Amendment 1 to W91QF0-17-T-0002, Digitalization of Archival Materials.

The purpose of this Amendment is to announce a site visit and answer vendor questions.

A site visit will be held on Tuesday, March 21th, 2017 at U.S. Army Heritage and Education Center (AHEC), 950 Soldiers Drive, Carlisle, PA beginning at 1:30 EDT. Attendees will meet in the lobby. If you plan to attend, please submit the name of your firm and list of attendees to Karen Kurzendoerfer at karen.a.kurzendoerfer.civ@mail.mil Questions and Answers:

1. Question: Does the work requires any clearance?

Answer: No.

2. Question: Is it accurate to assume that 22,788 linear feet is roughly 40M pages?

Answer: As an estimate, yes. Papers are unorganized.

3. Question: Can the work be done at the contractor site?

Answer: Yes.

4. Question: Can multiple pick up can be made?

Answer: The concept is an organized flow based upon contractor’s processing rate and USAHEC ability to organize and ship materials.

5. Question: Are there any audio or video files or all the data is paper?

Answer: The focus is on paper.

6. Question: We would like to do a site visit to see the material first hand. We can give you a far superior response if we can. We will then see how they are stored, condition, what prep is going to be required, etc.

Answer: A site visit is scheduled, see above.

7. Question: In section 2.1 it say Contractor inventories and ships collections materials back to USAHEC which implies that we can remove materials from site to be worked on. But in the Notes Section it says: Place of Performance: USAHEC, Carlisle which could be interpreted as "on site" required. We would much prefer and be able to do more with the materials if we can remove them from USAHEC. Am I correct in assuming we can remove the materials?

Answer: Place of performance will be at contractor’s secure location. The materials would be shipped to the contractor, or picked up if the contractor is a local firm.

8. Question: Can companies outside USA apply for this?

Answer: There are several rules regarding foreign acquisition. They are addressed in the Federal Acquisition Regulation (FAR), Part 25, which can be accessed at http://farsite.hill.af.mil/

9. Question: Do we need to come over there for meetings?

Answer: Specifics regarding frequency and scheduling of meeting will be addressed in any resulting request for quotes/bids/or proposals. The expectation is there will be meetings at AHEC.

10. Question: Can we perform the tasks outside USA?

Answer: It is not known at this time as this is a Request for Information only. See FAR Part 25 for specifics.

11. Question: Can we submit proposals via email?

Answer: Specifics regarding submittal of proposals will be addressed in any resulting request for quotes/bids/or proposals. Responses related to this Request for Information may be submitted via email to karen.a.kurzendoerfer.civ@mail.mil

12. Question: Can you tell me where the place of performance will be?

Answer: Contractor’s secure location.

13. Question: Is vendor’s certified secure location acceptable?

Answer: Yes.

14. Question: A vendor asked for an in-person meeting.

Answer: No in-person or one-on-one meetings will be held at this time. A site visit is scheduled, see above.

15. Question: A vendor asked for this acquisition to be set-aside for 8(a) firms.

Answer: It is too early to determine set-asides, we are at the information stage. Responses to this RFI will help the Army determine any potential set-asides.
