About this file

This is a Questions from Industry document for federal contract solicitation W91CRB-26-Q-Night Vision, dated June 3-11, 2026. The document contains vendor inquiries and government responses clarifying procurement requirements.

The solicitation requires delivery of nineteen (19) AN/PVS-31D Night Vision Device Kits (NSN 5855-01-685-2918) under CLIN 0001, each equipped with White Phosphor Image Intensifier tubes meeting FOM 1600-1800 specifications and Generation 3 tubes only. Each kit includes a P-45 Viewer, carrying case, eye cups, lens caps, shoulder strap, lens paper, operator's manual, quick reference guide, and one Wilcox G24 Helmet Mount. CLIN 0005 separately requires nineteen (19) Wilcox G24 Helmet Mounts (P/N 28300G24-B, NSN 5855-01-593-6422), which are in addition to those included in CLIN 0001 per the Statement of Work. The RFQs represent related requirements to be evaluated independently. Image intensifier tubes must be U.S.-manufactured only and must comply with Berry Amendment specialty metals restrictions (10 U.S.C. 2533a and 2533b), DFARS clauses 252.225-7008 and 252.225-7009, and DFARS 252.225-7007 prohibiting acquisition from Communist Chinese Military Companies. Vendors must provide CMMC Level 2 (Self-Assessment) unique identifiers (UIDs) issued by SPRS for contractor information systems processing, storing, or transmitting FCI or CUI, with failure to provide this confirmation resulting in ineligibility for award. The Statement of Work has been updated for public accessibility with no access restrictions.

“Questions from Industry”

Vendor Question: We noted an apparent discrepancy in the required CMMC level. The Basis for Award section references confirmation of CMMC Level 1 (Self-Assessment) for eligibility, while DFARS provision 252.204-7025 and clause 252.204-7021 both specify CMMC Level 2 (Self). Could you please confirm the CMMC level required for this procurement, so we provide the correct status and UID with our quote?

Answer: This was a mistake and should reference Level 2.

Statement should be under BASIS of Award:

In accordance with DFARS provision 252.204-7025(d), “The Offeror shall provide, in the quote, the CMMC unique identifier(s) (CMMC UIDs) issued by SPRS for each contractor information system that will process, store, or transmit FCI or CUI during performance of a contract, task order, or delivery order resulting from this solicitation”. Failure to provide the UID and confirmation of CMMC Level 2 (Self-Assessment) for this requirement with quote submission will result in ineligibility for award.

Vendor Question: To ensure we are responding appropriately and not duplicating or misaligning our submissions, could you please confirm whether:

• These RFQs represent separate case lines or funding actions, or

• They are related requirements intended to be evaluated independently.

Answer: These are related requirements intended to be evaluated independently.

We also noted that helmet mounts are included in both CLIN 0001 and CLIN 0005. Could you please confirm whether this was intentional or if one of the CLINs should be adjusted?

Answer: “this was intentional and CLINS should not be adjusted”

In addition, the Statement of Work attachment appears to be labeled as sensitive; however, the same information appears to be included within the publicly accessible SAM.gov posting description and is available for unrestricted download. We would appreciate confirmation that this information was mislabeled and intended for public release, or whether any revisions or access controls are anticipated.

Answer: This document has been updated there should not be any issues with accessibility.
