided.
7. COORDINATION AND PREPARATION:
a. Coordination: The contractor shall not perform any work on Government sites without prior coordination from the Contracting Officer Representative (COR). The contractor shall be escorted into secured spaces by Government personnel.
b. Security: Contractor personnel will not be required to obtain security clearances.
Work Schedule: The contractor is not required to work holidays or evening hours during the scheduling of this contract. A standard workday is from 8:00am-4:00pm, Monday through Friday, exceptions can be made upon request to the government. Any deviations to the standard work hour requirements shall be coordinated in advance to the COR or the Contracting Officer. The U.S.
Government shall not be liable for any schedule delays as a result of the contractor's inability to meet work hour requirements. The system must be fully operational at the time when installation is completed. The COR shall keep the contractor informed of changes in completion date requirements.
c. Site maintenance and Storage: The contractor shall keep the work site in a clean and in an orderly manner. All trash must be hauled offsite and disposed of by the contractor. The contractor must store all equipment off site and have the ability to bring only the equipment needed that will be installed that same day. The Government will not be responsible for receiving and storing contractor’s equipment.
d. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements, reference local instructions.
