1-There is no CLIN for the Alternate. Sr. Site Rep position? A CLIN will not be provided for the contractor to have an alternate to manage their own personnel on site when the primary Sr. Site Rep is out.
2-PWS 4.4 (page 41) - states that the “Contractor shall provide a means of transportation (example: golf cart, leased auto) for the security checks.” What are the means to secure a vehicle on the installation/SOCSOUTH or charge a golfcart when needed? The vehicle or golf cart will be stationed securely behind the SOCSOUTH HQs building next to a charging outlet.
3- PWS 5.1.4 (page 42) - discusses random patrols and searches with a minimum of two personnel during normal business hours including the main HQ and outlying buildings. Are the patrols/searches required outside of normal business hours, and if so, are two personnel required to conduct patrols outside of normal business hours?
This affects staffing to necessitate hiring three personnel for outside business hours to allow one full time manning of HQ building while two personnel conduct patrols.
Minimum of two patrols are required during a 12-hour period, up to four in a 24-hour period. The same applies for the night and weekend shifts. For the day shift 0800- 1800hrs M-F we require two personnel for checks while nights and weekends require just one as we maintain the other person in the office at all times.
4- PWS 5.1.4 (page 42) - requires patrols of the “headquarters building and all outlying SOCSOUTH buildings and ground perimeters.” How many other buildings and areas are included in this requirement? 3 other buildings. Total 4. What is the cumulative distance for patrols (i.e., miles)? 3.5 miles x 4 daily checks = 14 miles.
5-PWS 1.6.10 – The PWS identifies the Senior Site Representative/Alternate Senior Site Representative as Key Personnel and list their qualifications in PWS 1.6.10.1.
However, PWS 1.6.11 identifies the rest of the required positions as key personnel as well. Can the government please confirm which positions are the key personnel? Key personnel with specific experience are the SCI Security Administration Personnel Specialist, Collateral Personnel Specialist and Physical Security Officer.
Three total positions. Historically, the Site Lead and Alternate have been dual hatted with one of these three positions. Access Control Video Monitoring and Badging Personnel are functions completed by the same personnel (guards).
6-Key Section C - Descriptions and Specifications - PWS Section B - Supplies and Services; Section C, Subpart 1.6.10 Government provides CPUs, printers, desks, chairs and other office supplies. Key Personnel & 1.6.11 Qualifications for all key personnel Page 3 (Section B), 33 (Section C) of 112 "Would the Government please clarify what position should be utilized for the ""Badging Personnel""? Paragraph 1.6.11 specifies Badging Personnel, but ""Badging Personnel"" is not listed as a labor category in Section B, or the Surge Support Pricing Sheet. Access Control Video Monitoring and Badging Personnel are functions completed by the same personnel (guards).

8-Section C - Descriptions and Specifications - PWS" "1.6.10 Key Personnel &
1.6.11 Qualifications for all key personnel" Page 3, 4 & 33 of 112 "Would the Government please confirm the specific labor category position names and correlating specific tasks? For example, the labor categories listed in Section B for ""SCI Personnel Security Specialist and the Physical Security Specialist"" are different from those listed in paragraph 1.6.11 (""SCI Security Administration Personnel Specialist, Physical Security Officer""). In addition, the correlating ""Specific Tasks"" described in Part 5, are general in nature to all positions, offering specific tasks only for the following roles:
o Physical Security Specialist o Access Control Specialist CLINS 0001-0005 are the positions described in SOW section 1.6.11, but they don’t match the names used in the SOW word for word. CLIN 0001 is “SCI Personnel Security Specialist” but PWS paragraph 1.6.11 calls it “SCI Security Administration Personnel”. These are the same positions. As far as the specific tasks described in part 5, yes, the tasks are general to all positions. This is a performance-based contract, therefor the contractor is given broad latitude in developing an approach to accomplish the tasks in section 5 as necessary. The PWS does not prescribe which tasks are aligned to which CLIN.

However, in Paragraph 4.2 it states that """"Contractor's employees, performing work in support of this contract, shall have been granted at least a SECRET [clearance]."""" Would the Government please clarify exact Security Level requirement for each of the Labor Categories? " SCI Security Administration Personnel Specialist, Collateral Personnel Specialist and Physical Security Officer are the three positions that require
TOP SECRET with SCI Eligibility. Access Control, Video Monitoring and Badging Personnel are all guards and require a SECRET Clearance.
12- Section C - Descriptions and Specifications PWS & Attachment 2 "1.6.10 Key Personnel & Deliverables Schedule (Attachment 2) Page 33 & 51 of 112 "Does the Government intend for the Contract Manager to also be the Alternate Senior Site Representative or does the Government desire for these to be two separate positions?
No. Are the Contract Manager and Senior Site Representative one person or are they 2 separate people?" Two separate people. Key personnel with specific experience are the SCI Security Administration Personnel Specialist, Collateral Personnel Specialist and Physical Security Officer. Historically, the Senior Site Representative have been one of these three positions. The Contract manager is not required to be on site.
13- Paragraph 1.6.10 names the following position(s) as Key Personnel ""Senior Site Representative/Alternate Senior Site Representative."" and in the following sentence, references that the Contractor ""shall provide a Contract Manager. . ."" But a ""Contract Manager"" is not listed as a labor category in Section B, nor in the Surge Support Pricing Sheet; but in Attachment 2 (Deliverables Schedule), a ""Senior Site Representative"" and ""Contract Manager"" are noted as Key Personnel. Two Separate people. Historically, the Senior Site Representative have been one of these three positions: the SCI Security Administration Personnel Specialist, Collateral Personnel Specialist and Physical Security Officer. The Contract manager is not required to be on site.

The Contract manager is not required to be on site.
15- Part 4 - Contractor Furnished Items 4.4. Equipment Page 41 of 112 The vehicle or golf cart owned by the contractor will be stationed securely behind the SOCSOUTH HQs building next to a charging outlet.
a) Would the Government please provide the daily anticipated mileage for the vehicle required in the Contractor Furnished Items section? 3.5 miles x 4 daily checks = 14 miles.
b) Paragraph 4.4 requires the contractor to provide transportation. Is this a single vehicle or are additional vehicles needed? Single vehicle can be a golf cart or rental.
c) Is the cost of the rental/vehicle related to a specific labor category, or do we account for that cost as an ODC? It is not related to a specific labor category and can be a golf cart or rental.
16-Can the Government confirm the exact number of key personnel required for the contract—will it be one or two individuals? How many positions are they required to fill?
Key personnel with specific experience are the SCI Security Administration Personnel Specialist, Collateral Personnel Specialist and Physical Security Officer. Three total positions. Historically, the Site Lead and Alternate have been one of these three positions.
17- Regarding the security portion of the contract, will this require a full FTE, or is it an action to be conducted by already identified personnel? SCI Security Administration Personnel Specialist, Collateral Personnel Specialist and Physical Security Officer are the three positions that are performed by three specific individuals 8-5 M-F. Access Control, Video Monitoring and Badging Personnel are all guards that perform the same services, and manning has been left for the contractor to manage the services required.
Currently 5 guards 8am-6pm M-F, 2 guards 6pm-8am M-F, 2 guards 24/7 weekends and federal holidays.
18- Are there any periodic maintenance level requirements for the equipment? No Does the Government provide any materials for such equipment? Government provides all material except transportation for patrols.
19- Section 7.1.3 Attachment 3 - Estimated Workload Data states the following estimated workload: "Operate the disintegrator and perform operator-level maintenance" "Operate and maintain degaussing and data destruction equipment". The command has scheduled shred days. Contractor will shred material and dispose of shred particles in command receptacles. Operator level maintenance is replacing the oil and clearing out small jams.
20-Part 1, Section 1.6.11 What are the certification requirements for the Physical Security Officer (Locksmith Technicians)? Only experience no certifications.
21-Part 5, Section 5.1.2 Please clarify requirement for “Contractor will provide access control to the main headquarters building 24 hours, seven days a week, twelve months a year, with sufficient manning to accomplish the tasks identified in this PWS.” Access Control, Video Monitoring and Badging Personnel are all guards that perform the same services, and manning has been left for the contractor to manage the services required.
Currently 5 guards 8am-6pm M-F, 2 guards 6pm-8am M-F, 2 guards 24/7 weekends and federal holidays.
Please clarify: Security Administration Services: “Contractor will provide one (1) TS SCI cleared person to inspect and secure the Sensitive Compartmentalized Facility (SCIF), Monday through Friday, between the hours of 1700 and 0600. That person can be the same SCI Security Administration Personnel Specialist, Collateral Personnel Specialist or Physical Security Officer that are required to hold a TS SCI clearance. One or all three personnel an have the ability to open/close the SCIF and respond to and provide on call availability for alarms and other staff request.
22-Instructions to Offeror, Page 104; Volume I- Factor 1-Technical. Can a teaming partner, subcontractor to the Prime bidder, provide Contract past performance references as part of the one to three references that are required?
Recommend that that you allow subcontractor past performance, however the offeror be required to address in the technical proposal whether there is a binding relationship with the subcontractor, and whether the extent to which they rely on the sub would be a violation of the Limitations on Subcontracting clause (not in the solicitation, but should be), which can be tricky under an 8(a) contract. If there is not a binding agreement, they could win the contract based on the subs past performance, but then perform the contract with a less expensive subcontractor. Evidence of a binding relationship mitigates the risk.
23- Part 5 Section 5.1.4 Patrol services: Please provide more information pertaining to the random search and patrol requirements as referenced. The estimated workload does not appear to account for hours to conduct random searches and patrols. Also is this requirement for five days a week or for 7 days a week 24 hours per day? 7 days a week, minimum of two patrols are required during a 12-hour period, up to four in a 24-hour period. The same applies for the night and weekend shifts. For the day shift 0800- 1800hrs M-F we require two personnel for checks while nights and weekends require just one as we maintain the other person in the office at all times. Access Control, Video Monitoring and Badging Personnel are all guards that perform the same services to include these patrol services, and manning has been left for the contractor to manage the services required. Currently 5 guards 8am-6pm M-F, 2 guards 6pm-8am M-F, 2 guards 24/7 weekends and federal holidays. These checks consist of 3 other buildings besides SOCSOUTH HQ. Total 4 buildings. 3.5 miles x 4 daily checks = 14 miles. These checks take about 45 minutes x 4 checks a day = 3 hours a day.
24- RFP, Section 7.1.3, Attachment 3: Estimated Workload Data Workload Chart identifies 1920 hours for Conference Planning. Which Labor Category is responsible for this task? This is a performance-based contract, therefor the contractor is given broad latitude in developing an approach to accomplish the tasks as necessary. The PWS does not prescribe which tasks are aligned to which Labor Category.
25-Section B, CLINs/ITEM Nos 0007, 1007, 2007, 3007, and 4007; Section 7.1.3, Attachment 3: Estimated Workload Data. How many billable hours are assigned to the Destruction of Classified Material Representative? Estimated 580.
26-Section B, CLINs/ITEM Nos 0004, 1004, 2004, 3004, and 4004 Can you confirm that there is only one FTE Access Control Specialist for the Main Entrance? Yes, this is expected to be one position.
27- Section B, CLINs/ITEM Nos 0005, 1005, 2005, 3005, and 4005 Can you confirm that that there are only four (4) FTEs for the Access Control Specialist Video Monitoring? Per the CLIN descriptions, this is expected to be 4 positions but based on discussions with the requirement owner it is supposed to be 5.
28-Section B, CLINs/ITEM Nos 0006, 1006, 2006, 3006, and 4006 Can you confirm that there are only two (2) FTEs for the Access Control Specialist After Hours? Yes, this is expected to be 2 FTEs.
29-RFP Section B; Part 7; Can you confirm the correct number of FTEs? This is a performance-based contract, therefor the contractor is given broad latitude in developing an approach to accomplish the tasks as necessary. Certain CLINs dictate a minimum number of FTEs, but additional FTEs may be required to accomplish the PWS requirements. The PWS does not prescribe a specific number of FTEs.
30-1.6.10 Key Personnel - This section designates key personnel as Senior Site Representative/Alternate Senior Site Representative and then says the contract manager should provide a contract manager. Further, in section 1.6.11, qualifications for Key personnel are listed with five positions listed. Can the government confirm the actual number of Key personnel required? Key personnel with specific experience are the SCI Security Administration Personnel Specialist, Collateral Personnel Specialist and Physical Security Officer. Historically, the Senior Site Representative have been one of these three positions. The Contract manager is not required to be on site.
31-in section 1.6.11, qualifications for Key personnel are listed with five positions listed.
Regardless, we recommend that each position should not require a resume as bidders will want to keep incumbents for continuity of service and if we have to supply resumes for each position, we're providing people who will not work on the contract. SCI Security Administration Personnel Specialist, Collateral Personnel Specialist and Physical Security Officer are three positions that are performed by individuals with necessary experience in their fields. Resumes should be provided for these three positions. Access Control, Video Monitoring and Badging Personnel are all guards that perform the same services. Resumes are not required for this position.
32-ADDENDUM TO FAR 52.212-1 - This section list page limits for each section. The **states "Except for Key Personnel Resumes & Associated Certification Documents".

c) What systems are being using for access control? Lenel with Bridgepoint badge readers.
d) Can access control be done remotely or does it have to be on site? Has to be on site.
34-RFP 104 "ADDENDUM TO FAR 52.212-1 Instruction to Offerors, 2. Submittal Requirements for price and each non-cost/price volume.
Volume 1 / Factor 1 – Technical: Sub-Factor 1 – Contractor Experience" The instruction regarding contract experience states in part, "
(1) The Offeror shall submit contract references which demonstrate that the Offeror possess a minimum of five years of experience on recent and relevant service contracts similar in size, scope and complexity to the solicitation requirements in the PWS." This requirement eliminates all SBA 8(a) certified offerors in business less than 5-years, including their existing recent and relevant DOD projects of $7M in or greater in aggregate value. This requirement is overly restrictive and appears to result in an unfair competitive requirement. We suggest that the addition of ‘or its affiliates’ be added after the first and second use of ‘Offeror’ pursuant to/consistent with the DFAR final rule implementing Section 865 of the NDAA which requires the evaluation of relevant past performance of affiliate companies of small business concerns during the evaluation of past performance in response to a competitive solicitation.
Due to the nature of this requirement related to Security, the Government defined the requirement as such. As a result, the language will remain the same to avoid any risk of a contractor not being able to manage the scope of work.
35-RFP 104 "ADDENDUM TO FAR 52.212-1 Instruction to Offerors, 2. Submittal Requirements for price and each non-cost/price volume.
Volume 1 / Factor 1 – Technical: Sub-Factor 1 – Contractor Experience" The instruction regarding contract experience states in part, "(1) The Offeror shall submit contract references which demonstrate that the Offeror possess a minimum of five years of experience on recent and relevant service contracts similar in size, scope and complexity to the solicitation requirements in the PWS." This experience requirement appears to contradict the experience recency definition in the same section at (1)(a) which states: "To be considered recent, the contract reference must have been awarded within the last five (5) years." A contract awarded within the last 5 years to demonstrate experience, cannot also be a contract that demonstrates the offeror possesses a minimum of 5-years of experience.
The Government has removed the recency language. There’s no longer a requirement to have been awarded a contract within the last 5 years.
36-ADDENDUM TO FAR 52.212-1 (pages 104-105) – Under Section L, 2. Submittal Requirements for price and each non-cost/price volume for Volume 1, Sub-factor 2 and Sub-factor 3, the requirements include the provision of “a staffing plan which demonstrates the Offeror’s ability to successfully accomplish all tasks in PWS Part ” Please clarify if a Staffing Plan is only required for Sub-factor 2, Sub-factor 3, or both. Under Section M, a Staffing Plan is only evaluated under Sub-Factor 2 (page 108).
The requirement is well defined regarding what Sub Factor is required for Staffing Plan
37-Page 104, Section 2.c.: Does the requirement for the offeror to have an aggregate cumulative past performance dollar value of at least $7,000,000 apply to the prime, the subcontractor, or both?
Applies to the Prime
38- Page 104, Section 2.c.: Is the government open to lowering this dollar value threshold to $4,000,000 or removing it entirely?
I would appreciate it if you could let me know if any site visit is scheduled for the subject solicitation since we have an interested vendor who would like to visit the site?
The requirement will remain as is written. There will not be any Site Visits.
39-Section C - Descriptions and Specifications - PWS" Section B - Supplies and Services Section C- Subpart 1.5 Period of Performance Page 3 (Section B) & 28 (Section C) of 112 Would the Government please clarify the term for the Base Period of Performance? In Section B, 8-months is listed; in Section C, subpart 1.5, 9-months is provided.

40-Section C - Descriptions and Specifications - PWS "1.6.10 Key Personnel & 1.6.11 Qualifications for all key personnel" Page 33 of 112Attachment 2 refers to PWS 1.6.10.2, which is not in Section L/M. Are there any additional requirements for key personnel that should have been included as 1.6.10.2 in Section L/M that may have inadvertently been left out of the RFP?
- Contract Clauses Section I - Contract Clauses Page 70 of 112 A) "Would the Government please clarify which labor category positions are covered by SCA and, for the identified positions, please provide the proper Wage Determination.
R-Wage Determination No.: 2015-4543, Revision No.: 30; 12/23/2024 B) Additional Instructions Page 103 of 112 Can we include a company introduction that does not count as part of the total page count?

May we combine multiple task orders?
To increase competition and support emerging 8(a)'s, will the Government consider lowering the size standard to $4,000,000.00 The requirement will remain as is written.
43-Sec L Instructions of Offerors – Volume 1"Sec. L Instructions to Offeror’s – Volume 1 / Factor 1 – Technical:" Page 104 of 112 "Would the Government please explain what is required by this statement (d) below? If it is the intent not to include Company data in the Volume 1 Technical Factor, would the Government prefer two versions - one with all content and a second redacted version removing any company content?
(d.) With the exception of the first page, the Offeror shall ensure that the company name, logo, or other company identifying information does not appear in within the Volume 1, Technical. " How does the Government prefer we identify team members if we cannot name the company?"
R- we don’t want the logo in the background; the logo can be at the top and first page ONLY. You can provide team members without providing company information in requisite sections identified in the solicitation that requires a response.
44-"Sec. L Instructions to Offeror’s – Volume 1 / Factor 1 – Technical:
Volume 2 / Factor 2 – Past Performance:" Past Performance Pages 104 & 105 of 112Would the Government please consider accepting contracts performed for other Federal Agencies besides DoD? Additional narrative not required for Volume 2, only PPQ
50-The solicitation requests we provide a staffing plan in two places — Subfactor 2 and Subfactor 3 of Volume I. Since Subfactor 3 is Security, is it safe to assume that the government wants the staffing plan included under Subfactor 2 only?
Staffing Plan is only required in Subfactor 2
51-The Past Performance Volume 2 says that PPQs must be for contracts completed for DoD. We are performing similar work for other federal agencies with very high security levels such as the Washington Monument, National Archives, and other non- DoD agencies. We respectfully request that PPQs be allowed from non-DoD federal agencies as long as the work is similar in size and scope.
PPQ will be allowed for Non-DOD federal agencies
