About this file
This document is a Questions and Answers file for Solicitation W91CRB25R5023, a U.S. Army Foreign Military Sales (FMS) contract for Night Vision Devices for Albania. The solicitation requires the procurement of night vision equipment, including 34 monoculars (specifically P/N 245620-023), 100 night vision monocular adapters (MND-160 Head/Helmet adapter assembly), and related support equipment. The contract will be awarded to a single contractor capable of providing all line items, with technically equivalent equipment acceptable as long as it meets U.S. MILSPEC standards.
Key clarifications from the Q&A include: export documentation and shipping will be handled by the U.S. Government, with only initial vendor contact required to DCMA; the preferred night vision device supplier is L3 Harris, but technically equivalent systems are permissible; and the monocular quantity is confirmed as 34 units, not 68. The procurement is being conducted by the U.S. Army Communication Electronics Command (CECOM) Security Assistance Management Directorate (SAMD) for the country of Albania, with equipment required to pass Group A testing B, C, and D lot testing.

Combined Synopsis Solicitation: W91CRB25R5023 Night Vision Devices - Albania Questions
Question #2:
• I am just completing your quotation for the solicitation but I want to clarify the helmet and model number you have for the adapter as we have a couple of different options and models and I want to check I am quoting on the correct model. I would also like to confirm that this order will be collected as stated on the solicitation and this was not an error. Please refer to the below, the P/N for the adapter is called out in the description:
3.1.4 NVD Support equipment. The contractor shall deliver one hundred (100) each night vison monocular adapter.
| P/N | Description | QTY | |
| MND-160 | Head/Helmet adapter assembly 1 | ||

Question #3:
· If you don’t mind me asking, will only one contract be awarded to the contractor able to provide all line items in the SOW? Yes.
· Or will it be awarded to the lowest technically compliant bidder based on each line independently? No
· Additionally, we understand that the preferred source of supply for the binoculars is L3 Harris.
Could you please clarify if only the L3 Harris system will be accepted, or if we are able to offer a technically compliant equivalent (since it is mentioned in the SOW “Equipment shall be provided in accordance with U.S MILSPEC and Group A testing B, C and D lot testing, and shall meet the specifications and performance criteria stated in this SOW.”? Technically equivalent is acceptable as long as it meets the MILSPEC
· And lastly, since the end destination is Albania, is the contractor responsible for export documents and shipping to the end destination? Or will it be taken care of by the U.S. Army? All export documentation and shipping will be handled by USG. Only support needed by vendor is initial contact to DCMA for organization of such.
Question #4:
· In Statement of Work, Section 3.1.2, entitled, “Night Vision Device Monocular”, two (2) different monocular part numbers are listed: 1) P/N 245620-023, description: LA MVD, M914A, AG; and 2) P/N 245508-023, description LA MNVD assy, M914A, WP.
While the Part Numbers differ slightly, it appears you are requesting two (2) Monoculars to be delivered with each line item, i.e., instead of Qty 34 Monoculars, it would result in Qty 68 Monoculars. Please confirm which part number you wish to be included while removing any duplicate, or is a spare monocular to be included with each monocular purchased? P/N 245620-023, description: LA MVD, M914A, AG. The second part number the kit contents for the first part number. The assembly for the whole system. Only qty 34 is required.
