SUBJECT: SOLICITATION: W91CRB-24-R-TIPP – EN-B-UDY; REQUEST for QUOTE (RFQ)

AMENDMENT 0004:

Question 1

Section 4 “SECURITY AND Operational Security (OPSEC),” has requirements that seem to be aimed at contracts which require implementation services that would require contractor and subcontractor employees to have physical access to a customer site. This contract is for products and services only, with no services being provided. No contractor or subcontractor employees will be accessing any physical government locations. As such, can these requirements be removed from the solicitation?

If the answer to this question is no, then please review the additional question provided below.

Answer: For any Hardware delivery that does not include OCONUS services. The CDRLs can be removed.

Question 2

In Section 4.1 “SECURITY AND Operational Security (OPSEC), Antiterrorism (AT)/iWATCH” there are several requirements for training, including AT Level I training, AT Awareness training, iWATCH training, and OPSEC training. It appears that all of these requirements ONLY apply to contractor and subcontractor employees who require “access to installations, facilities and controlled access areas,” or those who must travel overseas from the US during the performance of the contract.

If no installation or other services are being provided under the awarded contract, can the government please confirm that the training detailed in this section would not apply?

Question 3

In Section 4.2 (a) “OPSEC,” there is a requirement to develop an OPSEC SOP Plan. Will the government provide a template or standard format for the contractor to use when developing this plan?

Question 4

In Section 4.2 (a) “OPSEC,” there is a requirement that the “contractor shall have an identified certified Level II OPSEC coordinator per AR 530-1.” Can the government elaborate on the role of an OPSEC “coordinator” as to exactly what level of training would be required to meet this requirement? Based on our understanding, the OPSEC Level II training requires a three-day certification course. However, that appears to apply to an OPSEC Program Manager and perhaps would be lessened at the coordinator role?

Question 5

In Section 4.2 (b) “OPSEC,” there is a requirement that the “contractor employees must complete Level I OPSEC Awareness training within 30 calendar days of reporting for duty and annually thereafter..” Our understanding is that the OPSEC Level I training is an online web-based course that is free to take. Can the government please elaborate on which contractor employees this requirement would apply to?

Question 6

Are large companies allowed to submit a price quote and be qualified to be considered for the award for this requirement?

Answer: Yes, large and small companies can submit a priced quote and be qualified to be considered for the award for this requirement. (Brand Name Full and Open Competition).
