Bidders are expected to examine this entire Invitation for Bids (IFB), including the Performance Work Statement (PWS), Technical Exhibits, and all provisions and clauses. Failure to do so will be at the bidder's own risk. To be considered for award, bids must comply in all material respects with the IFB. No negotiations or discussions will be conducted after bid opening. Award will be made based solely on the submitted bids.

1. Administrative Documents

2. Completed Pricing Schedule

3. Responsibility and Security Compliance Documentation

Because this is a sealed bid acquisition, no qualitative technical proposal evaluating the bidder's approach or methodologies will be accepted. However, to determine responsiveness and responsibility, the bidder must submit all documentation requested in Section L.3.3.

L.3 BID CONTENT REQUIREMENTS

L.3.1 Administrative Documents

Bidders must submit the following completed administrative documents:

Completed Standard Form (SF) 1449: Blocks 17, 30a, 30b, and 30c must be completed and signed by an authorized representative of the bidder.

Option Year III: 23 November 2029 - 22 November 2030

Option Year IV: 23 November 2030 - 22 November 2031

The pricing must be calculated based on the Estimated Workload Data in PWS Technical Exhibit 3, assuming 2,040 hours per year for each of the following labor categories:

1. IT Sys Solutions Architect-Sr (Key Personnel / Contract Manager)

2. IT Certified Professional-Sr

3. Surge Effort - IT Certified Professional-Sr

4. Surge Effort - IT Certified Professional-Sr

Note on Travel and ODCs: In accordance with PWS Sections 1.5.13 and 1.5.14, Other Direct Costs (ODCs) and travel are not anticipated. Bidders shall not include ODCs or travel costs in their pricing schedule.

L.3.3 Responsibility and Security Compliance Documentation

Bidders must submit the following mandatory documentation. Failure to submit this documentation with the bid may render the bid non-responsive and ineligible for award:

1. Active Secret Facility Clearance: Bidders must provide proof of an active SECRET Facility Security Clearance (FCL) from the Defense Counterintelligence and Security Agency (DCSA) (formerly Defense Security Service) at the time of bid submission, in accordance with PWS Part 4.2.

2. Personnel Security Clearance Certification: A signed statement certifying that all proposed personnel (except the specified Surge position) possess an active SECRET security clearance

Note on Quality Control Plan (QCP): In accordance with PWS Section 1.5.1, the QCP is not an evaluation factor for this sealed bid and shall be delivered to the Contracting Officer (KO) and COR within 30 days after contract award.

L.4 INDUSTRY QUESTIONS AND GOVERNMENT RESPONSES

L.4.1 Clarification and Question Submission Process

Prospective bidders are encouraged to submit any questions, ambiguities, or requests for clarification regarding this Invitation for Bids (IFB), the Performance Work Statement (PWS), or any associated solicitation attachments.

Format: Questions must be submitted in writing using a tabular format that references the specific Solicitation Section, Page, and Paragraph/PWS Clause number to which the question pertains.

Method of Submission: All questions must be sent electronically via email to both the Contracting Officer Todd Strasavich at and the Contract Specialist Pasqulita Todd.M.Strasavich.civ@army.mil Jackson at . The email subject line must read: "IFB pasqulita.n.jackson.civ@army.mil W91CRB26BA006 - ATC Cybersecurity Support - Clarification Questions".

Submission Deadline: To ensure the Government has sufficient time to analyze and generate accurate responses, all questions must be received no later than TBD est. The Government is not obligated to review or respond to questions received after this deadline.

L.4.2 Government Response Method

The Government will address industry inquiries using the following framework to preserve fairness and clarity:

Consolidation and Anonymization: The Government will compile all relevant questions received from prospective bidders. To preserve competitive anonymity and a level playing field, all questions will be stripped of company-identifying details before responses are generated.

Official Written Responses (Amendments): Official answers to industry questions will be documented and issued as a formal amendment to this IFB. The amendment will be posted publicly to the government-wide point of entry, the System for Award Management (SAM.gov).

Non-Binding Status of Oral Statements: Only written responses published via a formal IFB amendment on SAM.gov are official and contractually binding. Any oral clarifications, explanations, or instructions provided by Government representatives (whether during pre-bid communications or public opening sessions) are entirely informal and hold no legal weight. If a discrepancy arises between an oral discussion and the written solicitation/amendments, the written text of the solicitation and its subsequent amendments shall take precedence.

Acknowledge Required: Bidders must formally acknowledge receipt of all solicitation amendments in accordance with the administrative instruction in Section L.3.1. Failure to acknowledge a material amendment may render the submitted bid non-responsive, leading to rejection.

L.5 PUBLIC BID OPENING

In accordance with FAR 14.402-1, all bids received prior to the bid closing time will be publicly opened. The electronic bid opening will be conducted via $$Insert Virtual Meeting Link/Location$$ on $$Insert Date$$ at $$Insert Time$$ Local Time. Bidders and their authorized representatives are invited to attend. The names of the bidders and the total bid prices will be read aloud and recorded.

*** END OF NARRATIVE 1 ***

M.1 BASIS FOR AWARD

In accordance with FAR Part 14, Sealed Bidding, the Government will award a single, Firm-Fixed- Price (FFP) commercial services contract to the responsible bidder whose bid, conforming to the Invitation for Bids (IFB), is most advantageous to the Government, considering only price and price-related factors.

Because this acquisition is conducted under Sealed Bidding procedures, there will be no technical-price tradeoffs or subjective evaluations of the bidder's methodology. Award will be made to the lowest-priced, responsive, and responsible bidder.

M.2 RESPONSIVENESS EVALUATION (PASS/FAIL)

The Government will evaluate all bids to determine if they are responsive to the material requirements of the IFB. A bid will be rated PASS (Responsive) if it meets all of the following criteria:

1. Timeliness: The bid was submitted electronically before the exact deadline specified in Section L.2.

2. Administrative Conformance: The bid includes a completed and signed SF 1449, signed acknowledgements of all issued amendments (if applicable), and active SAM.gov representations and certifications.

3. Unqualified Bid: The bidder has submitted a completed Pricing Schedule without any alterations, reservations, qualifications, or exceptions to the terms, conditions, and PWS requirements of the

IFB.

4. Facility Clearance Compliance: The bidder has provided valid proof of an active SECRET Facility Security Clearance (FCL) at the time of bid submission.

5. Security and Certification Assurances: The bidder has provided the mandatory signed certifications verifying personnel security clearances, Top Secret surge clearance capability, and DoD 8570.01-M / DoDD 8140.01 compliance at contract award.

6. Conformance with Minimum Personnel Requirements (Reflected in Resume/CV):

a. IT Solutions Architect Sr.: must have CISSP certification and a minimum of 10 years working experience managing RMF lifecycle reporting and at least 5 years of progressive requirements for network expansion and cloud/enclaves. Additionally, the resume must reflect experience with the following systems/protocols: DoD RMF policies and practices, security audits, risk assessment practices, DISA STIG compliance, knowledge of NIST special publications, FIMSA compliance, and former experience as a Server Administrator or Network Administrator.

b. All Other IT Certified Professionals: CASP+ (now called Security X) or equivalent certification and at least 5 years of experience supporting RMF lifecycle reporting and software/hardware reconciliation. The one surge position for Top Secret effort must have a minimum of 3 years supporting the lifecycle documentation for Top Secret environments.

Bids determined to be non-responsive (FAIL) will be rejected and excluded from further consideration for award.

M.3 PRICE EVALUATION

Responsive bids will be evaluated by the Contracting Officer to calculate the Total Evaluated Price (TEP) and ensure pricing integrity.

Total Evaluated Price (TEP) Calculation: As prescribed in FAR 52.217-5 (Evaluation of Options), the Government will evaluate bids for award purposes by adding the total price for all option years to the total price for the base year. The TEP will be calculated as the sum of:

o Base Year Fixed Price (IT Sys Solutions Architect-Sr, IT Certified Professional-Sr, and both Surge Positions at 2,040 hours each) o Option Year I Fixed Price (same labor categories and hours) o Option Year II Fixed Price (same labor categories and hours) o Option Year III Fixed Price (same labor categories and hours) o Option Year IV Fixed Price (same labor categories and hours)

Evaluation of Options: Evaluation of options will not obligate the Government to exercise the option

(s) during contract performance.

Unbalanced Pricing: In accordance with FAR 14.404-2 and FAR 15.404-1(g), the Government may reject a bid if the prices proposed are materially unbalanced. A bid is materially unbalanced when it is based on prices significantly understated for some work and prices which are significantly overstated for other work, creating a reasonable doubt that the award will result in the lowest actual cost to the Government.

M.4 RESPONSIBILITY DETERMINATION

Prior to contract award, the Government will conduct a responsibility determination of the apparent low bidder in accordance with FAR Subpart 9.1. To be determined responsible, the prospective contractor must meet all standards under FAR 9.104-1, which include:

Financial Resources: Having adequate financial resources to perform the contract, or the ability to obtain them.

Performance Record: Having a satisfactory performance record (verified through CPARS and other government databases). Bidders must not have a record of default or serious deficiencies in past performance. Bidders with no performance record are to be viewed as "neutral".

Integrity and Ethics: Having a satisfactory record of integrity and business ethics.

Organization and Controls: Having the necessary organization, experience, accounting and operational controls, and technical skills (including the capability to implement the required Quality Control Program within 30 days of award).

Equipment and Facilities: Having the necessary production, construction, and technical equipment and facilities, or the ability to obtain them.

Eligibility: Being otherwise qualified and eligible to receive an award under applicable laws and regulations (e.g., not active on the SAM.gov Exclusions list).

If the apparent low bidder is determined to be non-responsible, the Government will proceed to evaluate the responsibility of the next lowest responsive bidder.
