About this file
This is a Questions and Answers document for a Project Management Professional (PMP) Training solicitation that provides clarifications about key requirements. The solicitation is a 100% Set-Aside for Women-Owned Small Businesses, requiring contractors to be U.S. owned and based companies with at least 51% ownership/control by U.S. women citizens.
The document clarifies that training is for a total of 25 participants to be split across two classes, with classes running from 0900-1700 EST. Training must be completed by February 28, 2025, with preferred date ranges of Jan 27-31, Feb 10-14, or Feb 24-28, 2025. The contractor is to provide the 35 required training hours via approved platforms (Zoom, Microsoft Teams, or Google Meet), but does not need to include PMP exam fees in the pricing. Subcontracting is not permitted, including use of 1099 contractors. The government will provide attendee lists one week before classes begin. Training must cover required exam content but can include supplemental methods like case studies and storytelling.

Are all resources delivering on the contract required to be located in the United States and/or its territories?

I would like to clarify that the exam scheduling cannot be done by the instructor. It is an application process and students must meet certain criteria in addition to the 35 hours of training. The students schedule their exam through their private PMI account. We can offer application assistance for the students.
Assistance with the coordination and scheduling of the PMP Certification Exam is all that is required.
Are you also interested in the exam fee being included in the bid total for each student?
No, offeros shall only include the cost for the training for 25 participants.
Do you know if any of the participants are located outside the contiguous United States or at APO/FPO addresses?
All participants are located in the contiguous United States.
Could you confirm if both potential classes are for 25 participants each, or if the intent is to train a total of 25 participants distributed across two classes?
The Governments intent is to train a total of 25 participants across two classes.
Is the government aware that PMP candidates are required to submit an application to the Project Management Institute (PMI) for approval, which typically takes approximately five business days?
Yes, the Government is aware. See answer to Question #2.
Would the government like a dedicated session to assist participants in completing their PMP applications? Please note that this session would not count towards the required 35 contact hours for training. A half-day session is recommended to help participants focus and successfully complete their applications.
A dedicated session to assit participants in completing their applications is not required.
Assistance with the coordination and scheduling of the PMP Certification Exam is all that is required.
Would the government allow participants to be enrolled in a learning management system for access to certificates of completion and supplemental training materials? This allows for a seamless distribution of materials. No personal data would be captured as part of this process. Yes, this is allowable.
Is the government aware that a separate fee is paid directly to PMI to sit for the PMP exam? Should vendors include the exam fee in the proposal? If so, payment for the exam can only be made after the application is approved, which may extend the timeline by more than ten business days. Please note that once the application is approved, exam fees can be paid by the contractor on the student's behalf.
No, offerors shall not include the cost for the exam. Only the cost for the training of 25 participants is required. See answer to Question #3.

In the PWS for W91CRB_PMP_Training, it states "the training will not be sub-contracted". Does the government consider someone hired by the prime on a freelance basis a sub-contract?

The feedback will be based on the score of the practice exam and reviewing materials that most of the class missed on the practice exam.
Does the government allow the inclusion of narratives, case studies, or storytelling methods as part of the instructional approach?
Yes – as long as the required material/content is covered for students to successfully pass the exam.
Regarding the proposed date ranges (Jan 27–31, Feb 10–14, Feb 24–28, 2025), are these dates optional, or are they intended for splitting sessions among participants?
Additionally, will all students attend the same sessions, or can they be divided across these dates?
