About this file

This is a Sources Sought Notice with attached product specifications for Digital Commons, a digital repository and publishing platform, issued by the Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis under solicitation number W91QF025Q1000. The government intends to award a sole-source firm-fixed-price contract to Digital Commons (Elsevier B.V.) but is seeking potential alternative vendors who could meet the requirements.

The required platform must provide a secure digital repository to manage, display, and publish scholarship materials, supporting multiple formats with features including persistent URLs, cloud hosting, secure infrastructure with multiple backups, and Amazon Glacier storage. The incumbent Digital Commons currently serves over 500 academic institutions and 2,100 journals. The NAICS code is 519210 (Libraries & Archives) with PSC code R426. The government cites that market research found no other viable sources, noting that switching contractors would be cost-prohibitive due to migration costs and potential loss of vital functions like permanent URLs. Interested vendors must demonstrate their capabilities and identify any unnecessarily restrictive competition conditions, with responses particularly encouraged from small businesses across all socioeconomic categories.

Text version

Digital Commons is a state-of-the-art digital repository and publishing platform designed to showcase the breadth of scholarship produced at an institution, optimized for discovery on the open web, with metrics to demonstrate impact around the world. Over 500 academic institutions, libraries, and research centers use Digital Commons. And over 2,100 journals use Digital Commons for end-to-end web publishing (content management system).

Persistent URLs: One of the most important aspects of maintaining a reliable repository service is the provision of stable links to our content. Digital Commons provides clean, stable, and easily citable links to our content.

Web-based platform, cloud-hosted. Custom repository created by Bepress Digital Commons for SSI & USAWC Press. Content in Digital Commons is protected by a secure infrastructure that includes multiple backups and cloud storage with Amazon Glacier. Open standards (OAI-PMH) and complete institutional ownership make it simple to transfer scholarship off the platform as needed.
