About this file

This is a Key Personnel Statement of Intent template document required for the CSL Army Service Component Command (ASCC) Program Support contract solicitation (W91QF026QA005). The document establishes the requirement that all contractors must obtain and submit letters of intent from individuals being proposed as Key Personnel to prevent offering personnel without their knowledge or consent. These completed consent forms must be included as part of the Technical Volume II Proposal submission to the Mission and Installation Contracting Command at Carlisle Barracks.

The template provides sample language for Key Personnel to confirm their participation and understanding of expected duties. Individuals executing the statement acknowledge their intent to fulfill the requirement with the contractor if selected for award and recognize they will be expected to perform the stated duties throughout the contract's period of performance. The signature block accommodates multiple individuals and requires identification of titles. This requirement applies to the Army Service Component Command program support effort at the US Army War College, which involves course preparation and conduct, maintenance of subject matter expertise, and service as a Primary Integrator for Army educational initiatives for the FY26-31 period under Department of the Army Materiel Command, Mission and Installation Contracting Command Fort Eustis.
