This document is a Questions and Answers file for Solicitation W91CRB25R5018, addressing a Foreign Military Sales (FMS) contract for Night Vision Devices (NVDs) for Mexico. The Q&A clarifies several key technical and procedural details, including confirmation that this is a new contract opportunity with 100% small business participation, delivery timeframe of 30 April 2026, and specific requirements for AN/PVS-14 Night Vision Devices. Critical technical specifications include a Figure of Merit (FOM) between 1800-2000, white phosphor technology, and 100% image intensifier Group A testing compliance.

Key clarifications from the Q&A include confirmation that: vendors will not directly ship materials but submit Shipping Instructions Requests to DCMA transportation, only Group A testing is required for image tubes, both specified helmet mounts (Rhino I and Rhino II) must be included, and the country is requesting 400 complete PVS-14 devices plus 400 additional spare monocular assemblies. Question 1:

We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

If not brand new, could you please provide the current / previous contract number?

Government answer:

This is new opportunities for specific FMS country. Foreign vendors can't compete because we are doing 100% small business participation.

Question 2:

What is the timeframe for delivery on this?

Government answer:

Timeframe for delivery is 30 Apr 2026. (About ten (10) months of award).

Question 3:

How does this contract work in regard to ITAR and exporting?

Government answer:

Since these items are on a Letter of Offer and Acceptance (LOA) for the Foreign Military Sales (FMS) program the LOA acts as the export authority. You will not be exporting/shipping these items. The Government will be responsible for that.

Question 4:

Do you have additional information on the end user? Is this for DOS or FMS, etc ?

Government answer:

This is FMS for the country of Mexico.

Question 5:

Kindly provide the Shipping / Delivering address of AN/PVS-14, GEN III, Monocular Night Vision Device.

Government answer:

Vendors shall not ship material. Vendor will submit Shipping Instructions Request (SIR) to DCMA transportation for subsequent shipment instructions. Please see “Shipping Instructions” in the combined Synopsis/Solicitation.

Question 6:

We have been asked clarification by the image tube manufacturer regarding the Group B, C and D lot testing section of the requirement. The solicitation calls for the following:

“100% of the image intensifiers must pass Group A testing. Group B, C and D lot testing must be in accordance with U.S. MILSPEC acceptance standards.”

Per manufacturer, 100% tubes shipped get Group A-testing (Photo Cathode response, gain, resolution, signal to noise etc.). Nevertheless, for group B,C, D it says they mut be “in accordance with…”, which could be understood that they are expected to be made to the U.S. Military Standard, but not necessarily go through the actual tests.

Tubes are already manufactured using the same material and processes, therefore the B,C and D testing requirement to be satisfied by the tests they are performing for in house US Government contracts.

Groups B - environmental testing (Vibration, Shock, etc.) , Group C – further environmental testing (Humidity test, Temperature tests,) Group D testing - reliability test. - Testing individual tubes can lasts a couple of months – so the delivery date would move 3-6 months out further than our standard delivery of over a year at this time.

Is not an issue of passing but it takes a lot of time and effort which will most likely increase image tube cost/selling price of the finished product.

Therefore, please advise if the only actual test requirement is for Group A and the others are understood to be meet by the already set in place manufacturing processes.

Government answer:

Engineer confirmed that the only actual test requirement is for Group A.

Question 7:

In the list of items to be provided, it shows two helmet mounts NSN 5855-01-457-2953 Rhino I and NSN 5855-01-610-8704 Rhino II.

Please confirm that the customer is requesting two separate helmet mounts to be included with each PVS-14

Government answer:

Confirmed both helmet mounts to be included.

Question 8:

Can you tell me what FOM they are requiring for these devices?

Government answer:

The Figure of Merit (FOM) for the NVDs MUST NOT exceed 2000. No less than 1800.

Question 9:

Please confirm which helmet mount the Government wants delivered with this Solicitation, or whether the Government wants the two (2) helmet mounts described.

Government answer:

The Government wants both helmet mounts to be included.
