The Contractor may also provide research and analysis of USG, DOD, Joint, and Army CWMD policy and doctrine, e.g., DoD Directive 2060.2.

Prior to being assigned to work in an independent capacity at the Government site, Contractor personnel will be fully cognizant of the basic provisions of all existing and emerging Counter proliferation issues and initiatives that have a known impact upon the Army.
Consequence Management provides the following support:
Provide continuous support to DAMO-SSD to include study and assessment of USG, DOD, Joint, and Army CWMD Consequence Management and Surety policy issues, to include determining the impact of domestic, foreign and combat-related consequence management and nuclear, biological, chemical (NBC) surety on Army operations, plans, force structure, training, and resources.

Prior to being assigned to work in an independent capacity at the Government site, Contractor personnel will be fully cognizant of the basic provisions of all existing and emerging Consequence Management and Surety issues and initiatives that have a known impact upon the Army.

B. Requiring Activity: Office of the Deputy Chief of Staff, Army G-3/5/7; Combating Weapons of Mass Destruction Policy Division (DAMO-SSD), 400 Army Pentagon, Washington DC 20310.
C. Option quantities and/or performance periods:

5. Reasons for Authority Cited:
The contractor to provide the requested services is Science Applications International Corporation, 1710 SAIC Dr. McLean Virginia 22102. SAIC represents the only responsible source capable of providing the required services from the time period of performance of the current contract ends until a competitive contract is awarded. SAIC is the currently performing the services under this contract and the Government does not have adequate time to hire a new contractor and have them trained up on this requirement by the end of the six-month extension currently in place, which ends 28 September 2015. This contract originally expired on 28 March 2015 and despite the best efforts of the Government to award a competitive follow-on contract by 29 September 2015, this will not obtained.
The Deputy Chief of Staff, Army G-3/5/7 has responsibility under Headquarters, Department of the Army General Order 3 (GO 3) Assignment of Functions and Responsibilities within Headquarters, Department of the Army, for operations and planning functions for the Department of the Army.
This includes specific responsibility to provide the Army Staff (ARSTAF) with strategic analysis pertaining to combating weapons of mass destruction (CWMD), which consists of three pillars;
nonproliferation, counter-proliferation, and consequence management. If services for CWMD are interrupted the G-3/5/7, DAMO-SSD would be a risk of failure due to the loss of the following:
The ability to provide subject matter experts with a focus and emphasis to providing long-term continuity with specific emphases on combating weapons of mass destruction (WMD) within the pillars of nonproliferation, counter-proliferation, consequence management, and program management for DAMO-SSD and ASA
(IE&E).
The interruption of the following key activities that support business operating processes of DAMO-SSD would be severely impacted:
a) Resource Management Requirements, Capabilities Assessment, and Staff Support.
b) Conventional Weapons, Regional Arms Control, and Emerging Arms Control Initiatives Strategic Studies, Analyses, and Staff Support
c) Nonproliferation Strategic Studies, Analyses, and Staff Support
d) Biological Weapons Convention Strategic Studies, Analyses, and Staff
Support
e) Chemical Weapons Convention Strategic Studies, Analyses, and Staff
Support
f) Treaty on Open Skies Strategic Studies, Analyses, and Staff Support
g) New Strategic Arms Reduction (START) Treaty and Intermediate-range
Nuclear Forces Treaty Strategic Studies, Analyses, and Staff Support
h) Integrated Nuclear Safeguards Strategic Studies, Analyses, and Staff
Support
i) Counter-proliferation Strategic Studies, Analyses, and Staff Support
j) Consequence Management Strategic Studies, Analyses, and Staff Support
6. Efforts to Obtain Competition: Sources Sought W91CRB-15-R-0015 was posted to FedBizOpps via the Army Single face to Industry (ASFI) and to General Services Administration (GSA) on 06 January 2015 in reference to the recompete of this effort. Both sources sought announcements closed on 13 January 2015. Eleven (11) responses were received, four (4) originating from the GSA announcement and seven (7) originating from the FedBizOps announcement. Of the total eleven responses received, at least six (6) were deemed technically capable. As a result of the sources sought responses the Government plans to release a solicitation using full and open competition. An intent to sole source was posted to Federal Business Opportunities (FedBiz Opps) website on 20 July 2015 for the extension only. To date no responses have been received.
7. Actions to Increase Competition: Competition is being sought for the follow-on procurement as described in Paragraph 6. The requirements for the new contract have been established by the Government. These requirements are included in the revised Performance Work Statement for the recompete solicitation.
8. Market Research: Sources Sought W91CRB-15-R-0015 was posted to FedBizOpps via the Army Single face to Industry (ASFI) and to General Services Administration (GSA) on 06 January 2015.
The sources sought closed on 13 January 2015. Responses were received from the following eleven
(11) companies; Analytic Services Incorporated, BAI Incorporated, Camber Corporation, Celestar Corporation, Computer Sciences Corporation, Culmen International LLC, Science Applications International Corporation, SigmaRiver LLC, The Tauri Group, Toeroek Associates Incorporated, and Veterinary Microbiology Consulting & Management Incorporated.
Of the responses, there were no 8(a) respondents, three (3) Small Business respondents and eight (8) Large Business respondents. Based on the review of the submitted Capability Statements, it was determined that six companies are capable to perform this effort. Out of the six only one (1) was a small business. Per FAR 19.502-2, there must be at least two known Small Business capable in order to make this a Small Business Set a Side. Since there is only one known Small Business capable, this will be solicited as Full and Open Competition.
As stated in paragraph six and eight above eleven companies provided a capability statement showing their interest in the requirement. At least six of the companies were determined capable.
In addition, future requirements will be competed to the maximum extent practicable as described in paragraphs 6 and 8 above.

10. Additional Information to support the justification.
a. Procurement History: The DAMO-SSD originally procured this requirement through a firm fixed price type contract, W91WAW-12-C-0085, with SAIC. The contract period of performance was for one six (6) month base year with two (2) one (1) year option periods beginning 29 September 2012.
The contract expiration was 28 March 2015. In an effort to complete the re-competition process, this contract has been extended until 30 September 2016.
b. Acquisition data availability: The solicitation for the follow-on contract to W91WAW-12-C-0085 will be posted for full and open competition via the Army Single Face to Industry website under solicitation number W91CRB-15-R-0015.
c. Unusual and compelling Urgency: Not applicable to this action.
d. Subcontracting competition: Offerors will be required to address competition in subcontracting in their proposals. The appropriate subcontracting clauses are included in the solicitation and will be incorporated into the resulting contract.
e. Follow-On Contracts: Despite the best efforts of the Government to award a competitive follow-on contract prior to expiration of the period of performance of the six-month extension, a follow-on contract will not be in place. In order to compete this four (4) month extension, the Government would realize unacceptable delays as it would take just as long, if not longer, to award a four (4) month bridge contract than the time required to award the competitive follow-on contract that is currently open for solicitation.
