The required response date/time has changed from 04-Oct-2017 10:00 AM to 17-Oct-2017 10:00 AM.

The following have been added by full text:

AMENDMENT(S)

Amendment 1

1. Question: Reference: Solicitation p. 3 "Invoicing Instructions for all task orders resulting from this solicitation: Task orders equal to or less than $50,000.00 shall be billed by the contractor at the completion of the task order. A quarterly payment schedule MAY be negotiated for task orders greater than

$50,000.00" Question: The government indicates in the evaluation criteria for Factor 3, a desire that the

Prime Contractor develop a small business participation plan that includes Small Businesses in a broad spectrum of socio-economic categories. The payment schedule mandated on page 3 of the solicitation will negtively [sic] impact a small business's ability to support task orders as many SBs are unable to maintain cash reserves in excess of the $50,000 task order threshold. Will the government consider allowing monthly billing in order to enhance the offeror's ability to attract small businesses to support this contract?

Answer: An apparent awardee will need to be determined responsible in accordance with FAR Part 9. In particular, FAR 9.103(a) “Purchases shall be made from, and contracts shall be awarded to, responsible prospective contractors only.” Part of the determination of responsibility, as required by the FAR, is that the contractor have adequate financial resources to perform the contract, or the ability to obtain them.

Therefore, the Government will not consider monthly billing below the stated threshold.

2. Question: Reference: Solicitation p.4 - Instructions to Offerors: "Each section shall be submitted via email in Word of Excel." Question: This appears to be a typo. Can to government please correct for clarity?

Answer: The correction has been made: Each section shall be submitted via email in Word or Excel.

3. Question: Reference: Solicitation p. 5. Question: No page limit is specified for the Small Business Subcontracting Plan. Is there a page limit for this document?

Answer: There is no page limit.

4. Question: Reference: Solicitation p. 5 - "The offeror’s proposal along with its subcontractors’ shall be delivered together in the same package." Question: It is possible that a subcontractor's portion of the proposal, particularly pricing may contain proprietary information that they do not wish the prime contractor to be privy to. Will the Government please consider authorizing the subcontractors to submit sensitive proprietary information such as pricing in a sealed package sent separately to the Contracting

Officer?

Answer: No. See FAR 15.404-4. The prime must determine that their subcontractor’s proposal is fair and reasonable and include the analyses in the price narrative. For the pricing sheet, the prime only needs to provide the labor rate that the subcontractor is charging the prime. The Government anticipates competition. If there is not competition, the Government may request other than certified cost or pricing data at which time the subcontractors may be requested to submit their proposals separately.

5. Question: Reference: Solicitation p. 4-5 Question: On page 4-5 of the solicitation, the technical subfactors are indexed with numbers. In the PROPOSAL CONTENT REQUIREMENTS section they are indexed with letters. Recommend the Government use numbers throughout the document for consistency and clarity.

Answer: It has been corrected.

6. Question: Reference: Solicitation p. 6 - "If the contractor proposes to subcontract more than 15% of the effort or team, the contractor must then submit a separate document, not exceeding 2 pages providing an outline of how the effort will be divided among the contractor’s corporate entity and proposed subcontractors." Question: " Q. What section of the proposal should contain this 2 page outline? Would the Government please confirm that this not be counted as part of the page count of any section as all offerors are not required to submit this item?

Answer: This is a SEPARATE documents of not more than 2 pages in length that is part of Subfactor b:

Staffing. It does not count towards the 10 page limit for TECHSTAFF.

7. Question: Reference: Solicitation p. 8 - Factor I" - Technical - "A detailed explanation of the criteria for the evaluation is set forth in the “Evaluation Approach,” Paragraph B of this section." Question: No paragraph B is indicated. Can the Governemnt [sic] please identify paragraph B?

Answer: The reference to “Paragraph B” has been eliminated.

8. Question: Reference: Solicitation p.8 - BASIS FOR AWARD - "Evaluate each subfactor as it applies to the PWS." Question: "Factor 1 - Subfactor a. includes requirements that reference only a portion of the

PWS: ""The offeror's proposal shall: Demonstrate ability of having provided three years of corporate experience within the last five years in the areas of Control and Communications Cyberspace Operations

(C3CO) Analysis, Technical Readiness Assessments (TRAs), Chemical Demilitarization (Chem Demil)

Analysis, and Combat Simulation Methodologies."" Several PWS sections including 2.9 PoF and

Reliability Analyses and 2.13 Geospatial Analysis are not included in this. Can the governement [sic] please confirm that the offeror is not required to develop an approach for PWS requirements that are not referenced in the Technical Subfactor A Proposal Content Requirements."

Answer: Yes.

9. Question: Reference: Solictation [sic] p.8-9 - EVALUTION APPROACH - "The evaluation of past performance will include the contractor’s history of reasonable and cooperative behavior, providing highly trained personnel, commitment to customer satisfaction, record of conforming to applicable law and industry standards." Question: It is the intent of all government solicitations to provide an objective evaluation of each offeror's proposal. The inclusion of an evaluation of a contractor's history of

"reasonable and cooperative behavior" appears to introduce a subjective measure that threatens the objectivity of the selection process. Will the government please remove this evaluation criterion in order to provide a more objective, measurable evaluation of offeror proposals. [sic]

Answer: The following has been deleted: The evaluation of past performance will include the contractor’s history of reasonable and cooperative behavior, providing highly trained personnel, commitment to customer satisfaction, record of conforming to applicable law and industry standards.

10. Question: Reference: Solictation [sic] p.8-9 - EVALUTION APPROACH - "The evaluation of past performance will include the contractor’s history of reasonable and cooperative behavior, providing highly trained personnel, commitment to customer satisfaction, record of conforming to applicable law and industry standards." Question: How will the government assess the contractor's "record of conforming to applicable law and industry standards"[sic]

Answer: See Question 9 Answer.

11. Question: Reference: Solictation [sic] p.8-9 - EVALUTION APPROACH - "The evaluation of past performance will include the contractor’s history of reasonable and cooperative behavior, providing highly trained personnel, commitment to customer satisfaction, record of conforming to applicable law and industry standards." Question: What "industry standards" will the offeror be assessed against?

12.
