Solicitation W91GY0-10-R-0029
Portable Explosive Storage Magazines
Questions # 4 – 09 June 2010
Q1. Do we still need to add only one hood or lock on each?
A1. Yes.
Q2. An 18x18x18 type 2 cap box will only have an interior space of about 7” cube. Is this big enough to support all the explosives or caps to be stored inside? A 30”x 30” x30 “type two ATF and government approved cap box will offer about 19” cube inside. The question is how much storage area is needed inside and we can build the outside accordingly.
A2. No change in specification for the cap box.
Q3. Can you advise what the award criteria will be? Will it be solely price or will it be best value?
A3. See page 46 of solicitation.
Q4. Do we need to add the cost of the locks in our price or will the end user supply their own locks?
A4. No locks are needed.
Q5. If we furnish the locks, what lock or locks does the customer need? We cannot furnish government keyed 833 locks only commercial keyed.
A5. No locks are needed.
Q6. Do you need ground kits or lightning protection for the magazines? ATF and the government requires two ground kits (grounding rod, cable and bracket) and the Lightning kit is two ground rods, the cables, brackets and lightning points on top. Note the US AF is the only branch that required the lighting protection kit, but other groups sometimes ask for them.
A6. Yes, proper grounding kits should be included in the package
Q7. Will this be a buy American Act requirement?
A8. Yes.
Q8. Will the units be required to be transported on US flagged ships
A8. See DFAR clause 252.247-7023 included in solicitation.
Q9. With an bid date of June 24th award date of around/by July 7; Delivery by August 16th will be impossible. It will take that long to arrange shipping and ship the units from a US port to
Baghdad, and that will be without any major delays at port or getting into the country. Therefore no time allowance for fabrication.
A9. The delivery schedule is flexible within reason. However, all proposals must address how the contractor plans to provide what they believe is a firm delivery schedule.
Q10. Is the end user looking for delivery of all 36 units at the same time?
A10. Partial shipments are allowed provided they conform to the predetermined delivery schedule.
Q11. Will the new IRAQ import tariffs and Reconstruction taxes be applied to this shipment?
Or will it be exempt because it is going to a Government location.
A11. Exempt.
Q12. Contractor completes the LEVE form AFTER being awarded the contract. Are we to
NOT include in our quote the amount for the potential levy? If after submitting the for it is determined that the levy IS due, who pays the levy?
A12. Your proposal must include all applicable fees.
