About this file

This document is a Questions and Answers (Q&A) file for a Federal Request for Proposal (RFP) related to Night Vision Devices (NVDs) for Foreign Military Sales to Serbia. The Q&A provides clarification on specific technical requirements for the AN/PVS-14 Night Vision Devices, including tube specifications, device characteristics, and accessory options. Key technical details include a requirement for White Phosphor tubes with P45 phosphor type, a Figure of Merit (FoM) not less than 1800, and a preference for a device weight around 350 grams with a black outer color.

The document indicates that offerors can generally bid alternate accessories with part numbers, and there are no strict brand preferences for tubes. The solicitation is a 100% Small Business set-aside for 700 NVD units, with proposals due by noon EDT on May 21, 2025. The evaluation will use a Lowest Price Technically Acceptable (LPTA) methodology, and vendors must submit a technical proposal demonstrating compliance with the Statement of Work requirements. The contract will be for Foreign Military Sales (FMS) under case RB-B-WBA, managed by the U.S. Army Communication Electronics Command (CECOM).

AE25043 RB-B-WBA W91CRB25R5020 RFP Questions & Answers

Question: For the tubes, Is the solicitation calling for White or Green Phosphor tubes? Any brand requirement?

Answer: White Phosphor Tubes

Question: Tube Brand Requirements?

Answer: There are no firm preferences from our side. However, more important things than the brand, are the expected performances such as Figure of Merit (FoM) which should not be less than 1800

Question: for the NVD, are there any requirements for the features, size, color, or weight?

Answer: Outer device color should be black, for other aspects we do not understand what is fixed from manufacturer's side and what can be chosen. For example, usual weight of similar devices is around 350 grams. If less, of course it is better

Question: For the accessories, are we permitted to bid alternates for the accessories listed with Part Numbers?

Answer: . In general, it is possible.

Question: is there any preference as to the image tube phosphor type/color? (P43 for Green Phosphor or P45 for White Phosphor).

Answer: P45 for White Phosphor
