About this file
This document contains questions and answers regarding a solicitation for the U.S. Army War College to procure a Strategic Advisor Avatar Artificial Intelligence. The solicitation seeks a total cost proposal for delivery of three copies of customized AI software that can function as both an online and offline strategic advisor. While use of OpenAI's GPT-3.5/4 model typically requires an external API call, an offline version would have more limited functionality based on pre-stored data. The solicitation is for a new contract for the U.S. Army War College and Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis to procure an AI system that can provide strategic advice to users.

Questions Strategic Advisor Avatar AI/IA
Q1. Is it required to include the page labeled "Section SF 1449 - CONTINUATION SHEET" as part of the submission?
A1. No Q2. For Line Item 0001 shown on the page referenced above, the quantity specified is one (1) unit, but Section 5.1 of the "PWS Strategic Advisor AI-8SEP23.pdf" calls for the delivery of three (3) copies of the software. Is Line Item 0001 the combined total cost for the three copies of the software, or does this need to be broken down into the cost per copy?
A2. Total for delivery of all three.
Q3. Is this a brand-new contract?
A3. Yes, this is a brand-new contract.
Q4. Does this contract require the foundation models to be on-prem or does it require an external API call such as OpenAI. It's mentioned that OpenAI shall be used (requires an API call), but it's also mentioned that it should be a local self-contained SSD, that can be operated without a network connection.
A4. Using GPT-3.5/4 typically requires an external API call to OpenAI's servers. If the system needs to function offline using a local SSD, it can only provide limited functionality based on pre-stored data in the customized vector store.
