DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
1.1 background
The Improved Mobile Subscriber Equipment (IMSE) system is an area?switched communications system designed to provide mobile and secure communications in a variety of battlefield and military operations other than war (MOOTW) situations. Utilizing designs and capabilities similar to the United States Armys Mobile Subscriber Equipment (MSE), the Taiwan Armys IMSE system provides voice and data communications at the Tactical Operations Center level (Battalion, Brigade, and Army-level) command posts (CPs), to exchange command, control, communications and intelligence information. The IMSE network is designed around mobile Communications Central Nodes that are co-located with Taiwan Army Tactical Operations Centers (TOCs) to provide IMSE users (subscribers) with wired voice and data communications. Remote nodes provide mobile, wireless (radio communications) users (subscribers) with access into the IMSE voice and data networks. Communications Central Nodes and remote nodes are interconnected by a radio frequency (RF) transmission wide-area network (WAN) to satisfy flexible deployments to supported units. WAN backbone nodes are called the Communications Central Tandem
Switches (CCTS), while subscriber nodes are called Communications Central Extension Switches (CCES). CCES are fielded in three variants, depending upon the size of the TOC that they support (voice and data subscriber support). CCES Version 1 (CCESv1) supports
Battalion-sized TOCs; CCES Version 2 (CCESv2) supports Brigade-sized TOCs; CCES Version 3 (CCESv3) support Division-sized TOCs.
The IMSE network is arrayed in a hub-spoke configuration, with the CCES forming the spokes off of a CCTS. The CCTS are interconnected to form a robust backbone. The CCTS are capable of establishing 16 (total) links, 12 of which can be radio frequency.
Figure 1. Typical IMSE Network (Current)
IMSE has been a part of the Taiwan Army communications infrastructure since 1997 (Phase I), and was further augmented in 2000 (Phase
II). While the role of the Improved Mobile Subscriber Equipment (IMSE) system(s) remains relevant, the capabilities and methods of the system have become dated, and inefficient. Changing Taiwan Military Doctrine, Training, Organization, Materiel, Leadership and
Education, Personnel and Facilities (DOTMLPF) factors, emerging efficiencies in technology, and the proliferation of Taiwan military communications and command and control (C2) systems, have rendered the IMSE system in its fielded state inefficient, with respect to operations and support.
The Taiwan Army began its investigations into enhancements to the Improved Mobile Subscriber Equipment (IMSE) in 2014 to efficiently and effectively provide and support mobile and secure, voice and data communications to the Taiwan Army Tactical Operations Center (TOC)-level command posts (CPs), and remote (mobile) users, while addressing evolving Taiwan military doctrine, organization, training, materiel, leadership, personnel and facilities changes.
Beginning in 2014, the Taiwan Army began the fielding of an experimental quantity (IMSE Experimental Force, EXFOR) of enhanced Improved
Mobile Subscriber Equipment components in order to evaluate candidate technologies and concepts for the improvement of the existing systems. The program eventually was transitioned to the newly created Taiwan Militarys Information, Communications and Electronics
Force (ICE Force) and completed delivery of the Experimental Force in 2018.
Combining new operational concepts with candidate technologies from the IMSE EXFOR resulted in a desired capability requirements for the full rate production (FRP) of the evolved IMSE system, the Field Information Communications System (FICS), (nicknamed, Syun Lien).
The Field Information Communications System (FICS), at a minimum, shall provide:
*Wired subscribers voice and data (including video) communications between Taiwan military Tactical Operations Center (TOC) Command
Posts (CPs), across a geographically dispersed Wide Area Network (WAN).
* Remote subscribers wireless access to the FICS voice and data communications networks.
* Connectivity of voice and data communications networks among a geographically dispersed Wide Area Networks through wireless communications methods.
* Interconnectivity and interoperability of voice and data communications between upper tactical internet elements (e.g., Military
Network (MILNET), Syun An,ect...) and lower tactical internet elements (e.g., indigenous Battalion and Below system AN/VRC-518, Taiwan
Combat Net Radio AN/PRC-37C, and indigenous satellite systems), and FICS users (subscribers).
* Interconnectivity and interoperability with commercial landline and public sector radio communications networks.
* Planning, monitoring and management of FICS network elements.
* Integrated network security and information assurance architecture(a) into the FICS communications network(s)
1.2 program objectives
The Field Information Communications System (FICS) (referred to as Syun Lien) shall provide and support mobile and secure, voice and
12 83

data communications to the Taiwan military Tactical Operations Center (TOC)-level command posts (CPs), and remote (mobile) users, while addressing evolving Taiwan military doctrine, organization, training, materiel, leadership, personnel and facilities changes. Expected reduction in forces, along with the proliferation of data, command and control (C2), and situational awareness (SA) systems require the
FICS to be more agile and capable, while increasing the capacity to support Taiwan military communications. The Field Information
Communications System (FICS) shall provide the capability of voice and data networks for the Taiwan military Tactical Operations Center
(TOC)-level communications by employing technological improvements in radio transmissions, data networking and packetized voice, while minimizing system footprint (power, size, personnel and logistics train). Included with the deployment of the FICS are a tailored logistics package and support architecture to maintain a high rate of readiness of equipment and personnel.
It is the objective of this program to develop, deliver, field and support a full rate production quantity of the FICS communications nodes for the Taiwan military supporting Taiwan ICE Force communications for at least the next fifteen (15) years.
1.3 Key stakeholder requirements
The Taiwan ICE Force stakeholders have identified the following key operational and support requirements:
1.3.1 Equipment Reutilization
When possible, the development of the FICS should consider refurbish and reuse of existing IMSE Phase II equipment, in order to minimize the cost of the new system.
1.3.1.1 Prime Movers.
The FICS shall reuse existing IMSE Phase II High Mobility Multi Wheeled Vehicles (HMMWVs) as the system Prime Movers to the maximum extent possible, in order to minimize development costs of the new system. Prime movers shall be supplied as GFE.
1.3.1.2 Shelters.
The FICS shall use new electrical shelters in conjunction with the existing prime movers for environmental control/protection of FICS electronics equipment.
1.3.1.3 Trailers.
The FICS will not use/reuse high maintenance cost vehicle trailers in its design.
1.3.2 Data Throughput
The FICS shall feature transmission sub-systems with a throughput of 40 Megabits per second (Mb/s) in each direction between communications nodes (threshold), in order to accommodate military voice and data users in an Everything Over IP (EoIP) network design
(80 Mb/s aggregate, minimum). Bandwidth improvements over IMSE Phase II systems represent the highest technical priority for the Taiwan military customer.(Key Performance Parameter)
1.3.3 Improve Site Establishment Efficiencies
The FICS shall improve site establishment, by reducing site setup times and reduce operator tasks. A FICS Communications Node site shall be communications ready in 15 minutes (objective). (Key Performance Parameter) The FICS node site shall be staffed by a crew of 4 personnel (objective).(Key Performance Parameter)
Additionally, the FICS Network Management System site shall be communications ready in 30 minutes, with a crew of 5 personnel)
(threshold).
NOTE: Setup times begin when the equipment arrives on a properly leveled and cleared site and ends with the completion of the following tasks:
* All equipment is positioned and unpacked.
* Shelters and generators are grounded.
* Equipment power is established from (either) vehicle generated power, or mobile electric power (generator).
* Data communications equipment (voice and data) is initialized.
* Communications Security components are initialized.
* Signal cabling is completed.
* Antenna and antenna masts are erected and prepared for transmission. (Communications Node).
* Radios are prepared for transmission. (Communications Node).
* Network Management System computing systems are initialized.(Network Management System)
1.3.4 Interoperability

system, and AN/VRC-518 Brigade and Below systems), civil radio systems (fire, police and rescue radio systems), and commercial telecommunications networks (i.e., Chunghwa Telecom).
FICS shall provide interconnectivity for each system, however must provide interoperability (SIP communications) with the AN/VRC-518 shelter and the emerging MND telecommunications switching system.
FICS shall provide backward compatibility (basic voice and data) with the IMSE Phase II and the EXFOR systems during the incremental
FICS fielding.
NOTE: A minimum of three (3) Interoperability Working Group meetings shall be conducted with the Taiwan military to discuss program goals and specific interoperability requirements. When interconnectivity and interoperability requirements are specified to an indigenous Taiwan military system, Interface Control Documentation, equipment and information will be furnished by the government (GFE).
1.3.5 15 Years Service
FICS shall be supportable for a service period of no less than fifteen (15) years (threshold) following the completion of new equipment fielding (20 years objective).
1.3.6 Reduce Power Requirements
The FICS shall reduce the power required to operate communications nodes, commensurate with efficiency improvements in telecommunications equipment in the past 20+ years since IMSE Phase II was deployed. Additionally, the FICS will be fielded with their own inherent electrical power generation equipment that are sized appropriately for operation of FICS equipment.
