PERFORMANCE WORK STATEMENT (PWS)
DLIFLC Marketing Recruiting Platform Instructors 27 May 2024
Part 1
General Information
1. General: This is a non-personal service(s) agreement under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.
1.1 Description of Services/Introduction: This Blanket Purchase Agreement (BPA) contract will provide the Defense Language Institute Foreign Language Center (DLIFLC) the means to reach out to language-enabled audiences that may not otherwise know how to apply to become a platform instructor and teach at DLIFLC through typical channels.
1.2 Background: The DLIFLC has historically advertised on government job posting mediums to include various other commercial mediums to reach out to qualified persons to teach necessary foreign language skills to support the school house education requirements.
1.3 Scope: The Contractor shall provide non-personal services to recruit qualified language instructors through a company that can act as the central point to advertise DLIFLC instructor positions through various platforms with simplified pricing models is an important component to the overall capability to fill ongoing and future critical language shortages.
1.4 Objectives: The objective of this requirement is to ensure recruitment advertisement placement, advertisement tracking, analytics reports, graphic design and image branding assistance to include providing a branded information webpage for customer tracking of contractor ad placement.
1.5 General Information:
1.5.1 Quality Control Plan (QCP): The Contractor shall develop, implement, and maintain a QCP and program to ensure all work described in this contract is performed at or above the standard defined in the Performance Requirements Summary (PRS). The QCP is developed by the contractor for its internal use to ensure that it performs and delivers high-quality service. The contractor’s QCP is the means by which the contractor ensures all work complies with the requirements of the contract. The QCP identifies and corrects potential and actual problem areas throughout the entire scope of the contract.
1.5.2 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels (performance thresholds).
1.5.2.1 Corrective Action Requests (CARs): Nonconformance occurs when a contractor fails to meet contract or task order terms, conditions and/or specifications. The COR will notify the contractor, in person, each time an unacceptable observation has been recorded and ask the contractor to correct the problem or re-accomplish the service. Resolution of nonconformance discovered at the subcontractor level shall be addressed with the prime contractor. There are four CAR levels that document and communicate the seriousness of the nonconformance.
- Level 1 - A Level I CAR describes a deficiency on a product or service and is not a systemic breakdown of a process or system. It includes those nonconformances that are minor in nature and can be promptly corrected by the contractor, present no need for root cause analysis, no determination if other contract requirements are affected, present no need for further preventive action, and do not materially reduce the usability of the supplies, services, construction, or deliverables.
- Level 2 – A Level II CAR describes deficiencies in a contractor’s processes or systems but are not significant deficiencies. Level II CARs shall require the contractor to correct the nonconformance, perform root cause, and develop and provide a Corrective Action Plan (CAP) acceptable to the government.
- Level 3 – A Level III CAR describes deficiencies in a contractor’s system that is affecting a contracts or program’s ability to meet cost, schedule or performance requirements or failure to respond to Level 2 CARs.
- Level 4 – A Level IV CAR documents a critical nonconformance of such serious nature that is issued to the contractor’s business segment or corporate management for their attention to both the nonconforming condition and the company’s corrective action, or when a Level III CAR has been ineffective. The contractor shall be required to provide a CAP that is acceptable to the government.
1.5.3 Recognized Holidays: The following provides information on recognized holidays for the purpose of the PWS. If submittal of any documentation (e.g. deliverables, submittals, etc.) deadlines fall on a holiday, the closest work day prior to the holiday will apply as the deadline for submittal.
1.5.3.1 U.S. Holidays: Work shall not be performed on U.S. federally recognized holidays occurring during the normal workweek unless otherwise directed by the Contracting Officer. When a U.S. holiday occurs on a Saturday or a Sunday, the holiday is observed on the preceding Friday or following Monday, respectively.

These are typically combined with regular holiday leave schedules (for example, Christmas half days or day on day off schedules). Training holidays may affect access to military operated facilities. If scheduled work or access to facilities is required, coordination with occupants will be necessary or the work in affected facilities shall be rescheduled after the training holiday.
