Page 1: What is meant by, “Quoters must include a completed copy of the provision at … 52.219-1” as this provision is completed as part of the annual SAM registration? Will the SAM registration suffice, or should we include the statement as part of either Volume 1, 2, or 3 of the bid submission?
Also: Where is the FAR 52.212-3 pages and pages long list of check boxes?
Contracting: That is mandatory verbiage, and the SAM registration covers this requirement. It also covers the required form from FAR Clause 52.212-3.
Paragraph 4.1: This paragraph mandates the loading of three internet browsers on contract FI computers. To better understand this requirement, please explain which of the suggested browsers best supports which of the software that DDE uses.
DDE: Some of the programs utilized by DDE to include, but not limited to, Compass and WAWF are CAC enabled sites and require the use of Internet Explorer and/or Chrome. Chrome is also recommended for Microsoft 365. Both Chrome and Firefox are recommended for Blackboard and Blackboard Ultra. Internet Explorer should be a part of the standard Microsoft Operating System, while Chrome and Firefox are free to download.
Paragraph 5.2.11: What is meant by “commensurate qualifications”?
DDE: Prior to the candidate performing actual work on a given contract, evidence must be presented showing the individual to be capable and competent to adequately support the needs defined within the contract. All qualifications presented must be equal to the qualifications presented at the time of submitting a quote.
Paragraph 6.2.3: How many times should a contract FI expect to interact with a student that is failing to meet standards before DDE takes responsibility for further action (e.g., referral to ARB, hand off to writing lab)?
DDE: The level of expected interaction a Faculty Instructor might be prepared to assume varies by student. Students can be sent to an ARB for failure to meet academic standards as cited in CBKs 350-7, page 2, paragraph 4 (2)(a).
Paragraph 6.12: This paragraph seems to suggest that the government will issue equipment to contract FIs. Does this include government laptops?
Contracting: No. See Paragraph 4.1 of the PWS.
