PREPROPOSAL REGISTRATION FORM
for
Joint Test and Evaluation (JT&E)
Engineering Services (ES)
Solicitation Number: W91C9G-17-R-0001
Where: JPO facility in Suffolk, VA 23435, 7025 Harbour View Blvd., Suite 105

JT&E Summary: The purpose of the JT&E Program is to bring two or more Services together to provide improvements in joint interoperability of Service systems, improvements in technical and operational concepts; improved performance of systems, validated testing methodologies and data for validating models, simulations and test beds. JT&E develops joint tactics, techniques, and procedures
(TTPs) in order to solve relevant warfighter issues in a joint Test and Evaluation (T&E) environment. JT&E is comprised of four separate but closely related activities: (a) the nomination, coordination and consideration of a project for inclusion in the JT&E Program; (b) a Joint Feasibility Study (JFS) determination of the need and achievability of approved nominations; (c) the chartered Joint Tests (JTs) which are the execution of these approved nominations that show potential for significant improvements in joint military capabilities; and (d) conduct of a Quick Reaction Test (QRT). The tasks to be executed by the contractor and the deliverables to be provided are required elements for the development and improvement of TTP.
The expected outcome of this acquisition is to establish a contract vehicle to provide seamless and uninterrupted technical engineering and analysis services necessary to meet Office of the Secretary of
Defense (OSD) and Department of Defense (DoD) requirements with high quality TTPs delivered on time and within budget. Multiple validated solutions to warfighter problems is an expected outcome, and highly dependent on the quality of the product or service provided under the contract.
