About this file

This document contains questions and answers to Amendment 0006 for solicitation W91QEX-21-R-0003 for J2 Security Services Support. The amendment requires vendors to resubmit a complete pricing proposal due to a change in the period of performance. Signatures are required for all amendments. The amendment increases the opportunity for small businesses to submit proposals by lowering the past performance reference requirement to $3.5 million, compared to the previous $5 million threshold. The goal is to maximize opportunities for small businesses. The government believes this amendment increases small business opportunities within the redefined requirement. No inherent disadvantage exists for previously unqualified vendors due to the lowered past performance threshold. The number of initial proposals submitted is not disclosed.

QUESTIONS AND ANSWERS TO AMENDMENT 0006

J2 SECURITY SUPPORT SERVICES

SOLICITATION #W91QEX-21-R-0003

1) Does the Mod 6 require a complete resubmission of a proposal to maintain compliance with response?

Yes, for the pricing since the Period of Performance has changed and we need your organization’s signed acknowledgement to Amendment 0006 as well.

2) For those vendors who submitted a proposal on 26 March 2021, are they required to resubmit a full, complete proposal to maintain compliance with response?

Please see the response for Question 1.

3) Are vendors required to sign and return MOD 6?

Yes, signatures are required for all Amendments.

4) In the previously released Q&As, question 55 stated, “Would the Government reduce the value of relevance to contracts to $3.5M which is closer to the set-aside threshold in effect during the last five years? The Government specifies the references could come from noncompetitive contracts but having a $5M threshold will eliminate references from the preponderance of 8(a) offerors with highly relevant contracts.”

The Government responded, “The Government remains to keep this requirement as is.“ Is it the Government’s intent to now allow more 8a eligible vendors to submit proposals?

Our goal has been and will always be to maximize the opportunity for small businesses to submit a proposal for this action. The Government believes this action increases this opportunity for small businesses in this redefined requirement.

5) In comparison to the provided incumbent contract number W91QEX-16-F-0003 which has a $10+M value over a 5-year period, how is relevancy determined at 1/3 ($3.5M) the value of the larger of the two combined efforts?

Our goal has been and will always be to maximize the opportunity for small businesses to submit a proposal for this action. The Government believes this action increases this opportunity for small businesses in this redefined requirement.

6) Will initially unqualified vendors, due to the $5M threshold Past Performance, have an inherent disadvantage to those vendors who previously submitted proposals?

The Government does not believe this is the case. Please see the response to your Question 5.

7) How many proposals were previously submitted?

This information is not for public knowledge.
