1. BASIS FOR AWARD: The Government will award Contract resulting from responses to Solicitation

W91QEX-16-Q-0037 to the responsible Offeror whose offer demonstrates the lowest evaluated priced offer which meets or exceeds the evaluation criteria below. The Offeror’s Proposal must fully respond to the minimum requirements as specified in the Addendum to FAR 52.212-1 of the Solicitation. In order for an Offeror’s proposal to be considered eligible for award, the Offeror must receive a rating of “Acceptable” in every non-price factor/subfactor as stated below. Proposals shall be initially ranked in order of lowest evaluated price to highest evaluated price before technical evaluation. The lowest total evaluated priced proposal shall be evaluated on a technical basis first. If the lowest total evaluated priced proposal is considered technically acceptable, no other proposals will be evaluated in a technical basis as it relates to the non-cost factors (Factors 1 and 2) below. If the first lowest evaluated price proposal is found to be technically unacceptable under factors 1 and/or 2, then the process described above will be conducted again to the next total lowest evaluated priced proposal, as many times as necessary, until such time as the Government identifies a technically acceptable offer with acceptable past performance and a contract award made to a responsible Offeror.

Note: The Government intends to award this requirement without discussions; however, the Government reserves the right to conduct discussions if the Contracting Officer later determines it is necessary. Additionally, the Government reserves the right to incorporate the proposal of the lowest priced technically acceptable offeror selected for contract award as an attachment of the resulting contract award.

(a) EVALUATION FACTORS:

FACTOR 1: TECHNICAL

FACTOR 2: PAST PERFORMANCE

FACTOR 3: PRICE

Note: If an Offeror receives a rating of unacceptable in any section under Factor 1 or 2 above, then the evaluator will immediately conclude evaluation of the Offeror’s technical proposal, will document the offeror’s technical unacceptability and the offeror’s proposal will not be further considered for award.

The minimum security clearance requirement for both the Offeror and its proposed personnel is/was active or interim at the time of proposal submission. Documentation has been furnished as part of this submittal for verification of appropriate clearance levels and active status.

The Technical Evaluation Board will rate Factor 1 - Technical in accordance with the following table:

Table A-1. Technical Acceptable/Unacceptable Ratings Rating Description Acceptable Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.

NOTE: The distinction between technical experience and past performance is technical experience pertains to the size and scope of work completed by a Offeror which is comparable to the type of work covered by this requirement, in terms of size and scope. Past performance relates to how satisfactorily or unsatisfactorily a contractor has performed on similar scoped contracts.

3. FACTOR 2: PAST PERFORMANCE

(a) Basis of Evaluation: To receive an Acceptable rating in this factor, the Offeror must demonstrate a trend of satisfactory performance on ALL submitted Past Performance Questionnaires (PPQs). The government shall consider the past performance information (a completed and accurately filled out PPQ) submitted by the Offeror as well as information obtained from any other source (e.g. Past Performance Information Retrieval System (PPIRS), Performance Recognition Documents, etc.) of past performance information available to the Contracting Officer at time of past performance evaluation.

The Offeror has submitted at least two PPQ but no more than three PPQs which meet the minimum recency and relevancy criteria as defined in the Addendum to FAR 52.212-1of the solicitation. Of the submitted PPQs, the contract references are considered recent and relevant (as defined in the Addendum to FAR 52.212-1 of the Solicitation) for which the Offeror was the prime contractor, subcontractor, or Joint Venture (JV) Partner. Satisfactory performance may include some or all of the following:

(1) Successful completion of tasks

(2) Deliverables that are timely and of good quality

(3) A display of cooperativeness and teamwork with the Government at all levels

NOTE: A trend of unsatisfactory performance from the evaluation of any PPQ or other source of past performance information will be verified for accuracy, documented accordingly, and may result in an unacceptable rating of Factor 2, Past Performance. PPQ’s received which do not meet the minimum criteria of recency and relevancy as defined in the Addendum to FAR 52.212-1 of the solicitation will not be considered and will not be evaluated. If this occurs, the Offeror’ past performance submittal will be considered “Unknown”. See Important Notice below for more information.

Table A-2. Past Performance Evaluation Ratings

Rating Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See Important Notice Below.)

Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Important Notice: In the case of a Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability “unknown” shall be considered “acceptable.”

4. FACTOR 4: PRICE

(a) Basis of Evaluation: The Government will evaluate the Offeror’s proposed prices to determine that the offered prices are fair and reasonable. The Government will evaluate ALL price proposals for award purposes by adding the total price for all Contract Line Item Numbers (CLINs) to obtain the total price for the basic requirement. As part of this price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding a six (6) month value of the Offeror's total proposed option period price to the Offeror's total proposed price. Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential six (6) month extension of services period. The Government will award a contract to the Offeror whose proposal represents the lowest total evaluated price to the government provided the Offeror’s proposal is given an “Acceptable” rating in all non-price evaluation factors.

i. Evaluation of an Offeror’s proposal shall be based on the information presented in the proposal submitted in accordance with the Addendum to FAR 52.212-1 of the Solicitation. The Offeror’s proposal will be evaluated, using one or more of the techniques defined in FAR 15.404-1 (See Note Below), in order to determine if it is fair and reasonable. In addition, the Government will review the Offeror’s proposal for completeness and accuracy.

1. In addition to the above, the offerors “Overtime Support Pricing Sheet” will be evaluated for price balance and reasonability only, using one or more of the techniques defined in FAR 15.404-1. The evaluation of the Offeror’s completed “Overtime Support Pricing Sheet” will not be considered part of the offeror’s total overall evaluated price; however, if the Offeror’s submitted pricing for Overtime Support is determined to be significantly unbalanced or unreasonable may be considered unacceptable under this factor and therefore unacceptable for contract award.

NOTE: Price Reasonableness: The techniques and procedures described under FAR 15.404-1(b), and as supplemented, will be the primary means of assessing price reasonableness.

ii. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

iii. A written notice of award or acceptance of an offer, mailed, or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
