PURCHASE and QUALITY ASSURANCE TESTING of CRUSHER GAUGES: TYPES M11, T17, & T19

1. Background. The Government has a long history of testing weapon systems. The measurement of peak pressure inside of a large caliber cannon or mortar tube is extremely important to verify the safety and soundness of the tube. To measure this pressure, the Army along with NATO has developed precision mechanical gauges and a standard method to accomplish this task. The US Army stock is getting low and needs to be replenished to continue to perform this critical mission. There are three types of gauges that need to be procured; Type M11 High Pressure Gauge, Type T17 Low Pressure Gauge, and Type T19 Mid Pressure Gauge.

2. Performance.

A. The contractor shall deliver 1,925 Crusher Gauges in boxes of 25. The gauges shall be manufactured in accordance with the applicable drawings except for the calibrated copper sphere and the bronze ball spring, which are not part of this contract requirement. The breakdown of gauges are as follows:

B. Manufacture of the gauges shall be in accordance with the following:

1. Gauges shall be manufactured in accordance with Dwg No. listed in Table above.

2. Contact Aberdeen Test Center for serial number information.

3. All tolerances, finishes, and treatment of materials shall be in strict conformance with dimensions and specifications shown on each gauges respective drawing.

4. In the manufacture of each gauge, precision tool procedures are extremely critical to the successful production of the gauges to meet the requirements.

5. All components must be free of burs, scratch marks, or any other defect which can affect the interchangeability of components as well as overall serviceability of the gauges.

C. Preservation, Packaging, Packing, and Marking:

1. All finished steel gauge components shall be given a coat of light oil by the manufacturer prior to shipping.

2. Assembled gauges shall be individually wrapped in waxed or greased paper. They shall be shipped either in individual pasteboard cartons or in cartons of 25 or less, properly marked for identification.

3. All miscellaneous gauge components shall be strictly wrapped and shipped in pasteboard cartons properly marked for identification, with only a sufficient number of components per carton to assure against damage in transportation.

4. Marking for shipment shall be in accordance with MIL-STD-129.

D. Quality Assurance Provisions for Crusher Gauges: Types M11, T17, & T19

This quality assurance control plan will be utilized for the contracting and manufacture of all M11, T17, and T19 internal crusher pressure gauges. This plan is a companion document to drawings no. 0180 (M11), no. 0170 (T17), and no. 0199 (T19). The purpose of this plan is to ensure that all gauges manufactured and put into service are good quality gauges that work and function as intended.

This plan is divided into 4 sections:

Section 1: Background and purpose of the Internal Crusher Gauges.

Section 2: Site Visitation Section 3: First Article Requirements.

Section 4: Lot Acceptance Requirements.

1. Section 1: Background and Relevant Information

Crusher gauges are precision mechanical gauges used in the measurement of pressure in weapon systems.

a) The M11 gauge has a piston area of 1/60 in² and a useable pressure range from

12,000 psi to 115,000 psi. The gauge as furnished consists of four pieces:

CLOSING CAP ASSEMBLY, BODY ASSEMBLY, PISTON, and SPRING. Each gauge body will be engraved with the manufacturer’s symbol or initials, the year of manufacture, “M11” identification, and a serial number. The drawing number for this gauge is no. 0180.

b) The T19 gauge has a piston area of 1/30 in² and a useable pressure range from

6,000 psi to 58,000 psi. The gauge as furnished consists of five pieces: BODY ASSEMBLY, PISTON, PLUG, SPRING, and SPRING RETAINER. Each gauge body will be engraved with the manufacturer’s symbol or initials, the year of manufacture, “T19” identification, and a serial number. The drawing number for this gauge is no. 0199.

c) The T17 gauge has a piston area of 1/15 in² and a useable pressure range from

3,000 psi to 29,000 psi. The gauge as furnished consists of four pieces: CLOSING CAP ASSEMBLY, BODY ASSEMBLY, PISTON, and SPRING WASHER. Each gauge body will be engraved with the manufacturer’s symbol or initials, the year of manufacture, “T17” identification, and a serial number. The drawing number for this gauge is no. 0170.

2. Section 2: Site Visitation

a) Proposed manufacturing facilities will be subjected to an inspection by a government representative to insure the plant is capable of producing the pressure gauges to drawing requirements. The manufacturer’s tooling, inspection methods, and quality controls will be reviewed.

b) The prime contractor shall be held liable for the quality of any subcontracted work performed under the contract.

3. Section 3: First Article Requirements

a) The contractor shall deliver 20 completed gauges of each type (M11, T17, & T19), within 120 days from the award date of this contract, to the government at the US Army Aberdeen Test Center for first article testing (FAT). The shipping documentation shall contain the contract number and the Lot/Item identification.

b) The gauges submitted for FAT shall represent items to be manufactured, using the same processes and procedures as would be used in full production. The gauges need not be assembled for the FAT.

c) The US Army Aberdeen Test Center will perform a complete dimensional and material inspection for each set of 20 gauges submitted. ATC shall determine conformance of the parts to the tolerances, finishes, and treatment of materials specified in each gauge drawing. Dimensional and material requirements for each type of gauge will be taken from its applicable drawing listed in section 1 above.

d) Within 30 calendar days after the Government receives a first article, the

Contracting Officer shall notify the Contractor of the conditional approval, approval, or disapproval of the first article. A notice of conditional approval or approval shall not relieve the Contractor from complying with all requirements of the specifications and all other terms and conditions of the contract. A notice of conditional approval shall state any further action required of the contractor. A notice of disapproval shall cite reasons for the disapproval.

e) If the first article is disapproved, the contractor, upon government request, shall submit an additional first article for testing. After each request, the contractor shall make any necessary changes, modifications, or repairs to the first article or submit a new first article of 20 gauges. All costs related to these tests are to be borne by the Contractor, including any and all costs for additional tests following a disapproval.

The Contractor shall furnish any additional first article to the Government under the terms and conditions and within the time specified by the Government. The Government shall act on this first article within the time limit specified above. The Government reserves the right to require an equitable adjustment of the contract price for any extension of the delivery schedule or for any additional costs to the Government related to these tests.

f) If the contractor fails to deliver any first article items on time, or the contracting officer disapproves any first article, the contractor shall be deemed to have failed to make delivery within the meaning of the Default clause of this contract.

g) Once the contractor has received a notice of approval for a first article of 20 gauges, they may proceed into full production. The 20 approved first article gauges will be returned to the contractor and may be included in the production quantity.

h) The Government may waive the requirement for first article approval test where supplies identical or similar to those called for in the schedule have been previously furnished by the Offeror/Contractor and have been accepted by the Government.

The Offeror/Contractor may request a waiver.

i) The Contractor shall produce both the first article and the production quantity at the same facility.

4. Section 4: Lot Acceptance Requirements

a) Once full production begins, gauges will be randomly sampled (as close as possible) and inspected. The US Army Aberdeen Test Center will perform these inspections.

b) The number of gauges inspected will be determined by ANSI/ASQC Z1.4 using the normal double sampling plan, general inspection level II. The Acceptable Quality Limit (AQL) shall be 1.0 for major defects and 4.0 for minor defects. Major defects are applicable to any specification requiring dimensions or tolerances better than

0.001 inch. Any lot of gauges which fail to meet their specifications and requirements based on this inspection plan will be returned to the contractor for rework or replacement.

c) Once lot acceptance testing is complete, the inspected lot of gauges will be considered acceptable to be placed into service.

E. The contractor shall perform Paragraphs 2.A through 2.D no later than 180 days after contract award. Delivery and first article test shall be performed within regular business hours. Business hours are 0700-1630, Monday through Friday, excluding federal holidays.

3. Government Furnished Property or Assistance. Government furnished information will include a technical drawling.

4. Delivery/Logistics.

4.2 Inspection and Acceptance of the items will be conducted at destination by authorized ATC Government personnel.
