Questions and Answers

Question 1: Would the Government clarify whether this contract will be FFP or CPFF?

Spreadsheet reflects CPFF; however; the RFP reflects FFP.

Answer: See Section B and updated Cost Model.

Question 2: Has the Government specified a clearance level for personnel serving on this contract?

Answer: The only security requirement is that personnel meet requirements for CAC issue as identified under 5.2 in PWS.

Question 3: Is the Government currently seeking resumes for the four (4) FSRs required to start performance, or are Contractors to submit all eight (8) personnel at time of proposal submission?

Answer: See amended Section L.

Question 4: Would the Government clarify the Period of Performance for this effort? Is this a

24-month base or a 1-year base with a 1-year option?

Answer: See Section B and updated Cost Model.

Question 5: Would the Government clarify what is included in the ODC plug numbers? Do these figures include items such as:

a. An R&R allowance;

b. Hazard hardship;

c. Cost of living on the Iraqi economy and providing security

d. Visa processing?

Answer:

Question 6: Will the Government consider excluding the Past Performance volume from the

Technical volume 10 page limit as well?

Answer: See amended Section L.

Question 7: Are there going to be work locations in Iraq, other than Baghdad, where we should expect to deploy FSRs? If so, could the Government please identify those locations?

Answer: No.

Question 8: Does the Government maintain a relationship with a life support company or must the provided have their own relationships?

Answer: No. Contractor must establish a relationship with a life support company.

Question 9: If a location is on one of the existing US support bases, is the provider obligated to use current security and life support?

Answer: There is no Government provided security or life support.

Question 10: Do security transport team members need clearances?

Answer: The security team must be certified and licensed to operate in Iraq.

Question 11: Can security team members and interpreters be other country nationals and/or Iraqi nationals?

Answer: See Answer to Question 10. Interpreters can be an Iraqi National.
