Q-1) Can a bidder bid on both a first year and second year contract but if wins both, decline the other without prejudice?

A-1) Only a solicitation for DDE 2nd Year Faculty Instructors has currently been posted. A solicitation for 1st Year Faculty Instructors will be forth coming, however evaluation and awards for the 2nd Year Faculty Instructors are independent of the requirement for 1st year faculty instructors and it is anticipated, the Government will make awards for the 2nd Year Faculty Instructors prior to the due date of the solicitation for the DDE 1st Year Faculty Instructors. If a contract is awarded for a second year faculty, that Faculty Instructor is no longer eligible for another DDE Faculty Instructor requirement.

Q-2) Page 2 of 62, 0008, Meetings – Is quantity of one for this CLIN a typo? (CLINs 1008 and 2008 reflect 12 meetings per year.)

A-2) Meetings for CLIN 0008 should be 12. CLIN on the solicitation has been revised.

Q-3) Page 2, 3, and 4 of 62, CLINs 0009, 1009, and 2009, respectively – The service explanation for these CLINs states that the JTR per diem rate will be used for the DC trip. However, the 2016 rate is being applied for 2017 and 2018 as well. This seems incorrect as the official per diem rate may change. What is the government’s plan for accommodating changes in the per diem authorization for each year?

A-3) The JTR per diem rate for 2016 had been used for 2017 and 2018 as an estimate, due to the decrease in the JTR per diem rate from the 2015 JTR per diem rate. The revised Solicitation CLIN’s 1009 and 2009 have been adjusted to an estimated “Not To Exceed (NTE)” JTR amount of $75.00. Contractor shall submit their invoice based on the JTR per diem rate at that time. The NTE higher estimate is included to allow an increase on the JTR without requiring a modification to the contract. Should the JTR increase above the contract allowance of $75.00, a contract modification will be required.

Q-4). Page 10 of 62, paragraph 1.6.14 – This paragraph identifies two staff rides, Antietam and Gettysburg. However, on page 5 of 62 CLINs 0011, 1011, and 2011 specify a quantity of three staff rides. Which is correct? Is the staff ride for the CNSP included in this CLIN?

A-4) Under the PWS section 5.10, the three Battlefield Staff Rides are described in this section: 5.10.1 (FRC Guide at Antietam), 5.10.2 (SRC Guide at Gettysburg) and 5.10.3 (CNSP Guide to Gettysburg).

Q-5. Page 23 of 62, paragraph 5.14 – This paragraph specifies required training and actions the contractor must take, but there is no CLIN reflecting compensation for these tasks. Under which CLIN are we to bid these expenses?

A-5) No separate CLIN will be created. This mandatory requirement should be incorporated into the overall cost of the contract.

Q-6. Page 14 of 62, paragraph 4.2.3 – Does a former USAWC instructor who taught in residence from 2003-2007, and taught a similar curriculum at the Saudi War College, a program built with assistance from the USAWC, from 2013-2014 meet the requirement for teaching one year of Senior Service College topics in the past five years?

A-6) The specific requirements here are covered in the solicitation under para 4.2.1; as asked, the experience does not meet the solicitation requirements.

Q-7. If we bid on staff rides, will our proposal be evaluated separately from the overall bid? In other words, in this example could we win either a faculty instructor contract or a staff ride contract or both based on the single proposal.

A-7) See ADDENDUM TO 52.212-2 -- B. EVAUALTION CRITERIA -- 2. Factor 1- Technical Acceptability -- (Optional) paragraph describes how the “Battlefield Staff Ride Guides” will be evaluated and awarded.

Q-8) Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?

A-8) This is a follow-on requirement for four Faculty Instructors on three contracts that are currently expiring: W91QF0-13-C-0003 – Kenneth Womack (1 DDE Faculty Instructor), W91QF0-13-C-0004 – SNAP Inc. (2 DDE Faculty Instructors) and W91QF0-13-C-0008 – Strategic Learning Consultants (1 DDE Faculty Instructor), Q-9) I see a reference to an SF1449. Am I to submit this form, or will it come to me if my bid is accepted?

A-9) The contract awards are issued by the Government on a Standard Form (SF) 1449. Contractors do not submit this form.

Q-10) In Section 5.1.1.5, is the requirement to host two sessions per course, academic year, or contract?

A-10) Solicitation para 5.1.1.5 addresses this issue directly; specifically the standard is at least two sessions per core course. At least one session shall cover the essay requirements and (at least) one session shall cover the Forum requirement(s).

Q-11) There is no CLIN for these synchronous sessions. Is this an oversight, or is this work to be accounted for in other areas of the bid?

A-11) This work is part of the CLIN for Core Courses and should be accounted for under CLIN’s 0001, 1001 and 2001.

Q-12) The CLIN schedule does not include training in the option years. Is this an oversight, or will be training be conducted within the “Meetings” category?

A-12) See revised Solicitation. CLIN’s 1012 and 2012 have been added to provide Faculty Development Training if required during the Option Years. Contractors must provide a quote on these CLIN’s.

Q-13) I can demonstrate 4.2.1 a USAWC Diploma, and 4.2.2 with the USAWC Master’s Degree certificate, and 4.2.3 with two recent OER’s, but how do I demonstrate 4.2.4 and 4.2.5?

A-13) For 2.2 and 4.2, describe in your resume (Technical Acceptability/Past Performance), how and where you met this qualification. In 4.2.4, indicate that you have taught these types of sessions, and in 4.2.5, indicate that you have the practical expertise (of at least 6 months) each, in two or more of the fields of study within the USAWC curriculum listed in Para 4.2.1.

Q-14) Should the optional Battlefield Staff Guide amount be included in the total fixed price?

A-14) No. See Question/Answer 7. Also see the “Schedule of Contract Line Item Numbers” starting on page 2 through page 5 of the synopsis/solicitation. The bottom of page 4 is where you provide the Total Cost of the Contract (excluding Battlefield Staff Ride Guides). It is recommended, but not required to use this format to provide your pricing.

Q-15) I see that quotes are due on April 18th. Can you tell me when bidders will receive notification of award?

A-15) Approximately around the beginning of May.

See revised solicitation titled “W91QF0-16-T-0007 Revised 040616” for additional and above referenced changes. Changes and/or additions have been highlighted in Yellow.
